HomeMy WebLinkAboutMIN 1990 0426 PR SPCMINUTES OF THE PARKS AND RECREATION COMMISSION SPECIAL MEETING Moorpark, California April 26, 1990 A Special Meeting of the Parks and Recreation Commission of the City of Moorpark was held on Thursday, April 26, 1990, in the Conference Room of City Hall of said City, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: The Meeting was called to order at 6:38 p.m. by Chairman Crockatt. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Commissioner Corzine. 3. ROLL CALL: Present: Commissioners Ronald W. Corzine, Teresa Godinez, Teresa Radich, John Torres and Chairman Lynn Crockatt. Staff Present: Philip Newhouse, Director of Community Services and Debra Broussalian, Administrative Secretary. 4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS: None. 5. REORDERING OF, AND ADDITIONS_TO, THE AGENDA: By unanimous consent, the Commission agreed to move Item G. before Item F. and to strike Item A. from the agenda. Item A was struck from the agenda because Staff reported the City's risk management insurance carrier will be reviewing this item within the next two weeks and recommended the Commission strike discussion of it until after the review and rendering of an opinion. 6. PUBLIC COMMENTS: None. 7. CONSENT CALENDAR: A. Approval of the March 12 1990, Minutes of the Parks and Recreation Commission meeting. Staff Recommendation: Approve as presented. MINUTE4.26 /PRAGENDA Minutes of the Parks and Recreation Commission Special Meeting 2 April 26, 1990 MOTION: Commissioner Torres moved and Commissioner Godinez seconded a motion to approve the March 12, 1990, Minutes of the Parks and Recreation Commission meeting with the following corrections: On Page 2, under Item 9.A., 2nd bullet (o), change Joe Tozano to Joe Lozano and change Kota to Cota wherever it appears in the paragraph. Unanimously approved. B. Approval of the March 12, J9_90_,_ Minutes of the Special Parks and Recreation Commission meeting. Staff Recommendation: Approve as presented. MOTION: Commissioner Corzine moved and Commissioner Torres seconded a motion to approve the March 12, 1990, Minutes of the Special Parks and Recreation Commission as presented. Unanimously approved. The Commission further requested that the discussion of the medians at Princeton, referred to in the March 12 Special Meeting minutes, be placed on the May 14 meeting agenda. C. Approval of the March 27, 1990, Minutes of the Special Parks and Recreation Commission_ meeting. Staff Recommendation: Approve as presented. MOTION: Commissioner Torres moved and Commissioner Radich seconded a motion to approve the March 27, 1990, Minutes of the Special Parks and Recreation Commission meeting as presented. Unanimously approved. 8. PUBLIC HEARINGS: None. 9. DISCUSSION /ACTION ITEMS: A. Consider the Boulders at North Meadows Park. BY COMMISSION CONSENSUS, this item was struck from the Agenda and moved for discussion to the May 14 Parks & Recreation Commission meeting. B. Consider a Recreation Survey /Questionnaire in the Summer 1990, Recreation Brochure. Staff reported the survey placed in the Agoura Recreation Brochure (attached as a sample to his staff report) received little response. If the Commission wants to pursue doing a survey, staff recommended the Commission allow more time to investigate how and by what method a survey should be done in order to achieve favorable results. Chairman Crockatt recommended a phone survey reaching all the cross - sections of Moorpark. Commissioner Torres reminded the Commission the survey should address what amenities the public wants in addition to what activities they want. MINUTE4.26 /PRAGENDA Minutes of the Parks and Recreation Commission Special Meeting 3 April 26, 1990 BY COMMISSION CONSENSUS, further discussion of this item was moved to the regular Parks & Recreation Commission meeting in June to allow the new Recreation Supervisor (anticipated to be on board in three weeks) and Staff to address forms and methods by which to receive favorable responses to a survey questionnaire. C. Consider Golf Tournament between City Council / Planning Commission / Parks & Recreation Commission and City Staff. Commissioner Corzine suggested having a golf tournament between City Council /Commissions and City Staff to support a spirit of comraderie. Staff recommended having a softball tournament instead of golfing as participation would probably be higher. The Commission further discussed challenging another government entity such as the Rancho Simi Parks & Recreation District or other local City Councils /Commissions; or involving only Moorpark City Council, Commissions, Committees and Staff. MOTION: Commissioner Corzine moved and Commissioner Godinez seconded a motion to present their idea of an athletic challenge between the City Council and joint Commissions in one of three events; golf tournament, softball game or bowling tournament, with Council's pleasure being the sport of choice. Unanimously approved. D. Receive Status Report from Cinco De Mayo Subcommittee. Commissioners Godinez and Torres presented the Commission with a written report outlining the Cinco De Mayo event. Discussion highlights of the Commission were as follows: o Only 350 tickets are planning to be sold due to the occupancy limit of the Community Center rooms and to alleviate the possibility of overcrowding. The number of tickets that should be sold was in controversy. Chairman Crockatt expressed that more tickets should be sold because not everyone is going to be attending the event at the exact same time and some people buying tickets may not even attend at all. Chairman Crockatt further recommended the subcommittee sell 400 tickets and submit a room plot plan to the Fire Department for approval. o Staff reviewed the Police Department conditions being placed upon the event. Commission requested that the condition allowing the purchase of only one alcoholic beverage at a time be changed to at least two; and the condition not allowing "cans" be changed to allow cans as the soda pop is planned to be served in cans. MINUTE4.26 /PRAGENDA Minutes of the Parks and Recreation Commission Special Meeting ' April 26, 1990 o Staff further reviewed the Police Department's requirement to have four (4) Police Officers and one (1) Lieutenant on duty at the event at a cost of approximately $900. With this requirement, the event will exceed its budget of $2,000. The Commission discussed requesting City Council for additional funds to cover the Police costs. o The judging of the queens was not open to the public. Commissioner Torres stated the queen judging was not to be a display of the girls, and most judging of any pageant was not open to the public. Also, the girls were extremely nervous, and the subcommittee wanted to alleviate this by excluding any public viewing or display. The Commission expressed their desire that next year's judging be open to the public and a City staff member be on the ,judging panel. o A complete dinner is being served by Las Guadalupanas from 7:00 to 9:00 p.m. instead of just hors d'oeuvres. o The dance will be from 7:00 to midnight. o The queens are not selected by "who sold the most tickets" but by meeting a criteria of requirements. There will be one queen and four runner -ups. All of them will receive a scholarship. The scholarship amounts are contingent upon donations received by the queens and profits derived from the alcohol and food sales. o Chuck Rothdeutch of the Knights of Columbus will be responsible for collecting the refreshment sales money and checking I.D.'s. o Commissioner Radich recommended next year an effort to receive more sponsorships from corporations, businesses and individuals be made to defray costs of the event. MOTION: Chairman Crockatt moved and Commissioner Torres seconded a motion to send back to City Council as an emergency agenda item for their May 2 meeting a request for funding to cover the Police services expense, which was an unanticipated cost for this event, in an amount not to exceed $600.00. Unanimously approved. E. Consider Staff's Attendance to the Leeislatiye_ Conference in Sacramento on May 9 & 10. Due to the vacancy in the Recreation Supervisor position and Staff's current work schedule, staff respectfully declined attending the conference. The Commission requested staff to get copies of the conference packet for their information. MINUTE4.26 /PRAGENDA Minutes of the Parks and Recreation Commission Special Meeting 5 G. Consider Community Center Tot Lot. April 26, 1990 Staff reviewed his report with the Commission and the possible tot lot sites proposed by an earlier Commission. The Commission physically left the conference room and toured the proposed tot lot areas. Commissioner Torres recommended a tot lot in the grassy area in front of the current Community Center. The Commission did not agree.on this area because of the heavy traffic areas on Moorpark Avenue and surrounding parking lots. Some of the Commissioners recommended a tot lot behind the Senior Citizens building. However, staff indicated that with the development of a downtown park an access road may be developed through this area. Commissioner Godinez stated the downtown area people don't want mini -parks because they want a major downtown park developed and do not want monies expended for mini -parks which could be used for a downtown park. MOTION: Commissioner Torres moved and Chairman Crockatt seconded a motion to table discussion of this item until the lawsuit over the acquisition of the MUSD's lower athletic field is resolved. Unanimously approved. F. Consider Staff's 1990/91 Budget.Recommendations. This item was tabled until the May 14, 1990, Parks and Recreation Commission meeting. Chairman Crockatt stated he would like to see a swimming program started for this summer. 10. COMMENTS FROM COMMISSIONERS: A. In response to Commissioner Radich, staff reported he met with Pacific Bell regarding installation of pay phones in the parks. Griffin and Campus Canyon Park sites are available immediately for installation at no cost to the City; Glenwood and La Colonia Parks are available for installation at some cost; North Meadows and Campus Parks are being reviewed by Pacific Bell to determine the nearest dial tone locations. B. Commissioner Corzine requested that discussion of a replacement slide at North Meadows Park be placed on the May 14 Parks & Recreation Commission agenda. C. Commissioner Torres requested staff to update the Commission monthly on the upgrading /status of the parks. He also stated there was a $5,000 pool fund donation made to the City in past years, and he would like staff to investigate where the funds are being held. D. Commissioner Godinez reported Miss Moorpark /Miss Ventura County has offered to crown the Cinco De Mayo Queen. She further apologized that the Cinco De Mayo subcommittee was MINUTE4.26 /PRAGENDA Minutes of the Parks and Recreation Commission Special Meeting 6 April 26, 1990 not able to report all their actions taken in preparation of the Cinco De Mayo event to the Commission, but they ran short of time. E. Chairman Crockatt thanked Teresa Godinez and John Torres for their efforts in organizing the Cinco De Mayo event. He further suggested the Commission try to think of ways to mitigate costs when preparing the budget, such as recommending the City contract with one company for all benches, sign work, etc. instead of using various companies. 11. FUTURE AGENDA ITEMS: For the May 14, 1990, meeting, the following items were requested: A. Consider Medians at Princeton; B. Consider the Boulders at North Meadows Park; C. Consider Replacement of the Slide at North Meadows Park; D. Consider Staff's 1990/91 Budget Recommendations. 12.
