SPECIAL MEETING
Moorpark, California
July 23, 1990
A special meeting of the Parks and Recreation Commission of
the City of Moorpark was held on Monday, July 23, 1990, in
the Citrus Room of the Community Center of said City, located
at 799 Moorpark Avenue, Moorpark, California.
1 CALL TO ORDER:
The Meeting was called to order at 7 :14 D.M.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Commissioner
Godinez.
3. ROLL CALL:
Present:
Commissioners Ronald W. Corzine, Teresa Godinez, Teresa
Radich, John Torres and Chairman Lynn Crockatt.
Staff Present:
Philip Newhouse, Director of Community Services and
Debra Broussalian, Administrative Secretary.
4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL
PRESENTATIONS:
None.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
6. PUBLIC COMMENTS:
Linda Symchak, 13647 Blacksmith, Moorpark, President of
the Marlborough Homeowners Association, stated the
homeowners are upset with the appearance of the
landscaping at Monte Vista Nature Park. She also stated
on July 3 at 10:30 p.m., she witnessed a couple stealing
sand from the Peach Hill Park playground and called two
of the Commissioners at home to report the incident.
However, the Commissioners did not return her calls.
Staff suggested she report any future incidences of
vandalism to the Moorpark Police.

7. CONSENT CALENDAR:
A. Approval of the Parks and Recreation Commission
Minutes of June 25, 1990. Staff Recommendation:
Approve as presented.
MOTION: Commissioner Torres moved and Commissioner Godinez
seconded a motion to approve the Parks and Recreation
Commission Minutes of June 25, 1990, as presented.
Unanimously approved.
B. Receive Staff's Status Report of City Parks. Staff
Recommendation: Receive report and file.
The report was received and filed. However,
Commissioner Torres requested staff to include more
detailed information regarding the status of each
park in his future reports.
8. PUBLIC HEARINGS:
None.
9. DISCUSSION /ACTION ITEMS:

Nature Park. Staff Recommendation: Consideration
to install a barbecue at this park be deferred
until the upper portion (hill area) of the park is
landscaped and serviced with an automatic
irrigation system. (Continued Item 9.B. from
6/25/90) .
MOTION: Commissioner Corzine moved and Commissioner Godinez
seconded a motion to accept staff's recommendation NOT to
install a barbecue at Monte Vista Nature Park until proper
irrigation had been installed and to bring this item back to
the Commission for review in six months ( January, 1991).
Motion passed 4 -1 with Commissioner Torres opposing.
C. Consider Restroom Policy for City Parks. Staff
Recommendation: Review and direct staff as deemed
appropriate. (Continued Item 9.C. from 6/25/90).
MOTION: Chairman Crockatt moved and Commissioner Torres
seconded a motion to send to City Council a park restroom
policy stating that, "new and existing parks shall be
reviewed for restroom development with a high priority to
include restrooms in all Neighborhood and Community Parks,"
and to adopt the Draft Parks Restroom Policy as presented
with the following changes:

1. Page 1, last paragraph, shall read: "Presently, the
City of Moorpark has eight neighborhood parks. Future
parks will consist of at least three more neighborhood
parks, and one community park. It ... " .
2. Page 2, DEVELOPER RESPONSIBILITIES, shall read: "Any
new park that is in the conceptual stage by developer
shall include restrooms within the plan (neighborhood
park). The City shall ensure that the developer is
aware of his responsibilities relative to this policy
when submitting request to develop within the City of
Moorpark."
3. Page 3, first paragraph, shall read: "The type of
structure to be installed at an existing or new park
facility shall take into account several things, such
as: type of usage expected, type of park
(active /passive), and location in relationship to
potential new parks to be built in area, such as a
Neighborhood /Community Park that may preclude the
installation of a permanent structure but could support
a semi - permanent structure."
4. Page 3, INSTALLATION /MAINTENANCE, last sentence, shall
read: "Maintenance costs shall also be reviewed closely
when evaluating the various vendors' products.
Motion unanimously approved.
Chairman Crockatt additionally requested staff to
provide the City Council with a brief history of the
Commission's past actions relative to this item, the
Commission does not feel a written restroom policy is
necessary and found that most Cities do not have a
written policy, and the restroom policy should be
incorporated into the planning /development process.
D. Consider Resurfacing Basketball Courts at North
Meadows and Glenwood Parks. Staff Recommendation:
Continue item until staff has received reports from
the City's JPA and Concrete Institute. (Continued
Item 9.D. from 6/25/90) .
BY COMMISSION CONSENSUS, Item 9.D. shall be continued
until the September 10, 1990, Parks and Recreation Commission
meeting to allow time for the JPA and Concrete Institute
reports to be received by staff.

E. Consider a Recreation Survey / Ouestionnaire. Staff
Recommendation: Discuss and direct staff as deemed
appropriate. (Continued Item 9.E. from 6/25/90).
Chairman Crockatt recommended establishing a two -
person subcommittee to work with staff in
developing a survey questionnaire. Commissioner
Corzine reported he personally did an informal
survey at Peach Hill Park approximately two weeks
ago and received several responses. Commissioner
Torres stated he would volunteer to personally
distribute the survey to all HOA Presidents and
various Moorpark organizations such as Rotary,
Lions, Kiwanis, etc. Commissioner Corzine
suggested using the Boys /Girls Scouts to distribute
surveys.
BY COMMISSION CONSENSUS, it was agreed a survey
questionnaire will be developed by the volunteer subcommittee
members of Commissioners Torres and Godinez working with
staff for a target date of distribution in March /April 1991.
F. Consider Youth Dance Program. Staff
Recommendation: Approve Staff's recommendations as
presented.
Staff reported the City Council /City Manager is
working with MYAC to possibly enter into a contract
for services to provide activities and events, such
as the teen dances, with a budget amount of $5,000.
The Commission discussed the possibility of
offering both Jr. High and High School dances in
the Fall, 1990, with the age groups of grades 7 to
9 and 10 to 12, or 6 to 8 and 9 to 12. All dances
held by the City should be coordinated with the
School District schedule and other groups offering
teen activities, such as "Our Town," to ensure that
the City is not competing with their dances.
BY COMMISSION CONSENSUS, the staff recommendation to
continue the dances, as scheduled, under observation for the
Fall was approved and to place on the Agenda for the next
meeting, "Discussion of High School Dances."
At 9:25 p.m. the Commission recessed. At 9:35 p.m. the
Commission reconvened.

G. Consider Prioritizing Park Capital Improvement
Projects. Staff Recommendation: Approve Staff's
recommendations as presented.
Commissioner Torres requested the installation of
security lighting be given high priority.
Chairman Crockatt requested staff to look into the
feasibility and costs of Urban West agreeing to
install the 4th lighted tennis court at South
Meadows Park instead of installing the proposed
basketball court. The Commission unanimously
agreed with Chairman Crockatt's request because it
appears more cost effective to develop the 4th
tennis court at the same time the other three
courts are being installed. Also, four tennis
courts would allow the City facilities to offer
tennis classes. aStaff was directed to forward the
consideration to install the 4th tennis court
instead of the basketball court at South Meadows
Park to City Council for their August meetinaL,
MOTION: Commissioner Torres moved and Chairman Crockatt
seconded a motion to accept staff's recommendation for
prioritizing the Capital Improvements with the amendment to
add security lighting as #3 of the prioritized list.
Unanimously approved.
H. Consider Locations for Park Restrooms. Staff
Recommendation: Continue item until the next
regularly scheduled meeting.
Staff requested each Commissioner to review the
parks where a restroom is proposed to be built and
bring to the next meeting their recommendations for
where they should be placed in each park.
BY COMMISSION CONSENSUS, Item 9.H. shall be continued to
the next meeting.
I. Consider FY 1990/91 Recreation Special Events,
Staff Recommendation: Direct staff as deemed
appropriate.
Commissioners Torres and Corzine complimented staff
on their Special Events Proposal but were upset
that the adult dances previously recommended by the
Commission were not included in the proposal and
the Cinco De Mayo event was cut from $5,000
requested to $2,500. Commissioner Godinez and
Chairman Crockatt also agreed the Cinco De Mayo
budget should be increased to $5,000.

BY COMMISSION CONSENSUS, the proposed Fall and Winter
events were approved with the following changes:
FALL:
1. Fright Night - Charge a $3 admission fee.
2. Pepsi Hot Shots - Include estimated expenses of $100 to
cover use of the Old High School Gym and staff charges.
3. Teen Talk Fridays - Include Counselor /Guest Speaker at
each event.
WINTER:
1. Ping Pong Tournament - Charge a $2 admission fee.
2. Jeopardy Trivia Contest - Change description to make it
consistent with the age group (6 -12).
3. ADD a St. Patrick's Day Dance for adults on March 16,
1991.
The Spring and Summer, 1991, proposed events shall be
reviewed by the Commission at the next Parks & Recreation
Commission meeting.
J. Consider Boulders at North Meadows Park Playground.
Staff Recommendation: Remove boulders.
Staff reported Urban West has been contacted
regarding removal of the boulders. They may remove
them at no cost to the City.
Commissioner Torres stated if the boulders are
removed, he would like them replaced with some type
of playground equipment or a concrete turtle.
MOTION: Commissioner Godinez moved and Chairman Crockatt
seconded a motion to recommend removal of the boulders in the
North Meadows Park playground. Motion passed 4 to 1 with
Commissioner Torres opposing.
10. COMMENTS FROM COMMISSIONERS:
Commissioner Corzine reported the sprinklers came on
approximately 8:30 p.m. at North Meadows Park on July 3
before the fireworks show causing many people to
scramble from their designated places. He requested
staff to ensure that next year the sprinklers are turned
off during this event.

In response to Commissioner Godinez, staff reported one
dozen new basketball nets were purchased and should have
been installed at Glenwood and North Meadows Parks.
Commissioner Torres reported he was hiking at Monte
Vista Nature Park last weekend and discovered that a
homeowner installing a gazebo on his property had dumped
his excess concrete into the park. He requested staff
to investigate this matter and require the homeowner to
remove the concrete. Commissioner Torres also reported
that he would not be available for a meeting on August
13 and requested the Commission to reschedule the next
meeting date.
BY COMMISSION CONSENSUS, the next Parks and Recreation
Commission meeting will be scheduled for Monday, September
10, 1990, at 7:00 p.m. The regularly scheduled August
meeting shall be cancelled due to scheduling conflicts.
11. FUTURE AGENDA ITEMS:
For the September 10, 1990, meeting, the following items
were requested:
A. Consider Resurfacing Basketball Courts at North
Meadows and Glenwood Parks.
B. Consider High School Dances.
C. Consider Locations for Park Restrooms.
D. Consider FY 1990/91 Recreation Special Events.
12. ADJOURNMENT:
MOTION: Commissioner Corzine moved and Commissioner Torres
seconded a motion for adjournment at 11 :35 p.m.
