MINUTES OF THE PARKS AND RECREATION COMMISSION
Moorpark, California May 13, 1991
The regular meeting of the Parks and Recreation Commission of
the City of Moorpark was held on Monday, May 13, 1991, in the
Council Chambers of City Hall of said City, located at 799
Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
In the absence of Lynn Crockatt, the meeting was called
to order at 7:10 P.m. by Vice Chairman Ronald Corzine.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Commissioner
Stratton.
3. ROLL CALL:
During roll call, Chairman Lynn Crockatt arrived and was
seated at the dais.
Present:
Commissioners Ronald W. Corzine, John R. Hall, Jr.,
Ginger Stratton, Sandra G. Thompson and Chairman Lynn
Crockatt.
Staff Present:
Philip Newhouse, Director of Community Services and
Debra Broussalian, Administrative Secretary.
Others Present:
Mrs. Eloise Brown, Mr. & Mrs. Bill Poleri and Dot
Vandaveer.
4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL
PRESENTATIONS:
None.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
Staff reported there were no staff reports for Agenda
Items 7.C. and 9.C.
6. PUBLIC COMMENTS:
None.

7. CONSENT CALENDAR:
A. Approval of the Parks and Recreation Commission
Minutes of April 8 1991. Staff Recommendation:
Approve as presented.
B. Receive ffIs atns R po t of City Parks. Staff
Recommendation: Receive and file the report.
C. Receive Cinco De Mayo Event
ay Renort. Staff
Recommendation: Receive and file the report.
D. Receive Updated Report on Arroyo Vista Community
Park Hydrology Study. Staff Recommendation:
Receive and file the report.
MOTION: Commissioner Hall moved and Commissioner Corzine
seconded a motion to approve the Consent Calendar as
presented, with the exception of Item 7.C. as no staff report
was presented and no action taken. Unanimously approved.
8. PUBLIC HEARINGS:
None.
9. DISCUSSION /ACTION ITEMS:
A. Consider Report to the City Council on Youth
Dances. Staff Recommendation: Receive and file
the report.
Staff encouraged the Parks and Recreation
Commission to attend the "Dr. No" dance scheduled
for May 18 and to submit their comments to him as
soon as possible after the dance so he can prepare
a dance report for City Council's consideration.
Staff also reported the "D.A.R.E. /Dr. No" dance is
open to youth 13 to 18 years old. No action was
taken by the Commission.
B. Consider Retreat i . a l Ev n s for FY 1991/92:
Staff Recommendation: Direct staff as deemed
appropriate.
Staff reported a detailed summary accounting of the
FY 90/91 special events is being prepared and
reviewed with the Commission the Proposed FY 91/92
Special Events.
Staff informed the Commission that all future
vendors and contract instructors will be required

to provide the City with a $1,000,000 certificate
of insurance when instructing any classes,
programs, or participating in craft fairs. Due to
this requirement, staff is proposing the Holiday
and Spring Craft Fairs be discontinued and be
incorporated with the proposed "Labor Day in the
Park" and "Labor Day Boutique events." Chairman
Crockatt requested staff to conduct a phone survey
of at least ten surrounding cities to obtain their
insurance requirements.
Staff further recommended the youth dances be held
every other month, instead of every month, due to
the number of other organizations within the City
also providing dances to youth and to return to the
age format of 6, 7 and 8 graders from the current
teen dances.
No action was taken by the Commission and further
discussion was deferred to the next budget meeting.
C. Consider FY 1991/92 Park and Recreation Budgets.
Staff Recommendation: Direct staff as deemed
appropriate.
No staff report was presented and no action taken.
D. Consider Installation of Childrenla Play Eqpmen
at Glenwood and Griffin parks (contini d from
4/8/91) . Staff Recommendation: Direct staff as
deemed appropriate.
Staff reviewed his report with the Commission and
emphasized there may not be sufficient funds in the
Northwest Zone (Glenwood Park) to do all of the
capital improvements, including the planned picnic
shelter, and upgrade the park's irrigation system.
Chairman Crockatt disagreed to having the costs of
upgrading the irrigation system taken out of the
Park Improvement funds. Staff stated the
irrigation system is considered an improvement to
be taken out of the Park Improvement funds. The
use of Gann Funds was discussed as a possibility to
cover the irrigation costs. Commissioner Hall
requested staff to get cost estimates to upgrade
the irrigation system. Staff reported he would
have to obtain City Council and /or the City
Manager's approval to solicit informal bids.
The Commission deferred further discussion of this
item until the next budget meeting.

Recommendation: Select a logo and wording to be
forwarded to City Council for consideration and
approval.
By unanimous consent, the Commission deferred
discussion of this item to the next regularly
scheduled Parks and Recreation Commission meeting.
F. Consider Resurfa ina Basketball Courts at Glenwood
and NorJ_h__M2adows Parks.. Staff Recommendation:
Sandblast basketball courts to achieve heavy
surface finish.
MOTION: Commissioner Hall moved and Commissioner Thompson
seconded a motion to approve staff's recommendation to
sandblast the courts to achieve a heavy surface finish.
Unanimously approved.
10. COMMENTS FROM COMMISSIONERS:
A. Commissioner Thompson stated she enjoyed
attending the Cinco De Mayo event.
B. Despite any problems or negative publicity from
this year's event, Commissioner Corzine hopes
that next year's event will be even better.
C. Commissioner Stratton stated she will be
attending the May 18 youth dance.
D. Commissioner Hall expressed his appreciation to
the Cinco De Mayo Co- Chairmen and staff for their
efforts in coordinating the event and thanked staff
for backing the event and fielding any questions or
complaints.
E. Chairman Crockatt thanked staff for the time and
effort he dedicated to the Cinco De Mayo event and
everyone that participated in the event. He
further stated Noemi Ruiz, City employee, should
receive special recognition as she worked all day
and night as a volunteer.
11. FUTURE AGENDA ITEMS:
For the June 10, 1991, meeting, the following item was
requested:

12. ADJOURNMENT:
MOTION: Commissioner Crockatt moved and Commissioner
Stratton seconded a motion for adjournment at 8:30 p.m. and
scheduled a Special Meeting for May 20, 1991, at 6:00 p.m. in
the Citrus Room of the Community Center to discuss the
following budget items:
A. Consider Recreation Special Events for FY 1991/92;
B. Consider FY 1991/92 Parks and Recreation Budgets;
C. Consider Installation of Children's Play Equipment
at Glenwood and Griffin Parks.
Unanimously approved.
