of the City of Moorpark, California was held at North
Meadows Park of said City, January 22, 1987
1. CALL TO ORDER
The meeting was called to order by Chairman Tom Baldwin,
time being 3:55 p.m.
2. ROLL CALL
PRESENT: Commissioners Charmane Deas, Pam Castro,
Danny Rasey, Cheryl Zemont,and Chairman Tom Baldwin.
ABSENT: None
OTHER CITY OFFICIALS AND EMPLOYEES
Jerry W. Forde, Director of Community Services
Scott D. Smith, Recreation Coordinator
Faye Beaver, Facilities Coordinator
In addition, representatives from Urban West Communites,
Hydro West and Presburger and Associates were in attendance.
3. PUBLIC COMMENT - None
4. BUSINESS ITEMS
A. Walk Through - North Meadows Park
Jerry Forde, Director of Community Services, briefly gave an
overview of the purpose of the walk through.
Prior to the start of the actual walk through, the following
items were discussed:
Commissioner Rasey wanted to know locations of utility stub in.
Urban West officials indicated stub in for water and electricity
were at the northside of the park off of Mountain Trails Dr.
There was no stub in for sewage. Discussion continued on
whether this was a Quimby requirement. It was the consensus
of the Commission to place this item on the agenda for February 9,
for further consideration.
Chairman Baldwin inquired about the Maintenance Agreement.
The Director indicated that he was presently working on the
agreement.
The design of the Park Monument sign was discussed. Chairman
Baldwin noted that he felt that City of Moorpark should appear
on the sign. Consensus of the Commission was to include the
name, City of Moorpark in the design for review at a future
meeting.

Chairman Baldwin noted that there was an extra parking space
in the southeast parking space area and that it was narrower
than the others. He requested that it be checked to make sure
it was up to code.
Commissioners began walk through of the Park.
Commissioner Rasey inquired why security lights were not
grouted at the base. Developer indicated they would attend to
all security lights by adding dry pack.
Commissioners inquired if grass area had been treated with herbac,ide
Hydro West indicated grass was still too young and was
scheduled for Herbacide treatment in 2 -3 weeks.
The Commission discussed the following concerns:
-the drinking fountains should be checked to see that they
are working properly because the park water was not currently
turned on. Staff indicated that it would be checked during
irrigation coverage meeting scheduled with Hydro West.
- standing water on park benches, requested that staff check
heads on sprinkler system to see if they need changing in
order to correct problem.
-the City should be issued any special tools necessary for
park maintenance. Example was special screws used to mount a
drain covering near drinking fountain.
- drinking fountains were mounted loosley and the Commission
requested thEy be secured.
The Recreation Coordinator discussed concerns regarding
surface resilant area of play equipment in Tot Lot. Discussion
covered moving equipment in order to meet necessary standards.
Staff will meet with Hydro West. Urban West and representative
of play equipment company in order to ascertain proper location
of equipment. Commissioner Zemont stated that if it was necessary
to remove any equipment that it should be brought back to
Commission first.
The Commission discussed the following concerns:
-the best way to enclose water control boxes and meters.
After discussing several options, it was felt that fencing
in boxes and meters with extra fence would be best alternative.
- adding walkway from present sidewalk to picnic table area
with handicap table. Reguested that Hydro West give then
a cost estimate for the walk and place item on agenda of
future meeting to discuss possible funding sources.

-what type of gate would be installed at the opening of the
joint parking lots of the park and elementary school and
if there would be a gate near the ball diamond for entry
from the school.
-there were two volleyballpoles missing top eyelets.
Additionally, Hydro West indicated that coverings for the
volleyball pole sleeves had been ordered and that they
would be installed when received and repair of concrete
around poles would be done at that time.
The list of concerns was reviewed by the Chairman, and Commissioner
Deas moved to adjourn, seconded by Commissioner Castro, the time
being 5:13 p.m. and said motion carried unanimously.
