HomeMy WebLinkAboutMIN 1991 1112 PR REGMINUTES OF THE PARKS AND RECREATION COMMISSION Moorpark, California November 12, 1991 The regular meeting of the Parks and Recreation Commission of the City of Moorpark was held on Tuesday, November 12, 1991, in the Council Chambers of City Hall of said City, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: The Meeting was called to order at 7:04 p.m. by Chairman Corzine. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Commissioner Thompson. 3. ROLL CALL: 4 9 Present: Commissioners John R. Hall, Jr., Ginger Stratton, Sandra G. Thompson, Connie Volke and Chairman Ronald W. Corzine. Staff Present: Philip Newhouse, Director of Community Services and Debra Broussalian, Administrative Secretary. PROCLAMATIONS, PRESENTATIONS: None. COMMENDATIONS AND SPECIAL REORDERING OF, AND ADDITIONS TO, THE AGENDA: Commissioner Hall requested discussion of the proposed Campus Canyon Park restroom structure be added as Item 9.B, to the agenda. Staff informed Commissioner Hall he would update the Commission as to the status of the Campus Canyon Park restroom during discussion of Item 7.B. 6. PUBLIC COMMENTS: None. Minutes of the Parks and Recreation Commission 2 11/12/91 7. CONSENT CALENDAR: A. Approval of the Parks and Recreation Commission Minutes of October 14, 1991. Staff Recommendation: Approve as presented. MOTION: Commissioner Hall moved and Commissioner Thompson seconded a motion to approve the Minutes of the October 14, 1991, Parks and Recreation Commission meeting as presented. Unanimously approved. B. Receive Staff's a >>s Report of City Parks. Staff Recommendation: Receive report and file. Staff reported City Council, at their November 6 meeting, approved relocating the proposed Campus Canyon Park restroom to the southeast corner of the basketball court. Staff also stated John Roberts, vice President of the Campus Hills HOA, attended the City Council meeting and concurred with the new location as well as other Campus Hills residents also present at the meeting. Commissioner Thompson stated she was concerned about the new location of the restroom by the basketball courts due to the close proximity between the proposed restroom site and the courts. If a player went beyond the basketball court boundaries, she was concerned they might get injured by running into the restroom structure. Staff reported there will be six to seven feet between the two areas and landscaping will be added as a buffer between the basketball court and the restroom structure. Commissioner Hall asked staff when South Meadows Park will be open to the public. Staff reported there is no specific opening date, but the City tentatively plans on opening the park mid - December, possibly later. Staff reported the City wants to assure the turf is fully established before heavy use is allowed in the park. Commissioner Hall requested staff to look into the possibility of opening only part of the park, specifically the tennis court area, so it will be available during the upcoming holiday season. Staff reported the park is under the responsibility of the developer, Urban West Communities, and the City would have to renegotiate the responsibilities under the contract if it were to open only part of the park. It is the City's intent to open the entire park when it is opened to the public. Minutes of the Parks and Recreation Commission 3 11/12/91 In response to Commissioner Thompson, staff reported City Council approved the request to contract for architectural services to prepare the design for the Arroyo Vista Community Park community building. MOTION: Commissioner Hall moved and Commissioner Volke seconded a motion to receive Staff's Status Report of City Parks as presented. Unanimously approved. 8. PUBLIC HEARINGS: None. 9. DISCUSSION /ACTION ITEMS: A. Consider Park Manual Governing the Regulations and Uae of Recreation Areas and FaQilities in City Parks and Fee Srh dul . Staff Recommendation: Approve the Park Manual and revised Fee Schedule as submitted by staff. Staff advised the Commission he would review each section of the proposed documents, and the Commission may make additions, deletions, or changes as it was being reviewed. Staff reviewed pages 1 through 5. At this point in the meeting, Chairman Corzine recognized the entrance of Anna Bell Sessler and several other women. He explained that the "Public Comments" portion of the meeting had already transpired, but the Commission agreed to interrupt discussion of Item 9.A. for Mrs. Sessler's presentation. Anna Bell Sessler, 6061 Gabbert Road, Moorpark, addressed the Commission regarding "Fiber Arts." She introduced several women in the audience who shared their fiber art creations with the Commission, including sweaters, hats, scarves and blouses made from sheep wool, rabbit fur and other natural fibers. They are willing to share their knowledge of fiber arts with others and requested the Commission include this program into their recreation programming. Mrs. Sessler further requested advertising in the City's quarterly Recreation Brochure and a space to meet every 2nd and 4th Tuesdays of every month from 7:00 to 10:00 p.m. Commissioner Thompson recommended she contact Shelly Shellabarger, Recreation Supervisor, regarding the Minutes of the Parks and Recreation Commission 4 11/12/91 possibility of offering this as a recreation class. Commissioner Hall further suggested she prepare a written proposal to the Director of Community Services. Staff explained to Mrs. Sessler that our recreation contract classes are based on a 70/30% split; each class must have a designated instructor responsible for the class; the City's custodian is off duty at 8:30 p.m. and anytime beyond 8:30 p.m. would require payment of overtime, which is approximately $17 -$18 per hour; the City must recover all costs to run a program including staff time and utility costs; and all students participating would have to register for the class and pay an appropriate fee. The Commission and staff requested Mrs. Sessler to make a written proposal to the Community Services Department and to work with Philip Newhouse and Shelly Shellabarger, Recreation Supervisor, regarding the possibility of offering this class as a future recreation program. At 8:00 p.m., the Commission recessed. At 8:15 p.m., the Commission reconvened. The Commission resumed discussion of Item 9.A., reviewed the documents section by section and made the following changes: Page 3, Item h, "City Resident /Public /General Public ": Change "who resides" in the second line to "residing." Page 4, Item t, "Vehicle ": Change "excepting" in the third line to "except." Page 8, Section 115 - EMERGENCIES: Add the City's weekend beeper number as an emergency contact number. Page 11, Section 204 - FIREARMS AND WEAPONS: Add "paint pellet guns" after the words "bows and arrows" in the second line. Page 12, Section 213 - CHANGING CLOTHING: Change "comfort stations" to "restrooms." Page 12, Section 214 - WASHING: Strike "Washing any portion of the body" in the first line and replace with "Bathing of the body." Change "comfort stations" in the second line to "restrooms." Minutes of the Parks and Recreation Commission 5 Page 13, Section 219 - ANIMALS, Item f: "district" to "City" in the second line. 11/12/91 Change Page 14, Section 226 - PARK CLOSURE: Correct the typographical error of "pr" in the second line to "or." Page 16, Section 302 - APPLICATION FOR USE AND SCHEDULING: Change the sentence "Applications for athletic facilities and picnic areas may be made ninety (90) days prior to the date of requested use" to "Applications for athletic facilities and picnic areas may be made no more than ninety (90) calendar days prior to or less than three (3) calendar days of the date of requested use. Page 18, Item 19. Change "who utilizes" to "using" in the first line. Page 18, Item 21. Add Item 21, which shall read, "Glass containers are prohibited at all times on the courts." Page 19, Section 311 - USE OF RESERVABLE ATHLETIC FIELDS: Change "for use of" to "by" in the first line. Page 23, Section 408 - SECURITY: Change "The ensure" to "To ensure." Dee Talley, from the audience, addressed the Commission and recommended on the Park Facility application form the question be asked whether the applicant plans on using amplification equipment. On the Park Facility Reservation Permit add a line asking, "Will sound amplification be used? Yes No." MOTION: Commissioner Thompson moved and Commissioner Volke seconded a motion to forward the proposed Park Manual Governing the Regulations and Use of Recreation Areas and Facilities in City Parks and Revised Fee Schedule, as modified above by the Commission, to the City Council for approval and rescind Section 11 of Ordinance #6, Ordinance #81 and Resolution #86 -351 previously adopted by the City. Unanimously approved. Minutes of the Parks and Recreation Commission 6 11/12/91 10. COMMENTS FROM COMMISSIONERS: A. Commissioner Hall thanked the Fiber Arts group for their presentation and recommended the Parks and Recreation Commission send a letter of thanks to the City Manager and staff for including them in the "Reagan Library" event. Chairman Corzine recommended Commissioner Hall draft a letter for the Commission's signature. B. Commissioner Thompson, on behalf of AYSO, expressed appreciation for the City's Halloween Party and Trick or Treat Village, complimented Shelly Shellabarger, Recreation Supervisor, on the organization and presentation of the Halloween event, expressed appreciation for the installation of the soccer goals at Campus Canyon Park, and thanked the Fiber Arts group for their presentation. C. Commissioner Volke thanked the ladies for the Fiber Arts presentation made this evening. D. Chairman Corzine congratulated Shelly Shellabarger, Recreation Supervisor, and Michele White, Recreation Coordinator, on the successful Halloween event, thanked the City for the opportunity to attend the Reagan Library opening, thanked the ladies for their Fiber Arts presentation, and encouraged the Commission to attend the City's December 7 Christmas party. E. Commissioner Stratton thanked the City for the opportunity to attend the Reagan Library event, and stated she and her son enjoyed attending. 11. FUTURE AGENDA ITEMS: For the December 9, 1991, Meeting, the following items were requested: A. Consider the City logo contest entries. B. Receive a status report on attendance to the annual C.P.R.S.
