The adjourned regular meeting of the Parks and Recreation
Commission of the City of Moorpark, was held December 9, 1986
at Campus Park in the City of Moorpark.
1. CALL TO ORDER
The meeting was called to order at 3:30 p.m., with the
Administrative Assistant presiding.
2. ROLL CALL
PRESENT: Commissioners Castro, Deas, Zemont and Chairman Baldwin;
ABSENT: Commissioner Rasey.
OTHER CITY OFFICIALS OR EMPLOYEES PRESENT:
Jerry W. Forde, Administrative Assistant
Scott D. Smith, Recreation Coordinator
Faye Beaver, Facilities Coordinator
Rebecca Hoshida, Administrative Secretary
3. REORGANIZATION OF THE COMMISSION
The Election held on December 31 1986 was declared invalid
due to the fact that a proxy vote is not valid.
By consensus of the Commission,reorganization of the Commission
was delayed until later in the meeting.
4. PUBLIC COMMENTS
There were no comments from the public.
5. BUSINESS ITEMS
A. Campus Park
Concerns discussed:
1. Different types of sand.
2. Upgrading of tot lot.
3. Relocation of existing play.
4. Condition of picnic tables.
5. Restroom roof.
6. Review of worn walkway in grass, possibilty
of asphalt walkway.
7. Fountain location.

With the consensus of the Commission, the meeting was
adjourned to Glenwood Park, time being 4:00 p.m.
The Commission reconvened at Glenwood Park, time being
4:15 p.m.,with all Commissioners present, Commissioner
Rasey absent.
Dick Eisbelem of Griffin Homes joined the Commission and
reviewed the previous problems and the solutions.
With the consensus of the Commission, the meeting was
adjourned to City Hall. The Commission reconvened
at City Hall, time being 4:45 p.m.
Discussion of Glenwood acceptance continued.
Commissioner Zemont made a motion, seconded by Chairman Baldwin,
to accept staff recommendation to accept the maintenance
responsibilities for Glenwood Park and Tierra Rejada Street Trees.
Reject acceptance of maintenance responsibilities for all areas
within AD -84 -1 of Griffin Tract 2851. Said motion carried
unanimously with a 4 -0 vote.
C. Moorpark College
The Administrative Assistant reviewed
December 5, 1986. Moorpark College is
waived for use January 26, 1987 for 6
class. Staff recommended that all
the direct cost of $7.00 per hour for
to custodial services.

Delores McLaughlin, Community Services specialist at
Moorpark College addressed the Commission speaking in
favor of the request.
After discussion,Commissioner Castro made a motion, seconded
by Commissioner Deas, to accept staff recommendation of
waiver of fees except for the direct costs of $7.00 per hour.
Said motion carried unanimously 4 -0 vote.

The Commission requested the Upgrading of Play Equipment at
Campus Park be placed on the agenda for December 17, 1986.
6. COMMISSION COMMENTS
Commissioner Zemont - Requested maps of City Parks and copy of
work program.
Commissioner Castro - Requested minutes on acceptance of public
restroom as part of Parks Rules and Regulations.
Chairman Baldwin - Would the Commissioners be reimbursed if
using their private phone for park business. Staff replied
that the phones in City Hall could be used, but they would
not reimbursed.for home use under current policy.
Has the request for a joint meeting with Council been submitted
yet?
Were the recommendations to Council for Committees honored?
Staff repl' -Z- There was no decision made on the Tree Preservation

to the Senior Ad Hoc Con-aittee.
Commissioner Zemont left the meeting, time being 5:20 p.m.
Requested information on the Community Park, how much do we
own? When do we receive the balance?
Who owns Geisler field?
How are the Quimby funds allocated and how much is in the fund.
There being no further business,Commissioner Deas moved,
seconded by Commissioner Castro,to adjourn the meeting, the
time being 6:03 p.m.
