Moorpark, California January 14, 1991
The regular meeting of the Parks and Recreation Commission of
the City of Moorpark was held on Monday, January 14, 1991, in
the Citrus Room of the Community Center of said City, located
at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
The Meeting was called to order at 7:07 pm.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Commissioner Hall.
3. ROLL CALL:
Present:
Commissioners Ronald W. Corzine, John R. Hall, Jr.,
Sandra G. Thompson and Chairman Lynn Crockatt.
Staff Present:
Philip Newhouse, Director of Community Services and
Debra Broussalian, Administrative Secretary.

MOTION: Commissioner Thompson moved and Commissioner
Corzine seconded a motion to nominate the positions of Chair
and Vice Chair. Unanimously approved.
Commissioner Corzine opened the nominations for Chair by
nominating Lynn Crockatt. The nominations closed as no other
nominations were received. By unanimous voice vote, Lynn
Crockatt was nominated as Chairman of the Parks and
Recreation Commission.
Chairman Crockatt then opened nominations for Vice Chair.
Commissioner Hall nominated Ronald Corzine for the position
of Vice Chair. The nominations closed as no other
nominations were received. By unanimous voice vote, Ronald
Corzine was nominated as Vice Chairman of the Parks and
Recreation Commission.
4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL
PRESENTATIONS:
None.

5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:

6. PUBLIC COMMENTS:
None.
7. CONSENT CALENDAR:
A. Approval of the Parks & Recreation Commission
Minutes of December 11, 1990. Staff
recommendation: Approve as presented.
MOTION: Commissioner Corzine moved and Commissioner
Thompson seconded a motion to approve the Minutes of the
December 11, 1990, Parks & Recreation Commission as
presented. Unanimously approved.
B. Receive Staff's Status Re-port Re-port of City Parks. Staff
Recommendation: Receive report and file.
Staff reviewed the capital improvement development
plans for Campus, Glenwood and Griffin Parks and
requested the Commission to select playground
equipment for the tot lot areas in each park.
BY UNANIMOUS CONSENT, the Commission approved Iron
Mountain Forge, Kid Kubes 2, playground equipment for Campus
Park, modified as follows:
Delete the tire swing and replace with 1 belt and 1 tot
swing; delete the chain net climber and replace with a
tic -tac -toe safety panel; delete one wave slide and
replace with a tube slide; delete the other wave slide
and replace with a half circular slide.
Additionally, Chairman Crockatt requested staff to consider
adding plants around the restroom structure to deter
graffiti.
At 7:55 p.m., the Commission recessed. At 8:02 p.m., the
Commission reconvened.
BY UNANIMOUS CONSENT, the Commission also approved
installation of the following "Kompan" spring toys at Campus
Park:
Crazy Scrambler, Model M130
Crazy Chicken, Model M110
Crazy Racer, Model M158 - Optional item for installation
if there is sufficient space in the park.

BY UNANIMOUS CONSENT,
Mountain Forge, Model KK3A,
Park, modified as follows:
the Commission approved Iron

At 8:30 p.m., the Commission recessed. At 8:35 p.m., the
Commission reconvened.
BY UNANIMOUS CONSENT, the Commission approved installation
of the following " Kompan" equipment in Glenwood Park, if they
are within the budget criteria. If not within the allowed
budget, the Commission requested staff to bring these items
back to them for further review:
Series M525 + M526 + M527 Train;
MS 10 Coaster Pirate Ship.
BY UNANIMOUS CONSENT, the Commission requested staff to
bring back discussion of playground equipment for Griffin
Park at their February meeting and to obtain costs on the
equipment shown on the Kid Builders brochure, handed out by
staff, less the challenge ladder and add double slides.
Additionally, to get costs on the MS30 Kompan Pirate Ship.
Staff reported the status of Arroyo Vista Community Park
as stated in the Parks' Status Report was incorrect.
The information should read, "The Memorandum of
Understanding with Urban West Communities was not
approved by City Council, and City Council requested
taking possession of the $1,000,000."
Commissioner Hall questioned staff on the maintenance of
Monte Vista Nature Park. Chairman Crockatt requested
staff to submit recommendations to correct the
appearance and maintenance problems at Monte Vista
Nature Park.
BY UNANIMOUS CONSENT, the Commission approved receiving
and filing of Item B as modified above.
C. Receive Cin o De Mayo Committee Report. Staff
recommendation: Receive report and file.
Commissioner Corzine reported he, Chairman Crockatt
and Ex- Commissioner, Teresa Godinez, will be
meeting this Wednesday, January 16, to discuss the
Cinco De Mayo event. A report will be submitted to

the Commission for their review at the February
meeting.
BY UNANIMOUS CONSENT, the Commission approved receiving
and filing of Item C.
8. PUBLIC HEARINGS:
None.
9. DISCUSSION /ACTION ITEMS:
A. Consider Committee Report on Picnic Shelter
Structure and Tot Lot at he Community Center.
Staff recommendation: Direct staff as deemed
appropriate.
Commissioner Hall gave the committee report.
Concerns discussed by the Commission were funding,
need for fencing to insure safety, whether a picnic
pavilion is actually needed or just add additional
picnic tables and need for children's play
equipment. The Commission generally agreed they
did not wish to expend funds from the downtown park
monies for a permanent picnic shelter structure and
extensive tot lot at the Community Center site but
would be more agreeable to a scaled -down version by
adding additional picnic tables and play equipment
on sand without extensive concrete curbing,
sidewalks, etc. The Commission agreed on the site
location as presented in the staff report.
MOTION: Commissioner Hall moved and Commissioner Thompson
seconded a motion to have staff contact Iron Mountain Forge
to put together a "Kids Builder" playground structure similar
to the one shown in the brochure identifying their new
equipment, incorporating a swing set in the Community Center
area and bring back recommendation and pricing for the next
meeting. Additionally, in lieu of a picnic shelter, add four
Quick Crete picnic tables and two spring toys. Unanimously
approved.
THE MOTION WAS AMENDED by Commissioner Corzine and
seconded by Commissioner Hall to also get pricing on a crash
barrier across the lower portion of the lower parking lot and
wrought iron fencing from the lower portion of the lower
parking lot at Walnut Canyon to the entrance of the Community
Center, four (4) feet in height. Unanimously approved.
B. Consider R esurfarina Basketball Courts at 1 nwood
and North Meadow arks, Staff recommendation:
Continue item to February 11, 1991, meeting.

BY UNANIMOUS CONSENT, the Commission approved continuing
this item to the February 11, 1991, meeting. Additionally,
Chairman Crockatt requested staff to secure bids for
sandblasting and acid etching the basketball courts.
10. COMMENTS FROM COMMISSIONERS:
A. Commissioners Thompson and Hall congratulated
Chairman Crockatt on his nomination as Chairman of
the Parks & Recreation Commission.
B. Commissioner Corzine thanked Commissioners Thompson
and Hall on their recommendations regarding Item
9.A.
C. Chairman Crockatt thanked the Commission for their
support in nominating him as Chairman and
congratulated Ronald Corzine on his appointment as
Vice Chairman.
11. FUTURE AGENDA ITEMS:
For the February 11, 1991, Meeting, the following items
were requested or continued:
CONTINUED ITEMS-
A. Consider further discussion of installation of
children's play equipment at Glenwood and Griffin
Parks, as needed.
B. Receive Cinco De Mayo Committee Report.
C. Consider Picnic Shelter Structure and Tot Lot at
the Community Center.
D. Consider Resurfacing Basketball Courts at Glenwood
and North Meadows Parks.
REQUESTED IT M:
A. Commissioner Thompson requested staff to keep her
updated on the status of Arroyo Vista Community
Park, Phase I, development. Staff informed her
City Council will be discussing this item at their
January 23 meeting and recommended she may want to
attend. Staff will provide Commissioner Thompson
with copies of the January 23, 1991, meeting
minutes.

MOTION: Commissioner Hall moved and Commissioner Corzine
seconded a motion for adjournment at 10:08 p.m.
