A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF MOORPARK, CALIFORNIA, RECOMMENDING
CITY COUNCIL CERTIFICATION OF THE FINAL
ENVIRONMENTAL IMPACT REPORT AS ADEQUATE,
PURSUANT TO THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT, FOR WESTLAND COMPANY RESIDENTIAL
PROJECT (GPA -90 -1, Z -90 -2, TR -4726, TR -4738,
RPD -90 -21 RPD -90 -3, AND RPD -90 -4)
WHEREAS, applications have been filed by Westland Company for
the above referenced entitlement to allow construction of a total
of 285 dwelling units (110 single - family and 175 multi - family) on
property located south of Los Angeles Avenue, west of Liberty Bell
Road, and east of Maureen Lane (APN's: 506 - 030 -135, 145, 155, 165,
and 180); and
WHEREAS, the Final Environmental Impact Report (EIR) for the
Westland Company Affordable and Market Rate Single- and Multi -
Family Housing Development (SCH No. 90010306) provides an
environmental assessment of the proposed project in accordance with
the California Environmental Quality Act (CEQA) and State CEQA
Guidelines; and
WHEREAS, public notice of the availability and distribution of
the Draft EIR was provided in compliance with CEQA for the above
referenced entitlement permits; and
WHEREAS, at duly noticed public hearings on February 19 and
April 1, 1991, the Planning Commission received public testimony
regarding the adequacy of the Draft EIR; and
WHEREAS, the Planning Commission closed the public hearing for
the Draft EIR at its meeting of April 1, 1991, and reached its
decision to recommend certification of the Final EIR;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
MOORPARK, CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. A Final EIR has been completed in compliance with
CEQA (Division 13 of the Public Resources Code of the State of
California). The Planning Commission has received and considered
the information contained in the Final EIR and has found that this
document adequately addresses the environmental effects of the
proposed project.

SECTION 2. The Planning Commission recommends that the City
Council certify the Final EIR for the Westland Company Affordable
and Market Rate Single- and Multi - Family Housing Development.
