Moorpark, California November 13, 1989
The regular meeting of the Parks and Recreation Commission of the City
of Moorpark was held on Monday, November 13, 1989, in the Council
Chambers of the City Hall of said City, located at 799 Moorpark Avenue,
Moorpark, California.
1. CALL TO ORDER:
The Meeting was called to order at 7:09 p.m. by Chairman Nainoa.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Commissioner Radich.
3. ROLL CALL:
Present:
Commissioners Lynn Crockatt, Teresa Godinez, Teresa Radich and
Chairman Sam Nainoa.
Staff Present:
Philip Newhouse, Director of Community Services.
Others Present: Patricia Arambula.
A. Introduction, welcoming and swea_r_iM__in of new Commission
member, Ronald W. Corzine.
Philip Newhouse introduced and welcomed Ronald W. Corzine,
the newly appointed Parks & Recreation Commission member.
Mr. Newhouse administered the Oath of Office to Ronald W.
Corzine, and he joined the Commission on the dais.
Commissioner Corzine's term will expire 11/90.
4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS:
None.
5. REORDERING OF, AND ADDITIONS T0, THE AGENDA:

6. PUBLIC COMMENTS:

7. CONSENT CALENDAR:
November 13, 1989
A. Approval of the October 9, 1989 Parks and Recreation
Commission Meeting Minutes. Staff Recommendation: Approve
as presented.
MOTION: Vice Chairman Crockatt moved and Commissioner Radich seconded
a motion to approve the Minutes of the October 9, 1989, Parks and
Recreation Commission meeting as presented. Unanimously approved.
8. PUBLIC HEARINGS:
None.
9. DISCUSSION /ACTION ITEMS:
A. Discuss and Review Existing Restrooms i_n__City Parks.
MOTION: Vice Chairman Crockatt moved and Commissioner Godinez seconded
a motion to amend the Parks Master Plan language regarding neighborhood
parks to change the word "should" to "shall" and add restrooms to the
amenities. Unanimously approved.
B. Discuss and Review Exi sti ncL_ Rules__ and ___Requl ati ons for Rental
of Moorpark Community Center.
Vice Chairman Crockatt requested staff to research how other
local agencies provide security for private functions and
also to contact C.P.R.S. to see if they have any reference
material regarding security for rental of public facilities.
MOTION: Vice Chairman Crockatt moved and Chairman Nainoa seconded a
motion to defer this item to the December 11, 1989, Parks and
Recreation Commission meeting.
C. Reconsider the Griffin Park Master Plan of Development.
MOTION: Vice Chairman Crockatt moved and Commissioner Radich seconded
a motion to forward the Master Plan for Griffin Park which was approved
on October 9, 1989. Unanimously approved.
D. Discuss the Star Club Building.
No action was taken.
10. COMMENTS FROM COMMISSIONERS:
Vice Chairman Crockatt:
A. Welcomed Ronald W. Corzine to the Commission;
B. Thanked Chairman Nainoa for a job well done;

C. Thanked Ross Blackmer for an excellent Winter Brochure;
D. Thanked staff for seeing that George Mahoney was given a
certificate of recognition for work done at Monte Vista
Nature Park;
Commissioner Teresa Radich:
Congratulated Chairman Nainoa on his election to the Moorpark
Unified School Board and welcomed Ronald Corzine to the Commission.
Commissioner Ronald W. Corzine:
Stated he was excited about his appointment to the Commission and
is looking forward to working with the Commission in providing
parks and recreation programs and activities. He also thanked the
responsible person (Ross Blackmer) for an outstanding Winter
Brochure.
Commissioner Teresa Godinez:
Welcomed Ronald W. Corzine to the Commission and stated she is
looking forward to working with him.
Chairman Nainoa:
A. Read his letter of resignation;
B. Thanked the Commission for the opportunity to work with them;
C. Thanked staff for their support;
D. Thanked Debra Broussalian for a great job in providing
requested materials needed by the Commission.
11. FUTURE AGENDA ITEMS:
A.
Commissioner Radich
requested discussion of public arts in
the parks;
B.
Commissioner Godinez
stated Vickie McGowan asked her if
the
City would purchase a projector and screen so she could
show
movies to children.
C.
Commissioner Godinez
also stated Vickie McGowan asked if
the
City would do something
for Cinco de Mayo in May of 1990.
D.
Staff commented that
Vice Chairman Crockatt would chair
the
next meeting to be
held on December 11, 1989. Also,
the
Commission will be
reorganizing at their January, 1990,
meeting to select a new
Chairman and /or Vice Chairman.

MOTION: A motion for adjournment was unanimously approved at 8:47 p.m.
