HomeMy WebLinkAboutMIN 1985 0327 PR ADJMoorpark, California March 27, 1985 The adjourned regular meeting of the Parks & Recreation Commission of the City of Moorpark, California, was held in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER The meeting was called to order at 6:04 p.m., the honorable Chairman Danny Rasey presiding. 2. PLEDGE OF ALLEGIANCE The pledge of allegiance was led by Chairman Rasey. 3. OATH OF OFFICE Doris D. Bankus, City Clerk, administered the Oath of Office to Cheryl Zemont, a new Commissioner. 4. ROLL CALL PRESENT: Commissioners Carroll Roe, Margaret Sabine, Randall Wormsbecher, Cheryl Zemont and Chairman Danny Rasey; ABSENT: None. OTHER CITY OFFICIALS AND EMPLOYEES PRESENT: City Manager, Steven Kueny City Clerk, Doris D. Bankus Deputy City Clerk, Mary Jo Rasey 5. APPROVAL OF MINUTES It was moved by Commissioner Sabine, seconded by Commissioner Roe, and unanimously passed to approve the minutes of July 10, 1984, as corrected. It was moved by Commissioner Wormsbecher, seconded by Commissioner Sabine and unanimously passed to approve the minutes of March 13, 1985, as written. 6. COMMENTS FROM THE PUBLIC There were no comments from the public. -1- 7. BUSINESS ITEMS 7A. Recreation Program Activities & Staffing - It had been previously pointed out that other communities in the area use the School District's adult education programs for most of the adult classes held by the Parks and Recreation districts. City Manager, Steven Kueny, reported that he had been to the School District concerning this and found that their program consists of only one "Mommy and Me" type class. Commissioner Sabine asked if there had been any discussion regarding the use of classrooms for Parks & Recreation classes. Mr. Kueny stated that he had not mentioned it but could at a later date. The Recreation program presented by the Recreation Committee was discussed, but no action taken on it due to the need to hire staff. It was the consensus of the Commission that a recommendation be given to Council to hire an experienced Recreation Coordinator full time for Recreational programming and parks. The estimated cost of this coordinator would be up to $30,000 and additional funds for recreation program above $5,000 would be reviewed at the budget hearing. Chairman Rasey stated that in preparing the recreation program he found that most programs working on a split with the instructors were split 65/35 instead of the 70/30 that the City was now using. It was moved by Commissioner Wormsbecher that in the second round of recreation classes, the City go with a 65/35 split, which motion was seconded by Commissioner Roe and passed by the following roll call vote: AYES: Commissioners Wormsbecher, Roe, Sabine, Zemont and Chairman Rasey; NOES: None; ABSENT: None. After discussion, it was the consensus of the Commission that a recommendation be made to the City Council that one week night be blacked out on the Community Center calendar for use by the City Council and Planning Commission for their meetings, in order to leave the Center open for recreational use on other nights. 7B. Review of Agenda Items for Joint Meeting - The items for the Joint Meeting immediately following, were discussed and commission standings determined. -2- 10. ADJOURNMENT There being no further time to spend on Commission business before commencement of the joint meeting with City Council, it was moved by Commissioner Wormsbecher that the meeting be adjourned to attend the joint meeting following at 7:30 p.m., which motion was seconded by Commissioner Zemont and passed by the following roll call vote; AYES: Commissioners Wormsbecher, Zemont, Roe, Sabine and Chairman Rasey; NOES: None; ABSENT: None. The meeting was adjourned to the joint Parks & Recreation Commission /City Council meeting, the time being 7:15 p.m. APPROVED: -3- Respectfully submitted l
