Parks and Recreation Commission meeting.

The Parks and Recreation Commission will tour City Parks on Saturday, October 14, 1995,
beginning at 3:00 pm, departing from Arroyo Vista Park.
The 2nd Annual Teen Music Festival will be held on Saturday, October 7, 1995, at Arroyo
Vista Community Park.
Halloween Trick or Treat Village will be held on Saturday, October 28, 1995, at Arroyo
Vista Community Park.
The First Annual Senior Citizens Expo will be held at the Community Center on October
28, l 995.
10. ADJOURNMENT: The next meeting of the Parks and Recreation Commission will be

1. CALL TO ORDER:
Chair Butler called the meeting to order at 7:05 p.m.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Commissioner
Thompson.

MOTION: Commissioner Hartley moved to approve the Consent
Calendar, pulling Item 7.0 for discussion.
Commissioner Badoud seconded. The motion was
carried 5 -0.
Commission and Director Adams discussed the status
of Arroyo Vista Park's construction.
Commissioner Hartley expressed concern regarding
two issues at Arroyo Vista Park. The first was the
signs on the gates regarding the well water. They
need to be changed to clarify that only the well
water is impotable, not any of the water used by
the public.
The second issue that was clarified for
Commissioner Hartley was that there would be
accommodations such as the restroom and drinking
fountains open to the public at all times when the
roller hockey rink was in use.
Commissioner Badoud and Director Adams discussed
future plans regarding additional parking at Arroyo
Vista Park.
Commissioner Hall questioned the rules of park
reservations and would like to review and perhaps
revise rules at the next meeting.
MOTION: Commissioner Badoud moved to receive and file the
report. Commissioner Thompson seconded. The
motion was carried 5 -0.
8. DISCUSSION /ACTION ITEMS:
A. Consider Desian Alternatives for Playground
Barriers at Tierra Rejada Park, Staff
Recommendation: Direct Staff as deemed appropriate.
Director Adams reviewed the design and cost of
three alternatives that could be considered by the
Commission. Commission and Director Adams stated
that the fact that there are no park improvement
funds in the Mountain Meadows zone must be
considered.
Chairman Butler introduced Mrs. Vickie Moreno,
President of the Moorpark MOMS Club.

Mrs. Moreno explained that the MOMS Club met on a
regular basis at Tierra Rejada Park and it is of
their opinion that a fence of some type is quite
necessary, extending the length of the park on
Mountain Trail Street. Any other type of barrier,
such as planting shrubs around the west end of the
play area would not be a sufficient deterrent. Mrs.
Moreno stated that the play equipment is too close
to Mountain Trail Street and the children have
direct access to the street. Mrs. Moreno stated
that if money was the only issue stopping the
fence, The MOMS Club would find a way to help out.
Chairman Butler suggested that since two new parks,
Country Trail Park and Poindexter Park, would soon
be an option for The MOMS Club's meetings, a
barrier should be postponed until a later time and
then the situation be reviewed.
Commissioner Thompson is not in favor of any type
of barrier. A park is designed to be open to the
public and a fence would be too restrictive. It
would also affect the visibility that is necessary
for patrolling the area.
Commissioner Hall stated that in his opinion this
improvement could only be done once the City sees
the monetary impact of the new shopping center and
the new housing tracts in the area and how it will
affect the Mountain Meadows zone fund.
Commissioner Hartley did not support any of the
proposals presented. He suggested The MOMS Club
try and schedule their weekly meetings at alternate
parks in their area. He has already received
several phone calls from concerned citizens who do
not want a barrier cutting them off from entering
the park from Mountain Trail Street.
Commissioner Badoud also does not endorse a fence
or barrier. He does not feel it is just the
monetary problem, but also the problem of closing
off the park. Commissioner Badoud also suggested
that The MOMS Club try other parks in their area
and in six months Commission will review this issue
again.

MOTION: Commissioner Badoud moved to reject all design
alternatives recommended for a Tierra Rejada Park
barrier, and to review the issue in six months,
after the two new park have been in use, as an
alternative for Tierra Rejada Park. Commissioner
Hall seconded. The motion was carried 5 -0.
B. Consider Special Event Report: Summer Concerts in
the Park. Staff Recommendation: Receive and File
the Report.
Director Adams gave a brief summary of the Concerts
and stated she has received a very good response
from the public. The attendance was quite good and
staff would like to continue as long as outside
funding is available.
All the Commissioners agreed that the this event
went very well and would also like to continue next
summer, adding to the number of concerts if funding
is available.
Commissioner Hall would like letters of
appreciation to be sent to each contributor.
MOTION: Commissioner Badoud moved to receive and file the
report. Commissioner Thompson seconded. The motion
was carried 5 -0.
C. Consider Special Event Report: Teen Raging Waters
Trip. Staff Recommendation: Receive and File the
Report.
Director Adams stated that we had 19 participants
from Moorpark. This event was a cooperative trip
with the City of Calabasas and the City of Agoura.
It went well and staff suggests that we continue
with combining more teen events with neighboring
cities.
Commission all agreed that they would like to see
more teen programs and trips, and are also pleased
that all three cities worked together to make this
a success. Recreation Leader, Dale Sumersille was
commended on how well the trip went and the effort
that she contributes to the teen programs.

carried 5 -0.
Consider Special Event Report: Labor Day In The
Park, Staff Recommendation: Receive and File the
Report.
Director Adams explained this was the first year
that the City had sponsored this event and staff
was notified on very short notice, less than a
month, that MYAC could not sponsor this year.
Recreation Supervisor, Shelly Shellabarger did an
excellent job coordinating and the event went well.
Staff recommended that the budgeted amount for the
Labor Day event be moved to the July 3rd event to
increase activities to better include all age
groups.
Commissioner Badoud and Commissioner Hartley both
promoted Labor Day in the Park and would like to
see it continue. Commissioner Badoud would like
feedback from the public and City organizations
with their view on keeping this event or combining
with July 3rd. Commissioner Hartley would like
more information for discussion before making his
decision to combine the two events.
Commissioner Thompson stated that she also received
positive feedback on this event and commended
Shelly Shellabarger on the excellent job she did.
She is in favor of combining the two events. It is
her opinion that the City has a sufficient number
of other events year round to accommodate the
public.
Commissioner Hall also requested more detailed
information on what would be added to the July 3rd
event before making a decision to cancel the Labor
Day picnic.
Chairman Butler was pleased this event had been
moved from Peach Hill Park to Arroyo Vista Park due
to Arroyo Vista providing more available parking.
She also requested a detailed report before
deciding to combined the two events.
Commission thanked all volunteers who donated their
time and energy to make this a event a success.

in the Country Days Parade. Commissioner Hartley
has committed to another group which will also be
in the Parade.
F. Consider Date for Fall Park Tour, Staff
Recommendation: Select a date in September or
October.
Commission decided on October 14, 1995 at 3:00 pm
for Park Tour. They will be meeting at Arroyo
Vista Park.
9. ANNOUNCEMENTS / FUTURE AGENDA ITEMS:

reservations.

SUBJECT: Consider Park Reservation Procedures.
Attached for your information is the Community Services Department
Park Facility Reservation Permit. This two sided document
provides residents with the form to reserve a picnic shelter, ball
diamond, basketball court, tennis court, or soccer field, and also
provides the residents with a listing of park rules and
regulations.
The rules and regulations are designed to provide direction on
what is allowable by the City in the parks, which is part of the
City's Municipal Code, and also provides additional guidelines
established by the Community Services Department specific to
making reservations.
In the past, the Community Services staff set a seven day in
advance reservation policy. This policy was established because
the City had only one part time staff member who was responsible
for cleaning up picnic shelters and posting reservation notices.
As the Department's staff has increased, primarily due to the
operations of Arroyo Vista Recreation Center, this policy may not
be needed any longer.
Staff would still recommend that reservations for weekend use be
made no later than by the Wednesday prior to the event by 5:00
p.m.
Park reservation fees are established by the City Council by
resolution and were updated in 1994.

SUBJECT: Consider Council Request to Study Revisions to Arroyo
Vista Community Park Master Plan.
BACKGROUND
The City Council adopted the goals and objectives for the City
in August, 1995. As part of the objectives for the Community
Services Department, the Council directed that staff "develop a
proposed funding plan and recommended priorities for completion
of Arroyo Vista Community Park and reconcile phasing plans with
conceptual master plan."
DISCUSSION
Since the Arroyo Vista Community Park Master Plan (see attached)
was adopted there have been some significant changes in the
City, which may require that the adopted design be reconsidered.
In addition, the City Council has approved changes to build out
of the park.
Since 1989, when the plan was adopted, the City has acquired
four new parks (Tierra Rejada Park, Mountain Meadows Park,
Country Trail Park, and Virginia Colony Park), which has
increased the amount of park land by approximately 20 acres.
The Arroyo Vista Community Park Master Plan indicated that
approximately 30 acres of the total 69 acres, would be utilized
for passive activity, such as picnicking and walking, including
a large lake in the center of the design.
Staff is of the opinion that the proposed lake may be a
maintenance and liability problem, and that there may be new
needs for the remaining 30 acres which have arisen since 1989.
Because of a possible shift in priorities in Moorpark, the
Council has determined that this is a primary objective for the
Community Services Department for this next year.
PARR PHASING
At buildout, (all 69 acres, developed per the adopted Park
Master Plan), the total cost of the park will be $16,134,018.
This is based on the estimates provided by BSI Consultants in
1988. A breakdown of the costs are in the attached copy of the
Park Master Plan.
The 1988 Master Plan divided the project by area, as a
recommendation of BSI, and was designed to spread out the costs
of the park over a period of time.
As park improvement funds for this park are limited, the Council
took action in 1992 to reduce the scope of the work in some
areas and to redefine the phasing plan. The actual park
construction, based on a modified Master Plan and done with the
architectural assistance of T.I. Maloney, Inc. in 1992, was
phased differently. This phasing was divided into two phases,
and included the Recreation Center and active recreation
facilities in the first phase and the passive open space area in
the second.
The following figures include all costs that are associated with
the construction of the park, to date, including the completion
of the Recreation Center and the recent site improvements.

This represents 24% of the estimate prepared in 1988 by BSI for
the entire 69 acre park.
PHASE I
Phase I includes: all infrastructure improvements for the west
36 acres of parkland, including water well irrigation, grading,
drainage, access road, and parking lots (3), park landscaping
for the west 36 acres of land, and construction of the
Recreation Center and 1/2 of the two -court gymnasium. This work
was completed in 1994, with the grand opening of the Recreation
Center in June of that year.
During 1994 and 1995, the City Council approved additional park
improvement funds for the construction of two softball fields,
sports lighting for one field, a playground, picnic shelter,
tables, benches, and barbecues, a restroom /concession building,
water and sewer extension to said restroom, and a multi -use
court. These improvements are almost completed, with the
restroom /concession building to be completed this fall.
Phase I Park Improvement Funds have also been used for other
capital costs at the park, due to unforeseen maintenance and
operational factors, such as the repair of the water well,
fencing for the water well, the oil treatment of the access road
to prevent dust, and the rail fence along the arroyo to limit
any motorized traffic from coming up from the arroyo onto the
park. The costs for these items were in an excess of $150,000,
mostly for the well and pump. These items are not part of the
original Master Plan, but are necessary improvements to the
park.
Other changes to the Master Plan included the multi -use court
improvement. The City Council took action to have a multi -use
court installed to address a need for a location for roller
hockey leagues in the City, and to provide a large concrete
surface for other possible uses in the future.
In summary, to date, the following improvements have been
completed or are funded and ready to complete, in Phase I:
• Completion of Phase I grading, irrigation, and
landscaping.
• Completion of Phase I of Arroyo Vista Recreation
Center, including westerly paved parking lot.

and ballfield lighting on south field.
• One playground area, with older children's play

• Large picnic shelter, with seating capacity of 50

Staff has identified Phase I as all improvements on the now
developed park land. Using this definition, there are still
some capital projects in this phase which have not been funded
(future estimated costs, where known, are listed):
• Second basketball court (gymnasium extension)
• Additional meeting room (s)*
• Fully equipped kitchen*
• Ballfield lights for north field ($55,000)
• Aquatics Facility ($2 million)
• Playground Equipment for Preschool Aged Children
($40,000)
• Paved Access Road ($30,000)
• Third Softball Field ($30,000)
• Third Softball Field Lights ($55,000)
* Specific future improvements to the Recreation Center are not
identified in the 1988 Master Plan, but are proposed additional
improvements to the Recreation Center.
These improvements are listed for the Commission's information,
to assist in identifying all future improvements for the park,
and not just focus on the undeveloped park land at this time.
PARKS AND RECREATION COMMISSION
The City Council has approved a process which will enable the
Commission to get comprehensive community feedback on Arroyo
Vista Community Park future improvements:
1) As a Commission, create a possible "wish list" of park
features and elements for further exploration. This list would
not necessarily be contingent upon available funding. Instead,
the list would consist of features that the Commission has
deemed important to include which, in their opinion, would best
meet the current and future needs of Moorpark.
2) Invite community residents, including representatives
from neighborhoods, community groups, and sports groups to a
future Commission meetings, to provide input as to perceived
recreational and leisure needs in Moorpark.
3) Take the "wish list" developed by staff and the
Commission and compare it to the feedback provided by the
community, and develop a merged list of features for
consideration. Some items or features may drop off the list at
this point in the process for lack of support by the Commission
and /or the public.
4) Staff will identify approximate costs of those
features still on the list, and provide this information to the
Commission. Staff will also endeavor to project anticipated
revenue for the Park Improvement Fund for community park
purposes to be received from anticipated development.
5) Utilizing the merged list with approximate costs, the
Commission will prepare a final recommendation of Phase II
improvements for the City Council to consider and prioritize.
The Commission should address how funding should be allocated,
based on an established priority list. For example, if the City
were to receive $200,000, should these funds be spent on a lower
priority item that is within that dollar amount, or saved for a
higher priority item, that will cost more?
Part of this step would be to also consider phasing the
construction of various elements, depending on available
funding. Interim improvements may also be considered at this
point.
6) Upon development of a final priority list, the City
Council may consider contracting with a landscape architect to
develop a new conceptual design for the undeveloped 30 acres of
the park, and /or a design for the additional improvements in
Phase I, depending on the outcome of the public meetings and the
prioritized list of improvements.
Staff has prepared this report to introduce the subject to the
Commission. Staff recommends that the Commission bring their
individual park improvement priority lists for Arroyo Vista
Community Park for discussion. At the meeting of November 6,
staff will provide the commission with a consolidated list and
will publicize a public meeting on this topic.
RECOMMENDATION
Prepare a list of future park improvements, and direct staff to
advertise a public meeting for November 6, 1995, at the next
Parks and Recreation Commission meeting.
