MINUTES OF THE PARKS AND RECREATION COMMISSION
Moorpark, California October 8, 1990
The regular meeting of the Parks and Recreation Commission of
the City of Moorpark was held on Monday, October 8, 1990, in
the Council Chambers of City Hall of said City, located at
799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
The Meeting was called to order at 7:10 p.m. by Vice
Chairperson Teresa Radich.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Commissioner Torres.
3. ROLL CALL:
Present:
Commissioners Ronald W. Corzine, Teresa Godinez, John
Torres and Vice Chairperson Teresa Radich.
Absent
Chairman Lynn Crockatt was excused from the meeting as
he had a work schedule conflict.
Staff Present•
Philip Newhouse, Director of Community Services and
Debra Broussalian, Administrative Secretary.
4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL
PRESENTATIONS:
None.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
Staff requested the Commission add Item 9.D. to consider
selecting a Parks & Recreation Commission member to
serve on the Youth Dance Ad Hoc Committee with City
Council subcommittee members Harper & Perez, one City
staff person, and representatives from MYAC, Our Town,
and Chaparral School.
MOTION: Commissioner Torres moved and Commissioner Godinez
seconded a motion to add Item 9.D. to the agenda as requested
by staff. Unanimously approved.

6. PUBLIC COMMENTS:
None.
7. CONSENT CALENDAR:
A. Approval of the Parks and Recreation Commission
Minutes of September 10, 1990. Staff
Recommendation: Approve as presented.
Commissioner Torres did not agree that he stated,
"the area in front of the Community Center was too
dangerous to build a tot lot or a picnic shelter
due to the surrounding City streets" as indicated
in the first paragraph of Item H. on Page 3 of the
Minutes. Staff reported he will listen to the
tapes of the Minutes and will correct them if
necessary.
MOTION: Commissioner Godinez moved and Commissioner Corzine
seconded a Motion to approve the Minutes as presented subject
to review of the tapes of the meeting regarding Item 9.H. and
the statements of Commissioner Torres related to locations of
the picnic shelter and tot lot. Unanimously approved.
8. PUBLIC HEARINGS:
None.
9. DISCUSSION /ACTION ITEMS:
A. Consider FY 1990/91 Recreation Special Events
(Spring /Summer, 1991). Staff Recommendation:
Direct staff as deemed appropriate.
MOTION: Commissioner Corzine moved and Vice Chairperson
Radich seconded a motion to nominate Teresa Godinez and John
Torres as the Co- chairpersons of the 1991 Cinco De Mayo
event. Unanimously approved.
Commissioner Torres stated staff will be informed
of all organizational meetings held for the event,
and staff stated the Co- chairpersons should inform
the Commission of all developments regarding the
event at their monthly meetings for Commission's
approval.

The Spring /Summer, 1991, Special Events were
reviewed and amended as follows:
SPRING
Spring Craft Fair: Charge $40 space rental fee.
Easter Egg Hunt: Change location from Old High School
to Campus Canyon Park
Star Search: Concessions being served shall be an
option for consideration.
Cavalcade of Stars Talent Show: Change location
from Old High School Auditorium to Community Center.
Concessions being served shall be an option for
consideration.
Horse Shoe Tournament: Check with other agencies
regarding appropriate costs to charge for this event,
however, the Commission targeted a $10 Entry fee. Staff
informed the Commission the Moose Lodge wants to serve
alcohol, and the City's Risk Management Authority shall
advise staff on the City's liability factors. The event
at the Moose Lodge shall be contingent upon the alcohol
issue.
Cinco De Mayo: Date of event shall be May 4, 1991;
Location shall be announced at a later date; Time shall
be 2:00 to 5:00 for the children's program and 6:00 to
11 :00 for the adult program. Description shall read:
Events include children's program, dancing, food booths,
games, Miss Cinco De Mayo Pageant and live
entertainment. Estimated Expenditure was increased to
$5,000.00, with Estimated Revenue at $5,000.00. The
Cinco De Mayo subcommittee of Commissioners Godinez and
Torres shall work with staff on further details of the
event.
Mother's Day Pancake Breakfast: Approved as
presented. However, Commissioner Torres stated the Boy
Scouts could assist with this event.
Spring Class Recital: Approved subject to the date
and time possibly being changed. Staff shall report
back to the Commission on October 22 regarding further
details of this event and why the date of Thursday, June
6, at 7:00 p.m. was chosen by the Recreation Supervisor.

Treasure Island Pirate Treasure Hunt -A Summer
Celebration: Change location from Peach Hill Park to
North Meadows Park. (Should the downtown park issue
between the City and MUSD be resolved allowing the City
once again to use School District facilities, the
Commission would like the option of changing locations
once again on some of the events.)
T- Toppers: Event eliminated as several T -shirt classes
are being offered in the upcoming Winter Recreation
Brochure.
Horsing Around Rodeo Days: Charge $5 admission fee,
include Animal /Snake Lady, provide chili, include Cowboy
Group /Indian Chief.
MOTION: Vice Chairperson Radich moved and Commissioner
Torres seconded a motion to approve the Spring /Summer, 1991,
Special Events as amended with staff to provide a corrected
listing of the events with adjusted budget costs at their
next Commission meeting. Unanimously approved.
BY MAJORITY CONSENSUS, the Commission further agreed to
have the Recreation Survey, as presented by staff, included
on the back of the Registration Form in the Winter Recreation
Brochure. The Recreation Survey Subcommittee of
Commissioners Torres / Godinez shall continue working on an
improved survey for later publication and circulation.
At this point in the meeting, Commissioner Torres
recognized Planning Commissioner, John Wozniak's
presence in the audience.
B. Consider Shelter Structure at Community Center.
Staff Recommendation: Continue to November 12,
1990, meeting.
MOTION: Commissioner Godinez moved and Commissioner Torres
seconded a motion to continue Item 9.B. to the November 12,
1990, meeting. Unanimously approved.
C. Consider Resurfacing Basketball Courts at North
Meadows and Glenwood Parks. Staff Recommendation:
Continue to November 12, 1990, meeting.
MOTION: Commissioner Torres moved and Vice Chairperson
Radich seconded a motion to continue Item 9.C. to the
November 12, 1990, meeting. Unanimously approved.

MOTION: Commissioner Corzine moved and Vice Chairperson
Radich seconded a motion to nominate Chairman Crockatt to
serve as the Youth Dance Subcommittee Representative for the
Parks & Recreation Commission. Motion failed by a split vote
of 2 -2, with Commissioner Godinez and Torres opposing.
MOTION: Commissioner Godinez moved and Commissioner Torres
seconded a motion to nominate Commissioner Torres to serve as
the Youth Dance Subcommittee Representative for the Parks &
Recreation Commission. Motion failed by a split vote of 2 -2,
with Commissioner Corzine and Vice Chairperson Radich
opposing.
MOTION: Vice Chairperson Radich nominated Commissioner
Corzine as the Youth Dance Subcommittee Representative for
the Parks & Recreation Commission. Motion died with no
second.
MOTION: Commissioner Torres moved and Commissioner Godinez
seconded a motion to carry Item 9.D. over to the October 22,
1990, Parks & Recreation Commission meeting. Unanimously
approved.
10. COMMENTS FROM COMMISSIONERS:
A. Commissioner Corzine restated the need to have the
City's Recreation calendar coordinated with the School
District and other events planned throughout the City.
This need was evident at the last Teen Dance when there
was poor attendance because a football game was also
scheduled the same night.
B. Commissioner Godinez requested to place on the next
agenda discussion of forming a subcommittee to work with
staff to generate new ideas on how to promote and
advertise the Recreation programs and events.
C. Commissioner Torres requested staff to investigate the
irrigation system at City Hall /Community Center as
there is a lot of runoff into the streets after the
nightly waterings. As a personal request, he asked
staff to provide him with a list of the utility
companies involved in the dispute over widening Tierra
Rejada.

11. FUTURE AGENDA ITEMS:
For the October 22, 1990, meeting, the following items
were requested:
A. Revised Special Events Listing with adjusted budget
amounts.
B. Consider Appointing a Parks & Recreation Commission
Member to Serve as a Representative on the Youth
Dance Ad Hoc Committee.
C. Consider Forming a Subcommittee to Work with Staff
on Promoting and Advertising Recreation Programs.
For the November 12, 1990, meeting, the following items
will be re- addressed:
A. Consider Shelter Structure at Community Center.
B. Consider Resurfacing Basketball Court at North
Meadows and Glenwood Parks.
VICE CHAIRPERSON RADICH read her letter of resignation
effective October 8, 1990, to the Commission. She
stated that due to her personal extended working hours,
scheduled classes and out of town business trips, she could
not commit her personal time as she had done in the past.
She further recommended to the Commission and staff that an
orientation program for all new Commissioners be developed
which would include such items as how the budget works,
jurisdiction of the Commission, protocol system, history of
City parks, acreage, etc.
12. ADJOURNMENT:
MOTION: Vice Chairperson Radich moved and Commissioner
Torres seconded a motion for adjournment at 9:15 p.m. with
the Commission unanimously agreeing a Special Meeting shall
be held October 22, 1990.
