The regular meeting of the Parks and Recreation Commission
of the City of Moorpark, was held in the Community Center
of said City February 9, 1987, at 799 Moorpark Avenue,
Moorpark, California.
1. CALL TO ORDER
The meeting was called to order at 7:15 p.m., with Chairman
Baldwin presiding.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Commissioner Zemont.
3. ROLL CALL
PRESENT: Commissioners :Pam Castro, Charmane Deas, Cheryl Zemont,
and Chairman Tom Baldwin;
ABSENT: None, with one vacancy.
OTHER CITY OFFICIALS OR EMPLOYEES

Jerry W. Forde, Director of Community Services
Chairman Baldwin explained the Agenda for this meeting was not
posted the required 72 hours in advance and requested clarification
from the City Manager.
The City Manager explained that the Brown Act requires the Agenda
be posted 72 hours in advance of a meeting. He stated that after
conferring with the City Attorney, was advised the meeting could
be conducted but no action could be taken.
4. APPROVAL OF MINUTES
All minutes submitted for approval will be carried over until
the next regular scheduled meeting.
5. PUBLIC COMMENTS
None at this time.
6. BUSINESS ITEMS
A. Community Park - Acre Site vs. Alternate Site
The City Manager reviewed the staff report and gave an overview
of the history of the park site.

At this time, Chairman Baldwin invited public comment regarding
the Community Park site.
Staff submitted two written statements received at City Hall from
Gerry Spencer 790 Poindexter Avenue, Moorpark, and Anton Beck,
4497 CedarglenCourt, Moorpark, CA, regarding the Community Park.
Those addressing the Commission were as follows:
Tom Thompson, 12623 Hillside Drive, Moorpark, his main concerns
were:
- access roads; this site can serve the community as a whole;
the High School needs the use of the fields the community
park would provide; recommended the Commission negotiate
with the school district for use of the lower fields at
the present High School location; recommended keeping
the 69 acres as planned.
Dan Rasey, 4833 Mira Sol Drive, Moorpark
- Spoke regarding the Edison Easement, staff was to check
with Edison regarding use for the pacement of bridge.
Also, there was suppose to be a bicycle path coming from
the Peach Hill area.
John Lane, 12531 Crystal Ranch Road, Moorpark
Spoke in favor of the current proposed site for
the Community Park, stating the community park
is for the entire community, not just Mountain
Meadows families.
Patti Smith, 12686 Countrymeadow, Moorpark
Spoke in favor of the current proposed site for the
Community Park. Would like to see the Ctiy move
ahead to develop the park.
Mabyn Morgan, 4486 Sunsetmeadow Court, Moorpark
Spoke in favor of the current proposed site for the
Community park. Also, would like to know the location of
the alternate site.
Commissioner Zemont replied, the Carlsberg property
located at Moorpark Road and Highway 118, has been the
only location mentioned as a possible site.
Ms. Morgan stated she sees the current proposed site as
a protected area from traffic and transients.

Gregory Barker, 12453 Hillside Drive, Moorpark
Mr. Barker addressed the Commission speaking in favor
of the community park pointing out that as a Homeowner
he feels we need the community park; as a teacher, he has
seen parks adjacent to schools act as buffers to the
community; as Coach, sports fields are at a premium and
the community park would provide additional fields for
sports use. Also, he knows people in the community
would be willing to work with the City and School District
to provide amenities for both the park and school.
Aaron Sloan, 4491 Cedarglen Court, Moorpark
Addressed the Commission and spoke in favor of the
Community Park site pointing out the joint use with
the High School was a big issue. Also described
the preparation started for this park, why start
over for another park site. Also, would like
City Council agendas for the community board at
the High School,so more students could be informed
about local issues.
Joy M. Vincioni, 4485 Forestglen Court, Moorpark
Addressed the Commission and spoke in favor of the
Community park stie. Speaking as a Mon, she was
disappointed when notified that the park might be
relocated. The present park site was a major con-
sideration in her decision to purchase her home on
Forestglen.

The Chairman declared a recess, the time being 8:15 p.m.
The Commission reconvened with Commissioner Castro absent,
the time being 8:30 p.m.
Kermit Heid, 4367 Countrymeadow, Moorpark, President of Willow
Homes Homeowners Association.
Addressed the Commission and spoke in favor of the
proposed Community Park site. He sees the present
site as serving the entire community of Moorpark.
Steve Sill, 12419 Willow Forest Drive, Moorpark
Addressed the Commission and spoke in favor of the
proposed co-nniunity park site.

Janet Anderson, 4488 Skyglen Court, Moorpark
Addressed the Commission and spoke in favor of the
current Community Park site.
Tom Duffy, Moorpark High School, 30 Flory Avneue, Moorpark
Addressed the Commission regarding the current
Community Park stie. The school district has always
felt that the park would be next to the High School,
and planning was completed with the joint use in mind.
Tom Zanic, Urban West Communities
Address the Commission regarding the North Meadows
Walk -thru. There was discussion of the maintenance
agreement the time table.
Commissioner Castro returned to the dias, the time being 10:10 p.m.
Conclusions regarding North Meadow Park -the Commission delegated
to staff the responsible to follow up on the punch list and its
physical aspect and maintenance agreement, to be back on the
agenda for February 23, 1987.
There being no further public comments to come before the Commission,
Commissioner Castro moved, seconded by Commissioner Deas, to
adjourn the meeting to February 12, 1987, with all business items
being carried over. The time being approximately 11:00 p.m.
