HomeMy WebLinkAboutMIN 1986 0521 PR REGThe regular meeting of the Parks and Recreation Commission of the City of Moorpark, California was held in the Community Center of said City May 21, 1986 at 799 Moorpark Avenue, Moorpark California. 1. CALL TO ORDER The meeting was called to order at 7:10 p.m. with Chairman Rasey presiding. 2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Sabine. 3. ROLL CALL PRESENT: Commissioners Carroll Roe, Margaret Sabine, Cheryl Zemont and Chairman Danny Rasey; ABSENT: Commissioner Mike Wilson. (Excused) OTHER CITY OFFICIALS OR EMPLOYEES PRESENT: Steven Kueny, City Manager Thomas P. Genovese, Administrative Assistant Scott D. Smith, Recreation Coordinator Rebecca J. Hoshida, Administrative Secretary 4. APPROVAL OF MINUTES Commissioner Zemont made a motion, seconded by Commission Roe to accept the minutes of March 19, 1986 as corrected. The motion passed unanimously with a 4 -0 vote. 5. COMMENTS FROM THE PUBLIC There were no comments from the public. 6. BUSINESS ITEMS A. Open Space, Conservation and Recreation Element Frank Wein of Michael Brandman Associates gave an introduction of the Element, requesting comments from the commission. There was discussion regarding a green belt area between Moorpark and Simi Valley and discussion of policies_ Commissioner Zemont moved to recommend approval of the OSCAR Element, with our comments carried to the Planning Commission and City Council. The motion was seconded by Commissioner Roe which passed with a 4 -0 vote, with Commissioner Wilson being absent. The Commission did express the following concerns /ideas: View sheds - It was recommended that any view sheds or vista points should only be considered such if the City may maintain, control and provide access to such points. Further the said viewsheds /vistas would best be designated as open space areas therefore preserving the areas indefinitely. Minutes May 21, 1986 page 2 Greenbelt Area - It was recommended by the Commission that a possible greenbelt area between Simi Valley and Moorpark be explored. This area should extend from the current Tierra Rejada Greenbelt area north to the open space area adjacent to Happy Camp Canyon Park. Hillside Conservation and Gradine Restrictions The Commission also stressed the importance and urgency of the development of the hillside conservation, preservation and management program that functions to discourage ridgeline development and /or grading into current hillsides and slopes. Further the commission recommends the development of the necessary ordinance at the earliest possible date. Data consistency - In review of the Open Space Conservation and Recreation Elements the Commission noted several inconsistencies between this document and the parks Master Plan. It was requested by the Commission that these minor inconsistencies /changes be corrected before final document adoption. Commission Zemont Recommended to the Planning Commission and the City Council.to encourage a Hillside Conservation, Preservation and Management Program that functions to discourage ridgeline development and /or alterations. Also for the ordinance to be developed at the earliest possible date. The motion was seconded by Chairman Rasey which passed with a 4 -0 vote, with Commissioner Wilson being absent. RECESS Chairman Rasey call for a recess the time being 8 p.m. The Commission reconvened at 8:10 with all Commissioners present, with Commissioner Wilson being absent. RECESS B. Budget After discussion between staff and the Commission,the consensus of the Commission was to have the Budget Committee go over the figures and make a recommendation to the Commission for further consideration. C. Community Park Request for Proposal The Administrative Assistant gave an introduction to this item and after discussion Commissioner Zemont moved, seconded by Commissioner Roe to accept the request for proposal which should include the following: I. multi -use basketball /volleyball court 2. explanation of Edison area 3. jogging trail to accomodate a 5K run 4. coordinate High School facilities 5. consider use of water, possible lake 6. possible artificial turf area, requested by National Field Hockey Assoc. 7. paved surface for walk way at edge of hillside The motion passed with a 4 -0 vote with Commissioner Wilson being absent. Community Center Rules & Regulations The Administrative Assistant introduced this item and after discussion Commissioner Sabine moved, seconded by Commission Zemont to accept the Community Center Rules & Regulations as corrected. With staff to check the room capacity for room A. The motion passed with a 4 -0 vote with Commission Wilson being absent. E. Glenwood park The Recreation Coordinator presented the staff report and gave the capacity amounts and age range for the Big Toys attached to staff report. After discussion Chairman Rasey recommended this item return to Committee for their recommendations. Some Suggestions. given to the committee were: 1) a spiral slide, 2) teeter totter, 3) preformed animals. 7. STAFF UPDATE Lincoln Properties The Administrative Assistant reviewed the site plan stating the developer had included all items the Commission had requested. After discussion the consensus of the Commission wasto relocate the fence at the tot lot moving the fence to the inside of the picnic table and placing the BBQ on the other side of the table. The purpose for the change is to protect children from the BBQ area. Glenwood Park Sign The Administrative Assistant recommended the Commission deny approval of the sign as installed. After discussion the consensus of the Commission was not to approve the sign or the installation of said sign. Further, acceptance of the said sign would require a minimum of two (2) changes. First, that portion of the sign that is currently painted brown (background of lettering) would be required to have brass treatment to eliminate the need for paint. Second, said sign would have to be installed properly, with a vandal -proof and secure attachment source. May Youth Dance The Recreation Coordinator reported the May Youth Dance went well, with no problems although attendance was way down. They did have 12 chaperons from the Homeowners Association in Varsity Park. Parks & Recreation Commission Minutes May 21, 1986 page 4 8. COMMISSION COMMENTS Commissioner Zemont - When will the Commission hear the Naming of the Parks issue again? Staff informed the Commissioner it will be on the agenda when all S commissioners are present. Commissioner Sabine - Complimentedthe Recreation Coordinator on a good job on the Summer Brochure. 9.
