Moorpark, California August 12, 1991
The regular meeting of the Parks and Recreation Commission of
the City of Moorpark was held on Monday, August 12, 1991, in
the Council Chambers of City Hall of said City, located at
799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
The Meeting was called to order at 7:05 p.m.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Commissioner
Thompson.
3. ROLL CALL:
Present:
Commissioners John R. Hall, Jr., Sandra G. Thompson and
Chairman Ronald W. Corzine.
Commissioner Ginger Stratton (excused).
Staff Present:
Philip Newhouse, Director of Community Services, Shelly
Shellabarger, Recreation Supervisor, and Debra
Broussalian, Administrative Secretary.
Others Present:
Councilmember Talley and his wife, Dee Talley, and Jim
Hartley.
4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL
PRESENTATIONS:
A. Administrative Secretary Administers the Oath of
Office to the Newly Appointed Commissioner, Connie
Volke.
Debra Broussalian, Administrative Secretary,
administered the Oath of Office to the newly
appointed Parks and Recreation Commissioner, Connie
Volke. Commissioner Volke was appointed to the
Parks and Recreation Commission by City Council on
July 17, 1991. Her term will expire November,
1992.

5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
6. PUBLIC COMMENTS:
A. Jim Hartley, 5950 Gabbert Road, Moorpark,
introduced himself to the Commission and stated he
and his wife are Coordinators for the Santa Monica
Mountain Conservancy for Happy Camp Park in
Moorpark. The park is now open to the public, and
he urged the Parks and Recreation Commission,
through his coordination, to consider using the
park to promote future recreational activities in
Moorpark.
B. Dee Talley, 306 McFadden, Moorpark, thanked
the Commission for installation of the new
Community Center tot lot and congratulated and
welcomed Connie Volke to the Parks and Recreation
Commission.
7. CONSENT CALENDAR:
A. Approval of the Parks and Recreation ommi Sion
Minutes of July 8 1991. Staff Recommendation:
Approve as presented.
MOTION: Commissioner Hall moved and Commissioner Thompson
seconded a motion to approve the Parks and Recreation
Commission Minutes of July 8, 1991, as presented.
Unanimously approved.
B. Receive Staff's a Report of City Parks. Staff
Recommendation: Receive and file the report.
MOTION: Commissioner Thompson moved and Commissioner Volke
seconded a motion to receive and file the report.
Unanimously approved.
C. Consider Particil2ating in the "Labor Day in the
Park" Softball Game on p emb r 2, 1991. Staff
Recommendation: Receive and file the report.
BY UNANIMOUS CONSENT, the Commission received and filed
the report.

BY UNANIMOUS CONSENT, the Commission received and filed
the report.
8. PUBLIC HEARINGS:
None.
9. DISCUSSION /ACTION ITEMS:
A. Consider Community Services Department Logo. Staff
Recommendation: Approve the Logo Committee's
recommendation and forward to City Council for
approval.
The Commission reviewed the recommended logos and
discussed whether to use the bold lined or fine
lined logos. Commissioner Hall recommended the
bold lined logo over the fine lined logo for T-
shirts as it could better withstand being washed.
Staff stated pictures on the youth logo
representing various recreational activities, such
as basketball, softball, volleyball, ballet, T-
ball, etc., will be placed in the open circle area.
The City logo could also be placed in the circle
area if desired.
By Unanimous Q of 4-0. the Commission agreed on
the follQwincf logos:

Logo #1 with the bold
Logo #2 with the bold
However, if the logos are used on stationery, the
Commission unanimously agreed the "fine lined"
logos should then be used instead of the bold lined
logos.
MOTION: Commissioner Hall moved and Commissioner Thompson
seconded a motion to forward their approved logo
recommendations, as stated above, to City Council for
approval, including their recommendation to use the fine
lined logos for stationery /paper print.

B. Consider Installation of Children's Play Equipment
at Campus Campus Canyon Glenwood and Griffin
Parks. Staff Recommendation: Direct staff as
deemed appropriate.
Staff stated the equipment recommended was for
children aged 2 to 6 as current park equipment is
generally for children over this age group and
there is a void in equipment for the younger age
groups.
Staff and the Commission reviewed each park
and unanimously agreed upon installation of
the following play equipment:
CAMPUS PARK: Iron Mountain Forge, Kid Kubes 1,
in the colors of blue /yellow, with modifications:
Delete the arch climber and replace with a yellow
tunnel slide, Model KK72 -28.
The Commission discussed equipment colors in
detail. Staff requested a short recess to call the
Iron Mountain Forge representative to verify the
equipment color specifications.
At 8:07 p.m. the Commission recessed. At 8:10 p.m. the
Commission reconvened.
Staff informed the Commission that Kid Kubes
equipment is only available in the color
combination of blue /yellow.
CAMPUS CANYON PARK: Modify the existing
equipment by relocating the swing set to swing
parallel to the equipment, adjust the height of the
current decks to accommodate a new tot spiral
slide, Model KK72 -64, and add a stair climber,
Model KK72 -80. All equipment to be in brown /tan
tones to match existing equipment.
GLENWOOD PARK: Iron Mountain Forge, Kid Builders
10, in the colors of green /tan, with modifications:
Delete the tire swing, extend the swing bar and add
two bucket swings and one belt swing.
GRIFFIN PARK: Iron Mountain Forge, Kid Kubes 2,
in the colors of blue /yellow, with modifications:
Eliminate the tire swing, extend the swing bar and
add two bucket swings and one belt swing; eliminate

the arch climber and replace with a stair climber;
eliminate the chain net climber and enclose with a
tic -tac -toe panel.
MOTION: Commissioner Volke moved and Commissioner Thompson
seconded a motion to forward the Commission's play equipment
recommendations to City Council for approval. Unanimously
approved.
10. COMMENTS FROM COMMISSIONERS:
A. Commissioner Hall welcomed Connie Volke to the
Commission, thanked Commissioner Thompson for her
efforts on the Logo Committee and thanked staff on
successful installation of the Community Center tot
lot.
B. Commissioner Volke stated she is glad to be serving
on the Parks and Recreation Commission, has already
received many public requests and is willing to
take criticism.
C. Commissioner Thompson welcomed Connie Volke to the
Commission and thanked Commissioner Hall for his
input on the Logo Committee.
D. Chairman Corzine thanked the Talleys for
participating in the meeting, welcomed Connie Volke
to the Commission, thanked the Logo Committee for
their presentation of logos, congratulated the
Commission on the success of the Community Center
tot lot, thanked staff for preparation of the
agenda packet and congratulated the Administrative
Secretary on her nomination as Employee of the
Month.
E. Staff reported the October Commission meeting will
probably be viewed by live television as the
Community Center renovations should be complete.
11. FUTURE AGENDA ITEMS:
The Commission did not request any future agenda items
for discussion.

12. ADJOURNMENT:
MOTION: Commissioner Thompson moved and Commissioner Volke
seconded a motion for adjournment at 9:05 p.m.
