A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
MOORPARX, CALIFORNIA RECOMMENDING TO THE CITY COUNCIL APPROVAL
OF GENERAL PLAN AMENDMENT 96 -1 FOR A CHANGE IN THE LAND USE
DESIGNATION OF THE GENERAL PLAN FROM HIGH (H) (HIGH DENSITY
RESIDENTIAL 7 DU /ACRE MAXIMUM AND VERY HIGH DENSITY (VH)(15
DU /ACRE MAXIMUM) TO H AND ZONE CHANGE NO. 96 -2 FOR A CHANGE IN
THE ZONING DESIGNATION FROM RPD (RESIDENTIAL PLANNED
DEVELOPMENT) 13 and 5.3 TO RPD 8.7 ON 35.23 ACRES OF LAND ON
THE SOUTH SIDE OF LOS ANGELES AVENUE IN THE VICINITY OF SHASTA
AND GOLDMAN AVENUES ON THE APPLICATION OF PACIFIC COMMUNITIES
BUILDERS, INC.
WHEREAS, at a duly noticed public hearing on April 14, 1997, the
Planning Commission considered the application filed by Pacific
Communities Builders, Inc. for approval of the following:
General Plan Amendment No. 96- - for a change in the Land Use
Designation of the Land Use Element of the General Plan from to
amend the Land Use Element of the General Plan from High (H) (High
Density Residential 7 du /acre maximum and Very High Density (VH)(15
du /acre maximum) to H.
Zone Change No. 96 -2 - for a change; and for a change in the zoning
designation from RPD (Residential Planned Development) 13 and 5.3
to RPD 8.7
WHEREAS, at its meeting of April 14, 1997, the Planning Commission
opened the public hearing, took testimony from all those wishing to
testify, and closed the public hearing; and
WHEREAS, the Planning Commission, after review and consideration of
the information contained in the staff report dated March 4, 1997 and
testimony, has made a recommendation to the City Council.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF MOORPARK,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. The Planning Commission determined that the impacts for
General Plan Amendment No. 96 -1 and Zone Change No. 96 -2 are
substantially the same addressed in the Environmental Report (EIR)
prepared in 1991 for the Land Use and Circulation Elements of the General
Plan, and in the EIR prepared for Residential Planned Development 90 -2
and 90 -3 for the Westland Residential Housing Project during 1990.

SECTION 2. That the Planning Commission recommends to the City
Council a change in Land Use Designation to H (High Density Residential
7 du /acre).
SECTION 3. That the Planning Commission recommends that the zoning
for the entire parcel of land be changed from RPD (Residential Planned
Development) 13 and 5.3 to RPD 8.7.
The action of the foregoing direction was approved by the following roll
call vote:
AYES: Commissioner Miller, Acosta, Lowenberg, Norcross;
NOES: Millhouse.
PASSED, APPROVED, AND ADOPTED THIS 14TH DAY F APRIL, 1997
