Moorpark, California March 12, 1990
The regular meeting of the Parks and Recreation Commission of the City
of Moorpark was held on Monday, March 12, 1990, in the Council Chambers
of the City Hall of said City, located at 799 Moorpark Avenue,
Moorpark, California.
1. CALL TO ORDER:
The Meeting was called to order at 7:43 p.m. by Chairman Crockatt.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was waived as it was led by Commissioner
Corzine during the Special Meeting held previously.
3. ROLL CALL:
Roll Call was waived as it was earlier called during the Special
meeting held previously. However, all Commissioners were present.
4. PROCLAMATIONS COMMENDATIONS AND SPECIAL _PRESENTATIONS:
None.
5. REORDERING OF AND ADDITIONS_TO,.THE AGENDA:
None.
6. PUBLIC COMMENTS:
None.
7. CONSENT CALENDAR:
A. Approval of the February_12 z 1990,__Minutes of the Parks and
Recreation Commission Meeting. Staff Recommendation:
Approve as presented.
MOTION: Commissioner Torres moved and Commissioner Godinez seconded a
motion to approve the Minutes of the March 12, 1990, Parks and
Recreation Commission as presented. Unanimously approved.
B. Receive Letter from _Jeanne Greenough__Baile . Staff
Recommendation: Informational only -- receive letter and
file.
The letter was received by the Commission and directed -to be
filed. Additionally, Chairman Crockatt requested staff to

forward a copy of the letter to Vickie McGowan of the
Moorpark Youth Activities Committee.
8. PUBLIC HEARINGS:
None.
9. DISCUSSION /ACTION ITEMS:
A. Consider Report from Subcommittee on Cinco De Mayo Special
Event. Staff Recommendation: _ Direct staff as deemed
appropriate.
Commissioners Godinez and Torres reported on the progress of
the Cinco De Mayo special event planning. Highlights of the
staff report were reviewed and additional information was
reported as follows:
o MYAC agreed to provide a children's program in the
afternoon of May 5. They offered to donate $300
towards the event if the City would match them with
$300. The event will be free of charge to all
children.
o Costs for the Joe Lozano Band would be $750 for
five hours instead of $600. David Cota has offered
to donate a band at no cost to play during
intermission of the Joe Lozano Band.
o Request $2,000 from the Special Events Fund to
cover costs of the event, which includes the band,
security guards, decorations and the matching $300
for the children's event.
o Ms. Perez of Moorpark College will be coordinating
the applicants for Cinco De Mayo queen.
o Pam Castro offered to go to Tijuana to buy
decorations.
o If 400 tickets can be sold at $5, the event should
be profitable to the City. Any profits would go
back into the Special Events fund.
o The Knights of Columbus will split the profits of
the alcohol sales with the City. The City's 50%
share will then go towards the purchase of a
college certificate.

o It was suggested the Cinco De Mayo queen could ride
in a car in the Country Days parade and July 3
event.
o The Cinco De Mayo Queen must be of Hispanic
background.
o Request a waiver of fees for use of the Community
Center (M -P Room, A Room & Kitchen), staff charges
including setup and cleanup, and one day alcohol
permit fee.
MOTION: Commissioner Godinez moved and Commissioner Torres seconded a
motion to request City Council to set aside $2,000.00 from the Special
Events fund for Cinco De Mayo festivities to include a children's
program by MYAC and a dance from 7:00 to 12:00 p.m. and to include a
waiver of fees for the rental of the Community Center rooms, kitchen,
setup /cleanup fees, staff charges and alcohol permit fees. Unanimously
approved.
10. COMMENTS FROM COMMISSIONERS:
A. Commissioner Torres reported MYAC needs help in chaperoning
the youth dances and requested the Commission's support.
B. Commissioner Radich asked about the flooding at Peach Hill
Park. Staff reported a recommendation to add surface drains
near the playground area at Peach Hill Park will be sent to
City Council at their March 21, 1990, meeting.
C. Commissioner Corzine reported he had received several
complaints related to wet turf areas at Griffin, Peach Hill
and Glenwood Parks. Staff reported he will bring this to the
landscape contractor's attention and will request him to cut
back on watering. In response to Commissioner Corzine's
concerns about vandalism at Campus Park, staff reported he
would address this subject in the Spring, 1990, Recreation
Brochure and request citizens help in reporting vandalism and
suspicious activities at the parks.
D. Commissioner Godinez stated her concerns regarding the
turnover of employment for the Recreation Supervisor
position. If this position needs more support from the City,
something should be done to correct this situation.
E. Chairman Crockatt recommended eliminating the electrical
lights at the Campus Park restrooms and installing roof
skylights.

11. FUTURE AGENDA ITEMS:

For the April 17, 1990, meeting, the following items were
requested:
A. Consider Golf Tournament between City Council /Planning
Commission /Parks & Recreation Commission and City Staff.
B. Status Report from Subcommittee regarding the Cinco De Mayo
Special Event.
C. Discussion of the Medians at Princeton.
12. ADJOURNMENT:
MOTION: At 8:50 p.m., Chairman Crockatt moved and Commissioner Godinez
seconded a motion for adjournment to March 27, 1990, at 7:00 p.m. to
discuss the FY 1990/91 Parks and Recreation Budgets.
