July 8, 1991
The regular meeting of the Parks and Recreation Commission of
the City of Moorpark was held on Monday, July 8, 1991, in the
Council Chambers of City Hall of said City, located at 799
Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
The meeting was called to order at 7:22 p.m. by Vice
Chairman Corzine.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Commissioner Hall.
3. ROLL CALL:
Present:
Commissioners John R. Hall, Jr., Ginger Stratton, Sandra
G. Thompson and Vice Chairman Ronald W. Corzine.
Staff Present:
Philip Newhouse, Director of Community Services and
Debra Broussalian, Administrative Secretary.
4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL
PRESENTATIONS:
A. Consider Nominations and Selection of Vice
Chairman. Staff Recommendation: Direct staff as
deemed appropriate.
Staff stated City Council removed Chairman Lynn
Crockatt from the Parks and Recreation Commission
at their June 19, 1991, meeting by a 4 -1 majority
vote (not unanimously as indicated in the staff
report) which created a vacancy in the Chair
position. After full support of the Commission,
Vice Chairman Ronald Corzine accepted the position
of Chairman of the Parks and Recreation Commission
and opened the nominations for Vice Chairman.
Commissioner Thompson nominated Commissioner Hall
for the position of Vice Chairman, and Commissioner
Stratton seconded the nomination. No other
nominations were received. Commissioner Hall was
unanimously approved as Vice Chairman of the Parks
and Recreation Commission to serve the remainder of
the one year term, which shall expire in January,
1992.

5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
6. PUBLIC COMMENTS:
None.
7. CONSENT CALENDAR:

A. Approval of the Parks and Re r ation Commission
Minutes of June 10, 1991. Staff Recommendation:
Approve as presented.
MOTION: Commissioner Thompson moved and Commissioner Hall
seconded a motion to approve the Minutes of the June 10,
1991, Parks and Recreation Commission meeting. Unanimously
approved.
B. Receive aff' a „ Report Rei2ort of City, parks. Staff
Recommendation: Receive and file the report.
The Commission directed staff to forward a
recommendation to City Council requesting a formal
dedication of the Community Center tot lot area
when the project is completed.
MOTION: Commissioner Stratton moved and Commissioner
Thompson seconded a motion to receive and file the report as
presented. Unanimously approved.
C. RecreatiQn Special Events: Staff Recommendation:
Receive and file the report.
Staff reviewed with the Commission the following
sections of the approved FY 1991/92 City Budget:
Landscape and Lighting Assessment District; Parks
Maintenance and Improvements; and Recreation, which
included the Special Events.
MOTION: Commissioner Hall moved and Commissioner Stratton
seconded a motion to receive and file the Recreation Special
Events as presented. Unanimously approved.
8. PUBLIC HEARINGS:
None.

9. DISCUSSION /ACTION ITEMS:
A. Consider Community Services Department Logo. Staff
Recommendation: Carry forward to August 12, 1991
meeting.
THE COMMISSION UNANIMOUSLY APPROVED staff's
recommendation to carry this item forward to the August 12,
1991, Parks and Recreation Commission meeting.
B. Consider installation of Childrenl,5 Play Equipment
at Glenwood and Grif fi arks. Staff
Recommendation: Carry forward to August 12, 1991
meeting.
THE COMMISSION UNANIMOUSLY APPROVED staff's
recommendation to carry this item forward to the August 12,
1991, Parks and Recreation Commission meeting.
10. COMMENTS FROM COMMISSIONERS:
A. Commissioner Thompson stated she was excited to
see the progress of the Community Center tot lot
installation and congratulated Chairman Corzine on
his appointment as Chairman of the Parks and
Recreation Commission.
B. Commissioner Hall also stated he was
enthusiastically receiving the installation of the
tot lot at the Community Center and congratulated
Chairman Corzine on his appointment as Chairman.
C. Commissioner Stratton congratulated Chairman
Corzine on his appointment as Chairman and
Commissioner Hall on his appointment as Vice
Chairman of the Parks and Recreation Commission.
D. Chairman Corzine stated he hopes to fulfill the
position of Chairman through his term with the
confidence of the Parks and Recreation Commission,
wants to work closely with the Commission and
regain the public's confidence and respect of the
Commission. Additionally, Chairman Corzine stated
he was jealous to see the large attendance of the
Fireworks Show as compared to the Cinco de Mayo
event and would like to see greater effort to
increase attendance at next year's Cinco de Mayo
event.

11. FUTURE AGENDA ITEMS:
For the August 12, 1991 meeting, the following items
were carried forward:
A. Consider Community Services Department Logo.
B. Consider Installation of Children's Play Equipment
at Glenwood and Griffin Parks.
No new items were requested by the Commission to be
placed on the August 12 agenda.
12. ADJOURNMENT:
MOTION: Commissioner Hall moved and Commissioner Thompson
seconded a motion for adjournment at 8:30 p.m.
