{ A RESOLUTION OF THE MOORPARK PLANNING COMMISSION
OF THE CITY OF MOORPARK, CALIFORNIA, REGARDING
TRAFFIC LEVEL OF SERVICE.
THE PLANNING COMMISSION MAKES THE FOLLOWING FINDINGS:
A. The arterial streets and highways within the City
of Moorpark are congested and highly traveled.
B. The incremental development of residential, commercial,
and industrial projects in the City of Moorpark have contributed
additional traffic within the City, causing additional congestion
and heavy traffic on throughfares and intersections.
C. The additional development approved and not yet
constructed will generate additional traffic which will have difficulty
accessing City streets and highways due to the existing and anticipated
congestion and heavy traffic on Los Angeles Avenue. Many left hand
movements will be extremely difficult and hazardous.
D. In order to ensure safe and orderly traffic movements,
a safe Level of Service must be established at intersections throughout
the City.
THE PLANNING COMMISSION OF THE CITY OF MOORPARK RESOLVES
AS FOLLOWS:
SECTION 1. The Planning Commission also recommends
that the City Council initiate all appropriate actions, including
direct personal contact with appropriate State Legislators and
Officials, including ranking Policy- Making Officials of the Department
of Transportation, in order to secure all necessary cooperation
and related approvals so as to reduce the impact of State Highway
traffic on the community.
