Moorpark, California, was held in the Community Center of said City
April 6, 1987, at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER
The meeting was called to order at 7:10 p.m., with Chairman Baldwin
presiding.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Commissioner Rasey.
3. ROLL CALL
PRESENT: Commissioners Pam Castro, Danny Rasey, Cheryl Zemont and
Chairman Tom Baldwin;
ABSENT: Commissioner Charmane Deas - excused.
OTHER CITY OFFICIALS AND EMPLOYEES PRESENT:
Steve Kueny, City Manager
Jerry Forde, Director of Community Services
Thomas Genovese, Director of Administrative Services
Scott Smith, Recreation Coordinator

4. PEACH HILL PARK IMPROVEMENTS
Chairman Baldwin reviewed the staff report dated April 1, 1987. The
City Council is requesting that the Parks & Recreation Commission
review the scope of the project and reduce the project cost by a
minimum of $100,000.
Commissioner Castro read the attached statement from Commissioner Deas.
The Director reviewed Attachment C of the staff report which provided a
list of revisions recommended by staff.
There was discussion between the Commission, staff and Rubin Flores,
President of Valleycrest Landscaping, the lowest bidder for the
project.
After discussion, the Commission would consider the following items as
deletions from the project:
* The north ball field
* The concession part of Restroom building.
* 4 - bat racks.
* 6 - bases.
* backstops reduced by 1,600
* 1 - monument sign.
* 1 - drinking fountain.
* 2 - benches.
* Chainlink fence and gate.
* 1 - wood overhead at sand play area.
* 2 - slumpstone planters.
* 1 set soccer goals.

Chairman Baldwin declared at recess, the time being 9:00 p.m.
The Commission reconvened at 9:10 p.m, with all Commissioners present.
Commissioner Deas being absent.
After discussion, the consensus of the Commission was to return to the
next regularly scheduled meeting with figures for security lighting
deletions, and recommendations from the Sheriff's Department.

The Commission reconvened at 11:10 p.m., with all Commissioners
present. Commissioner Deas being absent.
5. CITY MANAGER'S STATUS REPORT CONCERNING POTENTIAL USES OF THE
CURRENT HIGH SCHOOL SITE FOR A DOWNTOWN PARK
By consensus of the Commission, this item was continued to April 16,
1987.
6. FUTURE AGENDA ITEMS
Chairman Baldwin requested that the Installation of Restrooms at North
Meadows Park be placed on the next agenda. Staff is to provide a
feasibility study.
Dan Schmidt of the Moorpark Mirror addressed the Commission regarding
the Peach Hill Park revisions. He suggested the Commission consider
the deletions the Contractor would suggest, he might have a better
plan.
7. ADJOURNMENT
There being no further business to come before the Commission,
Commissioner Castro moved, seconded by Commissioner Zemont to adjourn
the meeting. Motion carried by a 3 -1 vote.

Statement from Commissioner Charmane Deas regarding Peach Hill Park April 6, 1987
Please read this paper in its entirety into the Ininute_�
of the meeting since it includes definitive information.
First I would like to extend my apologies for not bt'irtg
present at this very important meeting, however my laugh er
has been :seriously injured in an auto accident and I gnusc
attend to her needs concerning transport to medical appoinuii►enc. >> .
By the end of April I should have a rcalively larger aiuourtt
of time available for commission business and be able to
attend meetings as usual.
Since I understand that the mandate of the council
requires that we pare the Peach Hill Park budget, I have
prepared a paper, not for the press but rather in as effort
to make suggestions to the commission, suggestions that i
would Ii-take in person if I were able to be there.
Included is a list of some alternative suggestions
concerning line item expenditures in the planned development.
It would appear that it might be well worthwhile if the
commission members precisely addressed most of the line- Itct< <s.
in review. Possibly the entire plan should be carefully
considered with each individual item more carefully evaluated
as to cost and supplier. A close reading of my alternative
suggestions will substantiate the need to consider other
suppliers of equipment. It could be advisable to have a
member of the comIilission participating in the decision. Ct�t "l`��; iii "i_�
the source of all equipment purchased for this and forfutur,�
projects.
It has been brought to my attention that the brick dust
proposed for the playing fields may, definitely, is riot ti-.e,
preferred surface, in even the professior►al sports area. In
fact that particular material is now being removed from Dodger
Stadium, according to the head groundskeeper for Dodder
Stadium, Bob Smith.
According to Mr. Smith (Bob) and one of the groundskec_ per
at Camarillo Parks and Rrecreation the surface during the
sunuiter hardens to a brick surface due to the w:- tter.ing and
dragging. Tht.� ;curt bakes the watered m:Ater ial to that wiiicl-,
is to be expected - -- brick.
The surface is too hard for the little leagues, the
material_ being powdery in consistency, h)iows profusely irl any
wired at all, making replacement an additional cost burden.
Maintenance is expensive and time consuitiing requiring
3 men about 3 hours For two fields, care is needed before
games and after games with, the 3 hour :session in both tulle
frames. I heartily recommend that we find an alternate. �urfac`

more suitable to the young players and safer for the older
adults.
Much as I would like to have a lighted park,nearby for
my young son, I believe that it is not economically advisanit�
to attempt to plan lighting for two ci�.y parks, wasting
of it on a park that can never really become= more, than
neighborhood park, due to the lack of pLrking facilities and
reasonable area.
Measure F allows 250 homes a year to be built in the city
Moorpark. Thus we can reasonably expect only about 250',000
to 300, 000 dollars a year for Quimby fees. At that, ariiount
there will be little that we can do in the way of developing
large lighted parks. Since this cutback in funding is readily
foreseeable by all, we must be cautious and frugal in spending
those funds already in our possession. At the tirrne- Peach iiill
Park was conceived in its full glory there w._ts no threat of
an end to the Quimby fee funds. `1.'hat end is now loorr►in j oi-,
the horizon and if we fail to include the results in our park
planning we will indeed have created a town that is park: pruuu
but purse poor. There is no woral right in establishing and
developing our parks in one or two narrow geographical area—.,.
It is entirely understandable that those in the central
community feel neglected For by using <a11 the peach hill inc:nic ,
in that narrow area we turn our back on the needs and right:
of the citisens in the central area of the city.
Please read very carefully the attached portion of my
report, arid note that there are items that may be moditir� +:t
or entirely eliminated.
The bleacher cost indicated on the estirtiate list is 3GO0
dollars; there are lovely bleachers to be bought nearby and
their 3 row by 15 graffiti resistant bleachers cost uL�pro:z
1437 apiece, while those in the bid are quoted at $2304.
The commission might be well advised to do some compari.icri
shopping and precisely indicate the source and type of equipruent
to be used in the park. I would like to advise careful perusal
of catalogs that can be provided by Miracle Recreation
Outdoor Creations, Lind Caine tiwtt .
