SPECIAL MEETING
Moorpark, California December 11, 1990
The Special Meeting of the Parks and Recreation Commission of
the City of Moorpark was held on Tuesday, December 11, 1990,
in the Council Chambers of City Hall of said City, located at
799 Moorpark Avenue, Moorpark, California.
4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL
PRESENTATIONS:
A.
Office to newly appointed Commissioners.
Debra Broussalian, Administrative Secretary,
administered the Oath of Office to the Parks and
Recreation Commissioners appointed by City Council
on November 21, 1990, to -wit: Ronald W. Corzine,
John R. Hall, Jr., Sandra G. Thompson and Chairman
Lynn Crockatt. Their terms shall be for two years
and will expire November, 1992.
1. CALL TO ORDER:
The Meeting was called to order at 7 :16 p.m. by Chairman
Crockatt.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Commissioner
Thompson.
3. ROLL CALL:
Present
Commissioners Ronald W. Corzine, John R. Hall, Jr,
Sandra G. Thompson and Chairman Lynn Crockatt.
Staff Present:
Steven Kueny, City Manager; Philip Newhouse, Director of
Community Services; and Debra Broussalian,
Administrative Secretary.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
6. PUBLIC COMMENTS:
None.

7. CONSENT CALENDAR:
A. Approval of the Parks & Recreation Commission
Minutes of October 8, 1990. Staff Recommendation:
Approve as presented.
MOTION: Commissioner Corzine moved and Commissioner Hall
seconded a motion to approve the Parks & Recreation
Commission Minutes of October 8, 1990, as presented.
Unanimously approved.
B. Receive Staff's Status Report of Citv Parks. Staff
Recommendation: Receive report and file.
C. Receive Revised FY 1990/91 Recreation Special
Events. Staff Recommendation: Receive report and
file.
D. Receive Report of Park Improvement Fund 05. Staff
Recommendation: Receive - • • • file.
MOTION: Chairman Crockatt moved and Commissioner Thompson
seconded a motion to approve the Consent Calendar Items B. Cr
and D as presented. Unanimously approved.
8. PUBLIC MEETING:
A. Consider Public Comments Related to Locations for
Picnic Shelters and Restrooms in Various City
Parks. Staff Recommendation: Direct staff as
deemed appropriate.
Robert D. Reece, 12305 Sunnyglen Drive, Moorpark,
presented and read a petition opposing a restroom
and picnic shelter at North Meadows Park.
Recommended the money needed for construction of
the above items would be better utilized if spent
on lighting for the park.
No other public comments were received by the
Commission.
At 7:50 p.m., the Commission recessed to view aerial
photographs of each park. At 8:02 p.m., the Commission
reconvened.
Staff briefed the Commission on the type of
restroom and picnic shelter structures proposed for
construction. Chairman Crockatt further stated
there would be extensive plants planted around the
restroom structures to deter graffiti.

The Commission reviewed the proposed sites for each
park and unanimously agreed with the locations of
restrooms and picnic shelters as presented by
staff.
MOTION: Commissioner Corzine moved and Commissioner Hall
seconded a motion to receive and file staff's report on the
proposed restroom and picnic shelter locations for the park
sites with no further comments on the project from the
Commission. Unanimously approved.
9. DISCUSSION /ACTION ITEMS:
A. Consider Shelter Structure at Community Center.
Staff Recommendation: Direct staff as deemed
appropriate.
The Commission received public comments from Dee
Talley, 306 McFadden, Moorpark. She requested the
Commission move forward with construction of a tot
lot and picnic shelter at the Community Center as
the downtown area of Moorpark does not have any
park facilities, and they are needed.
Commissioner Hall questioned Mrs. Talley as to
whether there would be support from the downtown
area to have fundraising activities to fund such
facilities. Mrs. Talley indicated the City should
provide the facilities not the downtown people.
Commissioner Thompson stated she agreed with Mrs.
Talley's position. Chairman Crockatt stated he
would support construction of such facilities if
they were funded from Community Park funds and not
the Neighborhood Park funds of the Downtown zone.
At 8:48 p.m., the Commission recessed to view possible sites
around the Community Center for tot lot and picnic shelter
structures. At 9:01 p.m., the Commission reconvened.
Two sites were considered; the large grass area
surrounded by parking lots in front of the
Community Center and the area in back of the
Community Center where the City's storage bins,
trash bins and street sweeping debris are located.
Safety was a concern if the area in front of the
Community Center was selected; and security and
where to relocate the City's storage bins are a
concern if the site location in back of the
Community Center is selected.

Commissioners Hall and Thompson volunteered as the committee
to work with staff on this issue. Commissioner Hall will
serve as the Chairperson of the committee. The committee
will meet with the Director of Community Services on December
14, 1990, and forward a recommendation to the Commission at
their January meeting. Unanimously approved by the
Commission.
B. consider Resurfacing Basketball Courts at North
Meadows and Glenwood Parks. Staff Recommendation:
Continue item to January meeting.
BY UNANIMOUS CONSENT, the Commission continued the item to
its January meeting.
C. Consider Forming a Subcommittee to Work with Staff
on Promoting and Advertising Recreation Programs:
Staff Recommendation: Direct staff as deemed
appropriate.
Commissioner Corzine stated Shelly Shellabarger,
Recreation Supervisor, was doing an excellent job
promoting the City's recreation programs.
Commissioner Thompson suggested posting recreation
flyers and information in a bulletin board at Peach
Hill Park. Chairman Crockatt will pursue working
with the Moorpark Unified School District to allow
the City placing handouts at their school
facilities.
BY UNANIMOUS CONSENT, the Commission received and filed
the report.
D. Consider Appointment to Cinco De Mayo Committee.
Staff Recommendation: Appoint two members to the
Cinco De Mayo committee.
Commissioner Corzine and Chairman Crockatt volunteered as the
Cinco De Mayo Committee members, and they shall invite Mr.
John Torres and Mrs. Teresa Godinez (past Commissioners) to
serve with them. Unanimously approved by the Commission.

E. Consider Attendance at 43rd Annual California &
Pacific Southwest Recreation & Park Conference.
Staff Recommendation: Direct staff as deemed
appropriate.
All Commission members will attend the conference and travel
by airplane. The Commission requested staff to place this on
the December 19 City Council agenda for approval.
F. Consider Installation of Sand Volleyball Court.
Staff Recommendation: Direct staff as deemed
appropriate.
Chairman Crockatt recommended tabling this item
until next fiscal year's budget and consider it as
a capital improvement item. He also requested
monitoring the use of the courts at Glenwood Park.
BY UNANIMOUS CONSENT, the Commission tabled this item.
10. COMMENTS FROM COMMISSIONERS:
A. Commissioner Hall stated he is investigating the
potential of having a City -wide summer recreation
program in the parks.
B. Commissioner Corzine welcomed Commissioners Hall
and Thompson to the Commission.
C. Chairman Crockatt also welcomed Commissioners Hall
and Thompson to the Commission.
11. FUTURE AGENDA ITEMS:
For the January 14, 1991, Meeting, the following items
were requested:
