ITEM 2--L MINUTES OF THE PARKS AND RECREATION COMMISSION Moormark, California JUNE 6, 1994 The regular meeting of the Parks and Recreation Commission of the City of Moorpark was held on Monday, June 6, 1994, in the Council Chambers of City Hall of said City, located at 799 Moorpark Avenue, Moorpark, CA 93021. 1. CALL TO ORDER: Vice -Chair Stratton called the Meeting to order at 7 :10 p.m. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Commissioner Ulis- Judd. 3. ROLL CALL: Present: Commissioners Sandra G. Thompson, Ginger Stratton, Arlene Butler, Debra Ulis -Judd. Chair Hall was absent. Staff Present: Christine Adams, Director of Community Services, and Rene Mayfield, Administrative Secretary. 4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS: None. 5. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 6. PUBLIC CATS: None. 7. CONSENT CALENDAR: A. Approval of the Parks and Recreation Commission Minutes of May 2, 1994. Staff Recommendation: Approve as presented. MOTION: Commissioner Thompson moved to apL --ove the report as presented. Commissioner Butler seconded. The Motion was carried 4 to 0. Chair Hall was absent. 8. B. Park Status Report - May. Staff Recommendation: Receive and file the report. Commissioner Ulis -Judd told staff that there were splinters in the wood play equipment at Peach Hill Park. Chair Hall arrived at 7:12. MOTION: Commissioner Butler moved to receive and file the report. Commissioner Thompson seconded. Unanimously approved. DISCUSSION /ACTION ITEMS: A. Consider Special Event Report: Middle School Dance on June 3, 1994, (Oral Report) Staff Recommendation: Receive and file the report. Commissioner Thompson told the Commission that the success of the dance was due partly to Vickie McGowan and her daughter for distributing flyers. Commissioner Stratton said that she was glad to here that it was so successful. MOTION: Commissioner Thompson moved to receive and file the report. Commissioner Stratton seconded. Unanimously approved. B. Consider Park Names for Downtown Park Site and Villa Campesina Neighborhood Park Site. Staff Recommendation: Direct staff as deemed appropriate. Commissioner Butler said that she supported Villa Campesina as the name for that neighborhood park because it was the name the neighborhood wanted. Commissioner Stratton concurred with Commissioner Butler because she too felt the neighborhoods wishes should be considered. MOTION: Commissioner Bulter moved to submit the name Villa Campesina to the City Council as a recommendation. Commissioner Thompson seconded. Unanimously approved. Commissioner Stratton reiterated her suggestion of Riley Spencer, Jr. Park as the name for the downtown park. Commissioner Thompson concurred with Commissioner Stratton and said that she felt it was appropriate. Commissioner Butler suggested the name Poindexter Park. Commissioner Ulis -Judd agreed with Commissioner Stratton because of the impact the Spencer Family had on Moorpark before it incorporated. MOTION: Commissioner Stratton moved to submit the recommended names Riley Spencer, Jr. Park and Poindexter Park to the City Council with emphasis on Riley Spencer, Jr. Park. Commissioner Thompson seconded. Unanimously approved. 9. ANNOUNCEMENTS/FUTURE AGENDA ITEMS: The Commission requested the following agenda items for future meetings: Some Budget Items for the Joint City Council /Parks & Recreation Commission Meeting. Arroyo Vista Grand Opening Report Commissioner Thompson to provide report on meeting hosted by the City of Oakland that she attended. Presentation to Moorpark Girls Softball for work donated at North Meadows Park. Meet with Recreation staff to review recreation programming. Camp Moorpark Report /Update. 10. HALL, JR., CHAIR MINUTES OF THE JOINT MEETING I1 E M `' OF THE CITY COUNCIL AND PARKS AND RECREATION COMMISSION Moorpark, California June 13, 1994 A Special Joint Meeting of the City Council and the Parks and Recreation Commission of the City of Moorpark was held on June 13, 1994 in the Council Conference Room of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Lawrason called the City Council meeting to order at 6:45 p.m. Chairman Hall called the Parks and Recreation Commission to order at 6:45 p.m. 2. ROLL CALL: Present: Councilmembers Montgomery, Perez, and Mayor Lawrason Commissioners Ginger Stratton, Debi Ulis -Judd, and Chairman John Hall Absent: Councilmembers Hunter and Wozniak Commissioners Butler and Thompson Staff Present: Steven Kueny, City Manager; Christine Adams, Director of Community Services; and Dorothy Vandaveer, Deputy City Clerk Mayor Lawrason stated that Councilmember Hunter was absent because he was on duty with the Los Angeles County Sheriff's Department. 3. PUBLIC COMMENT: None. 4. ACTION /DISCUSSION: A. Discussion of the 1994/95 Goals and Objectives and Draft Budget for the Community Services Department. Commissioner Stratton noted that the Commission would benefit from feedback as to why certain items they have recommended for the budget in the past have been deleted. She said it would help the Commission make better decisions if they knew the guidelines that- the City Council uses in making the deletions. Minutes of the Joint Meeting of the City Council and Parks and Recreation Commission Moorpark, California Page 2 June 13, 1994 In response to Commissioner Stratton, Mayor Lawrason indicated that final budget decisions are based on the total picture of budget demands and that the reasoning may not always be obvious to those less involved in the budget process. Mr. Kueny said that City staff will communicate more effectively with the Commission regarding items that are deleted from the budget. Chairman Hall stated that during budget time he thinks the Commission should make the Council aware of needs in the community so they can be considered. Commissioner Ulis -Judd asked about the status of erecting a wall where the street ends at Griffin Park. She asked if the City is going to put in a wall there so it can made into parking or to extend the use of the park. In response to Commissioner Ulis -Judd, Mr. Kueny said that the most recent discussion was to take the property that is contiguous to the park portion of that abandoned street with a concern for the potential for cars going off the ramp and being sure there was a fence at the bottom to prevent them from entering the park area. Mr. Kueny continued by saying it is still incumbent on the Commission to study the vacation of College View Drive and to make recommendations on what should be done with that. Commissioner Ulis -Judd commented that Griffin Park is one of the worst parks to accommodate parking of users. Mr. Kueny said the City Council will consider a resolution on Wednesday evening to prohibit parking along Campus Park Drive on the north end of the park and require residents to park in there. He said the Commission needs to review this and develop a plan and retain money in that zone for improvements. Mr. Kueny said the City Engineer can visit one of the Parks and Recreation Commission meetings to discuss the issue with the Commissioners. Mr. Kueny continued by stating that many of the zones in the City have received the maximum amount of funding that will come from the development community. He noted that the Commission could request from the City Council a portion of the $119,000 at Arroyo Vista Community Park to Minutes of the Joint Meeting of the City Council and Parks and Recreation Commission Moorpark, California Page 3 June 13, 1994 be used for the Country Trail Park. Mr. Kueny said that this meeting is the opportunity for the Parks and Recreation Commission to explain to the City Councilmembers why they have placed rollerhockey as one of their highest priorities in the budget. Christine Adams explained that the President of the Tri- Valley Hockey League has told her that ten to fifteen percent of his 400 participants are from the Moorpark area. These participants are travelling from Moorpark to Agoura to play rollerhockey because no facilities exist in Moorpark. She said the Commission believes that information helps justify the need within the City. Commissioner Stratton noted that rollerhockey is a good revenue source for the City and she wants children in Moorpark to be able to play the sport when they desire to do so. She said the effort to build a state of the art facility would need to be cooperative with another group for financing. Chairman Hall provided a description of the proposed rollerhockey court. He said he believes it is a consensus of the Parks and Recreation Commission that there is a need and desire in the community for the construction of a court. Commissioner Butler joined the meeting. The time was 7:30 p.m. Councilmember Montgomery said funding for lighting should be deferred because of the extreme expense of that as a budget item. He said the needs of the children using the rollerhockey court should be met first, then later consider the adult needs and expense of using it at night. Mr. Kueny clarified that after the City recoups its direct cost from the use of the rollerhockey court, the revenues would be put back into that zone's fund balance. Other budget needs that were discussed were two more ball fields, a permanent concession stand and more tennis courts, a pavilion to provide shade at the Arroyo Vista Community Park, and a cultural bowl perhaps in the downtown park. The Commission members present agreed Minutes of the Joint Meeting of the City Council and Parks and Recreation Commission Moorpark, California Page 4 June 13, 1994 that the roller hockey court is needed more than additional tennis courts. Councilmember Montgomery said he wants to see more definitive information regarding the cost, construction and scheduled use of the proposed roller hockey court. Regarding the specific Goals and Objectives for the Community Services Department, Commissioner Ulis -Judd said that Adopt -A -Park needs to be elevated in priority from one star ( *) to two stars ( * *). She continued by explaining the approach is to have foundations or donors help fund items that are needed in the parks and facilities. Discussion of the Roles, Duties and Responsibilities of the Parks and Recreation Commission. Mayor Lawrason asked for comments regarding this item. Commissioner Hall provided the City Councilmembers with a copy of a document entitled "Purpose of the Advisory Commission" which he had received from a seminar. Mayor Lawrason indicated that he will review it as it appears to have merit. C. Consider Sponsor /Donation Board for Arroyo Vista Recreation Center. Commissioner Hall introduced the idea that the Commission would like to see some kind of a donor board for names of those who donate to the facilities at the parks. Councilmember Perez suggested that a donor board could be placed at each facility as a way of recognizing those who have contributed to that specific one. Mr. Kueny said the Commission should develop some criteria and to explore what the City of Simi Valley did with regard to this subject. In response to Commissioner Ulis -Judd, Mr. Kueny explained that the recreation Fund is being eliminated in the FY 1994/95 budget and is going to the General Fund. He said staff time is being accounted for by project, special events, etc., so it will be more easily tracked. Mr. Kueny added that recommendations for revenue producing programs can be made to the City Council by the Parks and Recreation Commission. Memorandum ITEM — Parks & Recreation Commission From: Chris Adams, Director of Community Services Prepared by: Dale Sumersille, Recreation Supervisor Date: August 15, 1994 Re: Consider Program Proposal - "Moorpark Music Festival" Staff is proposing a new Teen activity to be done in conjunction with Rancho Simi Recreation & Park District and the Moorpark College Grooven Club. The name of the event has been called "Moorpark Music Festival". The main purpose(s) of the event are: 1) to conduct an event for teens that is planned and promoted by teens for the purpose of increasing their awareness of local businesses, agencies and activities that serve this age group. 2) to provide a teen network and resources that serve this age group 3) to provide and promote Moorpark teens with positive leisure choices 4) to kick off "red ribbon week festivities" The Music Festival will feature live bands, live demonstrations, a job fair, exhibit booths, food and game booths and a raffle. Local organizations that provide resources and services to the teen population will be invited to join the festival, by having a booth at the event. The proposed date is Saturday, October 15th, from 10:00 am to 5:00 PM at AVRC. The intent is to have one main stage and a smaller stage alternating demonstrations and entertainment - with the booths in the middle, and a lawn area in front of each stage area as seating. The Moorpark College Grooven Club (Peace Productions) is committed in getting the bands (all will perform for free) and assist in the advertising and production of the event. Staff from Rancho Simi Recreation & Park District and Moorpark staff (Dale Sumersille) would work on the other logistics (vendors, schedule of the day, school contacts etc.) of the event. Moorpark and Rancho Simi staff have proposed to the group that the event should be scheduled in the fall, in October - this way: 1. clubs and groups from the high and middle school involved 2. advertise the event through the schools, local churches, youth clubs and homeowners associations. 3. be a part of "red ribbon" festivities in October The following costs have been identified at this time in addition to staff time & postage: 1) additional stage set up - approximately $600 2) refreshments for entertainers 300 Staff recommendation: Receive and file the report Memorandum From: Dale Sumersille, Recreation Supervisor Date: June 8, 1994 Re: Teen Survey Results (from 6/3 dance) The following results are from teens who attended the Farewell Dance on June 3, 1994. There were a total of 80 surveys completed. The teens completing the survey ranged in age from 11 to 14 years of age. Once the programs are set - I will be preparing press releases and flyers (to those who attended the dance, and completed the survey) as well as sending word about the new teen programs to local churches, chamber, and home owner associations. Staff prepared a report for the City Council identifying Riley Spencer Jr. Park and Poindexter Park as the two alternative names proposed by the Commission. After much discussion, the City Council put forth several other suggestions such as Memorial Park and Milagro Park. The City Council has requested that the Commission hear from the residents of the downtown area and select another name to propose based on this public testimony. Staff has sent out a notice to all residents living in the north west section of the City, specifically those homes north of High Street along Charles Avenue, those homes south of High Street, between Spring and Moorpark Avenue and north of Los Angeles Avenue, those homes immediately adjacent to Chapparal Middle School, and the homes to the west of Gisler Field. The notice invites interested persons to come and provide input to the Commission at tonight's meeting. Staff has tried to work with the homeowners of the area and the soccer organizations, but the problems continue to persist. The Sheriff's Department has also been involved, and has tried to work with both parties to resolve this situation. It should be noted that the disturbance has not always been caused by an organized soccer program, and in many cases, are informal games by other city residents. With the installation of five soccer fields at Arroyo Vista Community Park, staff does not see a need to keep the permanent soccer goals at Campus Canyon Park. Organized and informal teams and groups could still hold practices or unofficial games without the soccer goals. Staff feels that the removal of the goals at this time would relieve the current situation with the adjacent homeowners. Staff is also considering planting a row of dense trees at the north end of the soccer field. Once the trees are established and provide a suitable screen to the homes, staff may consider replacing the goals. This equipment has been of concern to the Parks and Recreation Commission for some time. The current design includes transfer platforms which are difficult to maneuver by children under the age of 5. Rather than attempt a retrofit of the equipment, which might alter the original design and compromising the integrity of the structure, staff has recommended that the entire tiny tot equipment be removed and replaced with a structure that is especially designed for preschool aged children. GameTime Recreation Equipment manufacturers, who have installed play equipment for other city parks in Moorpark, have prepared a design for a play structure which will complement the larger, existing structure in color and shape, yet will be age specific for under 5 years of age. An aerial view of the play equipment is attached, and a catalogue with photographs of the components will be available at the meeting. The proposed design, with ADA approved Fibar surfacing for a portion of the play area, will be within the budgeted amount. The event featured family games and prizes, live entertainment and a BBQ. Prior to the live entertainment, the American Legion coordinated a commemoration ceremony honoring veterans of W.W.II. The city purchased sodas and candy which were sold at the event. SUMMARY Overall, this event was very successful, though attendance, as in past years, was low.
