HomeMy WebLinkAboutMIN 1990 0312 PR SPCMINUTES OF THE PARKS AND RECREATION COMMISSION SPECIAL MEETING Moorpark, California March 12, 1990 A Special Meeting of the Parks and Recreation Commission of the City of Moorpark was held on Monday, March 12, 1990, in the Council Chambers of the City Hall of said City, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: The Special Meeting was called to order at 6:07 p.m. by Chairman Crockatt. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Commissioner Corzine. 3. ROLL CALL: Present: Commissioners Ronald W. Corzine, Teresa Godinez, Teresa Radich, John Torres and Chairman Lynn Crockatt. Staff Present: Philip Newhouse, Director of Community Services and Debra Broussalian, Administrative Secretary. 4. DISCUSSION /ACTION ITEMS: A. FY 1990/91 Parks and Recreation Budgets 1. Discussion of the medians at Poindexter: Staff reported the medians for discussion were at "Princeton" not "Poindexter" as stated on the agenda. Due to this error, the Commission could continue discussion of this item, but no formal action could be taken by the Commission at this time. Staff further reported the Commission may want to budget monies for landscaping in this area since presently no landscaping plan has been developed or fees budgeted. The Commission discussed the feasibility of developing a landscape plan and budget now versus waiting until after CalTrans had begun the actual 118 construction. BY COMMISSION CONSENSUS, it was agreed discussion of this item would be continued at the April 17, 1990, Parks and Recreation Commission meeting. Additionally, staff was directed to announce to the public, through the local newspapers, that public comments would be welcomed at the April 17 meeting regarding landscaping of medians in the Princeton MINUTE3.12 /PRAGENDA Minutes of the Special Parks & Recreation Commission Meeting 2 March 12, 1990 (Campus) area. The newspaper announcements should be published one and two weeks prior to the April 17 meeting. 2. Di scussi on of Speci al__ Events _Budget. Chairman Crockatt recommended asking for a separate budget amount of $50,000 to be administered by the Parks & Recreation Commission to cover special events and other related recreational budget needs in the 1990/91 budget. If this request was approved by City Council, it would streamline the process for execution of previously approved and budgeted recreation programs and activities. BY COMMISSION CONSENSUS, a subcommittee of Chairman Crockatt and Commissioner Corzine was formed to meet with staff to develop a format for establishing a separate Parks & Recreation account for the amount of $50,000. The subcommittee further agreed to meet with staff on Tuesday, March 27, at 5:30 p.m. In conclusion, staff reviewed last year's budgets for Landscaping & Lighting, Recreation Programs & Activities and Park Improvements with the Commission. 5. ADJOURNMENT: At 7:29 p.m., Commissioner Radich moved and Commissioner Torres seconded a motion for adjournment to the regularly scheduled Parks & Recreation Commission meeting of March 125 1990, at 7:30 p.m. Unanimously approved.
