A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
MOORPARK, CALIFORNIA, RECOMMENDING APPROVAL TO THE CITY
COUNCIL FOR VESTING TENTATIVE TRACT MAP NOS. 4785 AND
4786 ON THE APPLICATION OF C.T. FINANCIAL (ASSESSOR
PARCEL NOS. 500 -35 -034, 500 -35 -041, 500- 55 -15, 500- 35 -31,
512 -15 -60 AND 513- 05 -11)
Whereas, at a duly noticed public hearing on December 16,
1991 and January 6, 1992, the Planning Commission considered the
application filed by C.T. Financial requesting approval of the
following:
Vesting Tentative Tract Map No. 4785, which consists of the
northern portion of the Carlsberg Specific Plan, contains
approximately 206.49 acres. This subdivision contains the
following lots; and
Vesting Tentative Tract Map No. 4786, which consists of the
southern portion of the Carlsberg Specific Plan, contains
approximately 287.56 acres. This subdivision contains the
following lots:

southern portion of the Carlsberg Specific Plan, contains
approximately 287.56 acres. This subdivision contains the
following lots:

Whereas, the Planning Commission after review and
consideration of the information contained in the staff report, the
the Final EIR prepared for the Carlsberg Specific Plan, the
Mitigating Reporting and Monitoring Program and testimony, and has
found that the environmental effects discussed in the EIR prepared
for the Carlsberg Specific Plan and the environmental effects of
these proposed subdivisions are sufficiently similar to warrant the
subsequent use of the EIR, that the EIR for the Carlsberg Specific
Plan pursuant to Section 15162 of the California Environmental
Quality Act Guidelines, and certify that this body has reviewed and
considered the information contained in the EIR and the Mitigation
Monitoring Program prepared for these entitlement projects prior to
making a recommendation to the City Council for approval of the
Vesting Tentative Tract Maps will not have a significant adverse
effect on the environment, and has reached its decision on this
matter; and
Whereas, at its meeting of December 16, 1991 and January
61 1992, the Planning Commission opened the public hearing, took
testimony from all those wishing to testify, and closed the public
hearing on January 6, 1992; and
Whereas, the Planning Commission continued the hearing to
from December 2, 1991, to December 16, 1991 and to January 6, 1992,
and directed staff have the City Attorney review Mr. Camps
statements and for staff to report the City Attorneys comments to
the Planning Commission, to allow staff to revise the draft
conditions of approval as agreed to between the applicant and staff
and to allow staff an opportunity to continue to resolve
outstanding issues with the applicant verbiage changes.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
MOORPARK, CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. Pursuant to the provisions of the California
Environmental Quality Act (Division 13 of the Public Resources Code
of the State of California {beginning at Section 21000}), the
Planning Commission of the City of Moorpark has determined that the
environmental effects discussed in the EIR prepared for the
Carlsberg Specific Plan and the environmental effects of these
proposed subdivisions are sufficiently similar to warrant the
subsequent use of the EIR, that the EIR for the Carlsberg Specific
Plan pursuant to Section 15162 of the California Environmental
Quality Act Guidelines, and certify that this body has reviewed and
considered the information contained in the EIR and the Mitigation
Monitoring Program prepared for these entitlement projects prior to
making a recommendation to the City Council for approval of the
Vesting Tentative Tract Maps.

SECTION 2. The Planning Commission hereby adopts the
findings in the staff report dated December 2, 1991, and said
report is incorporated herein by reference as though fully set
forth.
SECTION 3. The Planning Commission does hereby find that
the aforementioned projects are consistent with the City's General
Plan and the Carlberg Specific Plan.
SECTION 4. That the Planning Commission hereby
recommends to the City Council conditional approval of Vesting
Tentative Tract Map Nos. 4785 and 4786 on the application of C.T.
Financial subject to compliance with all of the attached conditions
attached hereto as Exhibit A. The action of the foregoing
direction was approved by the following roll vote:
AYES: Commissioners Brodsky, Torres, May, Miller and
wesner.
NOES: None.
ABSTAIN: None.
ABSENT: None.
PASSES, APPROVED, AND ADOPTED THIS 6TH DAY OF JANUARY, 1992.
