HomeMy WebLinkAboutMIN 1990 0514 PR REGMINUTES OF THE PARKS AND RECREATION COMMISSION Moorpark, California May 14, 1990 The regular meeting of the Parks and Recreation Commission of the City of Moorpark was held on Monday, May 14, 1990, in the Council Chambers of the City Hall of said City, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: The Meeting was called to order at 7:17 p.m. by Chairman Crockatt. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Commissioner Torres. 3. ROLL CALL: Present: Commissioners Ronald W. Corzine, Teresa Godinez, John Torres and Chairman Lynn Crockatt. Absent: Commissioner Teresa Radich was excused due to illness. Staff Present: Philip Newhouse, Director of Community Services and Debra Broussalian, Administrative Secretary. Councilmember Eloise Brown was also in attendance. Chairman Crockatt acknowledged and welcomed the presence of Linda Symchak. 4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS: None. 5. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 6. PUBLIC COMMENTS: None. 7. CONSENT CALENDAR: A. Approval of the Special Parks &_Recreation Commission Meeting Minutes of April 26,_._1990_. Staff Recommendation: Approve as presented. MINUTE5.14 /PRAGENDA Minutes of the Parks and Recreation Commission 2 May 14, 1990 MOTION: Commissioner Torres moved and Commissioner Godinez seconded a motion to approve the Minutes of the Special Parks & Recreation Commission Meeting of April 26, 1990, as presented. Unanimously approved. B. Status Report of Pool_ Fund. Staff Recommendation: Receive report and file. The Commission received the report and requested staff to provide the actual account number of the pool fund. Staff indicated he would provide thp information as a box item. 8. PUBLIC HEARINGS: None. 9. DISCUSSION /ACTION ITEMS: A. Consider Landscaping Median___on Princeton Avenue between Campus Park Drive and State Highway _ 118. Staff Recommendation: Direct staff as deemed appropriate. Staff reported this area is on a list of several areas being considered by City Council to have landscaped, however, City Council has not placed it as a priority item at this time. If City Council does place it as a priority item for landscaping, a public hearing may be held at Council's direction. Staff further reported the City's landscape and streetscape responsibilities are being transferred to the Director of Public Works as indicated by the recently completed City's Management �tt,dy. BY COMMISSION CONSENSUS, this item wa-, riPfPrred to the next Parka and Recreation Commission meeting. B. Consider Boulders in Playground at North Meadows _Park. Staff Recommendation: Continue this item until the City's risk management authority has insPPrted the Parks. BY COMMISSION CONSENSUS, this item was deferred to the next Parks and Recreation Commission meeting. However, th? Commission requested staff to notify them in writing of the data the risk management inspection will be rescheduled. C. Consider Replacement of the Slide at North Meadows Park. MOTION: Commissioner Torres moved and Commissioner Godinez seconded a motion to request City Council to replace the slide at North Meadows Park which had been removed with the "Spyro Slide" manufactured by Landscape Structures and to be adapted to the current structure with funds for said purchase to be appropriated from the Neighborhood Park MTNIITF5.14 /PRAGENDA Minutes of the Parks and Recreation Commission :3 May 14, 1990 portion of the Mountain Meadows Park Tmprovement Fund. Unanimously approved. Commission further requested staff to include the actual cost of the slide and installation when forwarding this item to City Council for approval. D. Consider Staff's 1990/91 Budget Recommendations. Staff reviewed the proposed budget item by item. The Commission recommended the following changes: o Under CAPITAL OUTLAY - MAJOR PROJECTS, Dept. #1147, ADD: D. Griffin Park: 2. Basketball Court with lights $15,000 G. Peach Hill Park: 2. Full size basketball court w /lights $15,000 (could be placed between the building and the first light standard) o Under CAPITAL OUTLAY MTNOR PROJECTS, Dept. #1147, ADD: C. Griffin Park: 5. Volleyball Court $49000 E. La Colonia Park (including all amenities, i.e. picnic tables, B- B -Q's, playground area, trash receptacles, half hasketball court) o Under CAPITAL OUTLAY - FQUIPMENT, Dept. #1147, staff noted that #3 of Specialized Equipment should state "Metal detector" not "Water detector." AT 9:40 p.m. the Commission recessed At. 9:56 p.m. the Commission reconvened. o SPECIAL EVENTS were rernmmPnded for finding as follows: 1. Cinco De Mayo $5,000 2. Easter Egg Hunt $ 500 3. Halloween $ 500 4. Christmas Tree Ceremony $1,000 5. Breakfast with Santa $ 500 6. Day -in- the -Park (I -ahnr Day) $1,000 7. Earth Day $19000 8. Arbor Day $19000 9. St. Patrick's Day Dance $59000 10. Valentine's Day Dance $59000 MINUTE5.14 /PRAGENDA Minutes of the Parks and Recreation Commiss 11. 12. 13. 14. 15. 16. 17. ion 4 May 14, 1990 Sock Hop /Fifties Dance $59000 Western Dance $5,000 Holiday Dance (Dec. /Jan) $5,000 Three (3) Concerts in the Park during the summer months $4,500 July 4th $11,500 Country Days $11,500 Magic Mountain - Moved to Fxcursions o The Commission further requested staff to show a break down of each Special Event budget explaining how the funds would be used when forwarding the budget to City Council for approval. o Staff reviewed the proposed new "Staff Budget" with the Commission. The Commission requested all phases of said proposal be forwarded to City Council. o The need for a portahle stage was discussed. The Commission agreed the stage could be used for many events, and it should he left in the budget. o Commissioner Corzine addressed the need to resurface /retexture the basketball courts at Glenwood and North Meadows Park. Staff informed the Commission he is investigating costs at this time. o Chairman Crockatt requested staff to include in the budget a proposal to enter into a signage agreement with one company for all signs, trash receptacles, picnic tables, benches, etc., to be purchased in the future. "Quick Crete" was highly recommended by the Commission as a reputable company with high quality products. o The Commission requested staff to insure that all capital improvements not completed from last year's Park Improvement Budget be r-arried forward into this year's budget. MOTION: Chairman Crockatt moved and Commissioner Godinez seconded a motion to recommend the proposed budget, as amended for FY 90/91 be forwarded to City Council for the ir rensideration. Unanimously approved. 10. COMMENTS FROM COMMISSIONERS: A. Commissioner Torres stated he would like to have a B -B -Q installed at Monte Vista Nature Park and a monthly update from staff on the status of the City's parks. B. Commissioner Corzine inquired as to the success of the Cinco De Mayo event. Commissioners Godinez and Torres MINLJTF5.14 /PRAGENDA Minutes of the Parks and Recreation Commission 5 May 14, 1990 reported it was successful; 398 tickets were sold at $5 each; many people were turned away; over $3,000 were collected for the Queen and Runner -up scholarships. Commissioner Torres stated he did not understand why the City Manager would not allow the scholarships to he paid with a City check. Chairman Crockatt agreed the City's image would have been enhanced if the scholarship payments could have been on City checks rather than being received from the Knights of Columbus. C. Chairman Crockatt requested the restroom policy be placed on the next agenda; recommended the current Peach Hill Park sign contractor be dismissed and the City contract with a new contractor because of his past performance; reported the timber work at Peach Hill is in need of repairs; and asked staff the status of the Peach Hill Park drainage problem. Staff reported a letter will be written to the City Engineer requesting a formal recommendation to correct the playground drainage problem. Additionally, Chairman Crockatt updated the Commission on the progrPS,, of the July Fireworks event. 11. FUTURE AGENDA ITEMS: Chairman Crockatt said he would not be available on June 11 for a Parks and Recreation Commission meeting due to his work schedule. The Commission agreed to meet on dune 25, the 4th Monday of the month, instead of June 11. For the June 25, 1990, meeting, the following items were requested: A. Consider Landscaping Median on Princeton Avenue Between Campus Park Drive and State Highway 118; B. Consider Boulders in Playground at North Meadows Park; C. Consider Installation of B -B -Q at Monte Vista Nature Park; D. Consider Restroom Policy; E. Consider Resurfacing of Basketball Courts; F. Receive Staff's Status Report of City Parks; The Commission also requested staff to provide them with a copy of the budget packet submitted to City Council. 12.
