HomeMy WebLinkAboutMIN 1990 0910 PR REGMINUTES OF THE PARKS AND RECREATION COMMISSION Moorpark, California September 10 1990 The regular meeting of the Parks and Recreation Commission of the City of Moorpark was held on Monday, September 10, 1990, in the Council Chambers of City Hall of said City, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: The Meeting was called to order at 7:15 p.m. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Commissioner Corzine. 3. ROLL CALL: Present Commissioners Ronald W. Corzine, Teresa Godinez, Teresa Radich, John Torres and Chairman Lynn Crockatt. Staff Present: Philip Newhouse, Director of Community Services and Debra Broussalian, Administrative Secretary. 4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS: None. 5. REORDERING OF, AND ADDITIONS TO, THE AGENDA: By Commission consensus, Item 9.H. was moved to the beginning of the Discussion /Action Items with the remaining items heard in order. 6. PUBLIC COMMENTS: A. Cheryl Zemont, 3860 Timberview Court, Moorpark, requested the Commission to consider building a tot lot in addition to the picnic shelter proposed at the Community Center.and stated if the shelter was specifically proposed for City staff's use, it should not be funded from the Downtown Park fund. Also stated she was opposed to Item 9.E., eliminating the basketball court at South Meadows Park. Additionally, she questioned the Commission as to whether they reviewed the City's street tree program and private recreation Minutes of the Parks and Recreation Commission 2 9/10/90 facilities being developed pursuant to Ordinance #33, Item J. B. Tom Wheeler, 13065 Westport Street, Moorpark, complimented the Commission and staff on the quality of the Fall, 1990, Recreation Brochure; reminded the Commission of the long awaited promise to the citizens of Moorpark to build the Downtown Park and requested the Commission to push ahead with City Council to develop the park; and stated his concerns about the poor turf quality of Peach Hill Park. C. Vickie McGowan, 13060 View Mesa, Moorpark, requested the Commission study the current youth dance program and recommended restructuring it by age group rather than by grade. Also stated Moorpark Youth Activities Committee was having difficulty in securing chaperones for the dances and suggested considering the chaperones be paid for their services. D. Pam Castro, 479 Charles Street, Moorpark, requested the Commission consider as future discussion items having a Youth Council where the Commission receives input from youths directly as to what type of functions /events they would like offered and consider employment of the youth to personally deliver Recreation Brochures, flyers and schedules to homes in the Moorpark area. 7. CONSENT CALENDAR: A. Approval of the Parks and Recreation Commission Minutes of July 23, 1990. Staff Recommendation: Approve as presented. MQTION: Commissioner Godinez moved and Commissioner Torres seconded a motion to approve the Minutes of the July 23, 1990, Parks and Recreation Commission as presented. Unanimously approved. B. Receive Staff's Status Report of City Parks. Staff Recommendation: Receive report and file. By Commission Consensus, the report was received and filed. 8 . PUBLIC HEARINGS: None. Minutes of the Parks and Recreation Commission 3 9/10/90 9. DISCUSSION /ACTION ITEMS: H. Consider Shelter Structure at Community Center, Staff Recommendation: Direct staff as deemed appropriate. Commissioners Torres, Corzine, Godinez and Chairman Crockatt stated they were opposed to funding a shelter out of the Downtown Park funds. It was generally agreed the funding should come from the General Fund. Commissioner Torres also wanted to install a tot lot if a picnic shelter was installed. Commissioner Corzine stated the area in front of the Community Center was too dangerous to build a tot lot or a picnic shelter due to the surrounding City streets, and Commissioner Radich stated the area was too congested for any more amenities. Cheryl Zemont (from the audience) informed the Parks and Recreation Commission that in 1987 $17,510 was approved by City Council for a tot lot to be built after City Hall was constructed. Staff reported he would get copies of the past minutes /actions for the Commission's review. Mrs. Zemont further recommended the Parks and Recreation Commission investigate the accounting of the Downtown Park fund as she questioned the fund balance and whether the developer fees received by the City for this area were being properly deposited into the fund account. After the Commission toured the actual proposed sites for a shelter, Commissioner Torres, Radich, and Corzine agreed the safest place to build a pavilion /tot lot would be south of the Senior Center. However, Commissioner Corzine was concerned about the power lines in this area. Chairman Crockatt was in favor of the area adjacent to the library. Commissioner Godinez had no recommendations for a location as she requested more information from staff as to the status of the Downtown Park fund and how much had been spent on litigation costs. The Commission, by unanimous consent, recommended this item be placed on their October 8 agenda with staff to supply further information on the accounting of the Downtown Park fund including interest earned and litigation costs, how the shelter would fit south of the Senior Center, the feasibility of including a tot lot, cost analysis Minutes of the Parks and Recreation Commission 4 9/10/90 of a shelter including electrical, drinking fountain and all related costs, cost analysis of a small tot lot, and the Risk Management Authorities advice on the safety of constructing a shelter and /or tot lot in this area since there were overhead power lines. At 9:10 p.m. the Commission recessed. At 9:23 p.m., the Commission reconvened. A. Consider Cosponsorship of a Christmas Parade with Moorpark Youth Activities Committee. Staff Recommendation: Direct staff as deemed appropriate. Pam Castro of the Moorpark Youth Activities Committee requested the Commission consider cosponsoring a Christmas Light Parade to be incorporated with the City's Annual Christmas Tree Lighting Ceremony. The event would include lighting of the Pepper Trees on High Street, High Street merchants extending their hours and offering hot chocolate, coffee, etc. during the parade, platforms built along High Street where groups would perform, a parade of lights that would end at the Community Center where the annual Tree Lighting Ceremony would then conclude. MYAC can provide the volunteers to organize the event but requests appropriation of funds in the approximate amount of $6,000.00 from the Commission to fund the event. Major costs of concern are policing and traffic control. The Commission unanimously favored the event, but stated lack of time to organize the event and appropriating funds for the event out of this year's budget created concerns. The Commission agreed to include this as a Special Event item in next year's budget and requested MYAC, in the meantime, to investigate actual costs to fund the event in preparation for next year's budget process and program planning. B. Consider Child Care during School Holidays, Staff Recommendation: Direct staff as deemed appropriate. Due to Moorpark Unified School District's decision not to allow use of their facilities by the City, staff recommended not Minutes of the Parks and Recreation Commission 5 9/10/90 entertaining discussion of this issue. By unanimous consent, the Commission received and filed the report. C. Consider High School Dances. Staff Recommendation: Direct staff as deemed appropriate. The Commission discussed in detail what age groups should be admitted to the youth dances. Commissioner Radich opposed the wide age range of 13 to 18. However, it was agreed the policy should be stated by age rather than by grade. Commissioners Godinez and Corzine volunteered to serve as a subcommittee to monitor the dances and report their findings back to the Commission. MOTION: Chairman Crockatt moved and Commissioner Torres seconded a motion to change the existing grade category to an age category for ages 13 to 17 to be admitted into the dances. After discussion of the motion, the MOTION WAS WITHDRAWN as Commissioners Torres and Corzine requested to include 18 year olds as long as they were still in High School and had I.D's. MOTION: Chairman Crockatt moved and Commissioner Torres seconded a motion that the dance rules be changed from grades to read 13 to 18 year old students enrolled in our schools. Motion passed 4 to 1 with Commissioner Radich opposing. AMENDMENT TO MOTION: Chairman Crockatt moved and Commissioner Torres seconded to amend the motion to read in the category of 18 year olds they have to be a High School student with school I.D. Amended Motion passed 4 to 1 with Commissioner Radich opposing. The Commission stated the School District's dance schedule should be received by the City so that no conflicting dances are scheduled for the same night /weekend. D. Consider FY 1990/91 Recreation Special Events (Spring /Summer, 1991) . Staff Recommendation: Direct staff as deemed appropriate. By unanimous consent, the item was continued to the October 8, 1990, meeting. Minutes of the Parks and Recreation Commission 6 9/10/90 E. Consider Adding Fourth Tennis Court, Lights for Tennis Courts and Eliminating Basketball Court at South Meadows Park, Staff Recommendation: Direct staff as deemed appropriate. Chairman Crockatt reported the addition of a tennis court and lights could cost the City $20,000 to $25,000, plus leave the park without a basketball court. MOTION: Chairman Crockatt moved and Commissioner Torres seconded a motion to withdraw the Parks and Recreation Commission's previous motion to design South Meadows Park with a fourth tennis court and lighting and to design the park as originally planned with the basketball court. Unanimously approved. F. Consider Locations for Restrooms in Public Parks. Staff Recommendation: Approve staff's recommendations as submitted. MOTION: Chairman Crockatt moved and Commissioner Godinez seconded a motion to approve staff's primary locations for restrooms and the restroom design as proposed. Unanimously approved. G. Consider Resurfacing Basketball Courts at North Meadows and Glenwood Parks. Staff Recommendation: Continue item to next regularly scheduled meeting. By unanimous consent, the item was continued to the October 8, 1990, meeting. 10. COMMENTS FROM COMMISSIONERS: A. Commissioner Corzine congratulated Phil and the Recreation staff on the Fall, 1990, Recreation Brochure. Stated he plans on attending the teen dance this Friday to help chaperone. B. Commissioner Radich reported she cannot attend the teen dance this month as a chaperone but can possibly attend next month. C. Commissioner Torres stated he spoke with Tom Zanic about the basketball surface problems the City is experiencing at North Meadows and Glenwood Parks and requested him to address the problem when Minutes of the Parks and Recreation Commission 7 9/10/90 constructing the basketball courts at South Meadows Park to prevent the same situation happening there. D. In response to Chairman Crockatt, staff reported Shelly Shellabarger had handed out surveys at the Labor Day in the Park event with little response. Commissioners Torres and Godinez reported they had not met as a subcommittee with staff yet to draft a recreation survey. Staff further reported he would check on the status of the Restroom Policy being forwarded to City Council. Chairman Crockatt stated if the negotiations between the City and MUSD continue declining, he would like to suggest to City Council that a committee from MUSD and the Parks and Recreation Commission meet to put together an agreement for future facility use. E. Staff reminded the Commission the City had appropriated $5,000 to enter into a contract with MYAC for various projects and special events which would include youth dances, Easter egg hunt, Labor Day in the Park event, and other City -wide special events. 11. FUTURE AGENDA ITEMS: For the October 8, 1990, Meeting, the following items were requested: A. Consider Shelter Structure at Community Center. B. Consider FY 1990/91 Recreation Special Events (Spring /Summer, 1991) . C. Consider Resurfacing Basketball Courts at North Meadows and Glenwood Parks. 12.
