HomeMy WebLinkAboutMIN 1990 0327 PR SPCMINUTES OF THE PARKS AND RECREATION COMMISSION SPECIAL MEETING Moorpark, California March 27, 1990 A Special Meeting of the Parks and Recreation Commission of the City of Moorpark was held on Tuesday, March 27, 1990, in the Council Chambers of the City Hall of said City, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: The Meeting was called to order at 7:15 p.m. by Chairman Crockatt. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Commissioner Torres. 3. ROLL CALL: Present: Commissioners Ronald W. Corzine, Teresa Godinez, Teresa Radich, John Torres and Chairman Lynn Crockatt. Staff Present: Philip Newhouse, Director of Community Services and Debra Broussalian, Administrative Secretary. 4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS: None. 5. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 6. PUBLIC COMMENTS: None. 7. CONSENT CALENDAR: None. 8. PUBLIC HEARINGS: None. MINUTE3.27 /PRAGENDA Minutes of the Parks and Recreation Commission Special Meeting 9. DISCUSSION /ACTION ITEMS: March 27, 1990 Discussion of the FY 1990/91 Parks and Recreation. Budget: Staff Recommendation: Prepare a detailed budget report to be submitted to the City Council which outlines all areas of expenditures of funds being requested. Staff reviewed with Commission the Park Improvement Fund #05 Summary from 1983 to 1989 as prepared by the City's Accounting Department. Staff reported a proposed budget for 1990/91 needs to be submitted to the City Manager's office by April 30, 1990. Regarding Griffin Park, staff reported he met with Greg Griffin and gave him a list of the proposed improvements for that park. Griffin Homes has offered to move the monument sign to a location of the City's choice and to assist in further improvements for that park. The possibility of building restrooms at Griffin Park was also discussed. Chairman Crockatt requested staff to make a recommendation of improvements needed for each park. The Commission, during general discussions, made the following budget recommendations: o Include a budget to alleviate the water problems at Peach Hill Park; o Offer a swimming program through the summer months and include the costs of busing to Simi Valley, YMCA, Thousand Oaks, or a private club. o Offer gymnastics and possibly run the program at the Old High School gym in Moorpark. If Boys & Girls Club purchases the Old High School gym, maybe the City could work out an agreement with them for use of the gym. o Offer field trips /excursions /sports events in the summer months and throughout the year. Eleven trips were suggested with possibly 8 in the summer, 2 at Christmas time and 1 during Easter break. Trip suggestions included Disneyland, Magic Mountain, Raiders /Ram football game, Dodgers game, Lakers game, Maxi Theatre, etc. o Offer Saturday movies. o Offer summer golf program. o Offer concerts in the park. o Install pay phones in every park. Staff reported he has a meeting scheduled with Pacific Bell regarding the installation of pay phones in the parks. If the phone company installs the phones at their request, there is no charge to the City, and they are responsible for maintenance and vandalism. o Replace slide at North Meadows Park. o Purchase screen, projector, speakers and 16 mm movies for the showing of Saturday movies. MINUTE3.27 /PRAGENDA Minutes of the Parks and Recreation Commission Special Meeting 3 March 27, 1990 o Request funds in the amount of $5,000.00 to attend the 1991 C.P.R.S. conference. Commission requested staff to-find out where the host hotel will be for the 1991 C.P.R.S. conference. o Recommend the City enter into a contract with one company, such as "Quick Crete," for all future park benches, tables, trash receptacles, etc., to help lower costs by assuring consistently quality products and dedicated service. 10. COMMENTS FROM COMMISSIONERS: A. Commissioner Radich reported the Moorpark Arts Commission's premiere event, a piano concert, received good public response with approximately 70 people in attendance. B. Chairman Crockatt recommended Philip Newhouse's attendance at the Legislative Conference in Sacramento on May 9 & 10. It was the consensus of the Commission to have Mr. Newhouse attend the conference; however, this will need to be addressed as an agenda item during the April 17 meeting. 11. FUTURE AGENDA ITEMS: Staff reported the Commission's request to advertise for public comments to be received at their April 17 meeting regarding landscaping of the Princeton Medians /Campus Park area should be forwarded to Council for their approval before proceeding. Therefore, this item will not appear on the Commission's April 17 agenda. For the Special Meeting of April 17, 1990, the following items were requested: A. Discussion of the boulders at North Meadows Park; B. Discussion of a Recreation Survey /Questionnaire. During general discussions, the Commission requested staff to include a one -page survey on the back of the registration form in the Summer, 1990, Recreation Brochure. The Commission will be required to vote on this action during the April 17 meeting. C. Consider Golf Tournament between City Council /Planning Commission /Parks & Recreation Commission and City Staff. D. Status Report from Subcommittee regarding the Cinco De Mayo Special Event. E. Consider Staff's 1990/91 Budget Recommendations. F. Consider Staff's attendance to the Legislative Conference in Sacramento on May 9 & 10. ADJOURNMENT: MOTION: Commissioner Torres moved and Commissioner Corzine seconded a motion for adjournment at 9:55 p.m. and called for a Special Meeting on April 17, 1990, beginning at 7:00 p.m. Unanimously approved.
