Moorpark, California September 11, 1989
The regular meeting of the Parks and Recreation Commission of the City
of Moorpark was held on Monday, September 11, 1989, in the Council
Chambers of the City Hall of said City, located at 799 Moorpark Avenue,
Moorpark, California.
1. CALL TO ORDER:
The Meeting was called to order at 7:00 p.m. by Chairman Nainoa.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Commissioner Godinez.
3. ROLL CALL:
Present: Commissioners Lynn Crockatt, Teresa Godinez, Teresa
Radich and Chairman Sam Nainoa.
Staff Present:
Philip Newhouse, Director of Community Services.
4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS:
None.
5. REORDERING OF, AND ADDITIONS 10,_THE AGENDA:
None.
6. PUBLIC COMMENTS:
None.
7. CONSENT CALENDAR:
A. Approval of Minutes of Parks and Recreation Commission
Meeting of August 14, 1989. Staff Recommendation: Approve
as presented.
MOTION: Commissioner Crockatt moved and Commissioner Godinez seconded
a motion to approve the Minutes of the August 14, 1989, Parks and
Recreation Commission meeting as presented. Unanimously approved.
8. PUBLIC HEARINGS:
None.

9. DISCUSSION /ACTION ITEMS:
A. Discuss and Review Existing Restrooms in City Parks. Staff
Recommendation: Direct Staff as Deemed Appropriate.
MOTION: Commissioner Crockatt moved and Chairman Nainoa seconded a
motion to defer discussion of Item 9.A. to the October 9, 1989, Parks
and Recreation Commission meeting. Unanimously approved.
B. Discuss and Review Existing Rules and Regulations for Rental
of Moorpark Community Center. Staff Recommendation: Approve
Rules and Regulations as Revised.
MOTION: The Parks & Recreation Commission unanimously approved
deferring Item 9.B. to the October 9, 1989, Parks and Recreation
Commission meeting.
Commissioner Crockatt also requested the following
information for the October 91 1989, meeting:
1. Legal opinion of City contracting with security company
to provide security at all rentals of City facilities.
2. Liability Insurance: Would Joint Powers Association
provide insurance for one -time special event rentals?
3. Can City provide list of security companies which would
be acceptable for hiring for rental of City facilities?
10. COMMENTS FROM COMMISSIONERS:
A. Commissioner Radich asked about the Booth for Country Days.
B. Commissioner Crockatt asked about the status of the Star Club
Building and requested discussion of the building be placed
on the next agenda.
C. Chairman Nainoa asked about the status of La Colonia Park and
Monte Vista Nature Park.
11. FUTURE AGENDA ITEMS:
For the October 9, 1989, meeting, the following items were
requested:
A. Griffin Park Master Plan;
B. Edison property adjacent to Arroyo Vista Community Park for
Private Business; and
C. Star Club Building.

12. ADJOURNMENT:
MOTION: Commissioner Crockatt moved and Commissioner Radich seconded a
motion for adjournment at 8:55 p.m.
