ANNOUNCEMENTS / FUTURE AGENDA ITEMS:
The City's Recreation Celebration - "Spring Into Summer" is being held on June 1 from 11
am - 6 pm at Arroyo Vista Community Park. The free event will feature demonstration,
activities, games, entertainment, food, and a large classic car show. Co- sponsored by the a
City's DARE program, the event is geared for youth 8 - 16 years of age, and their parents. Iz"
The program will conclude with a "family" dance on the multipurpose court, for all ages.
Information about things to do for kids and families during the summer will also be avail-
able.
The City is seeking corporate donations for the 3rd Annual Summer Concert Series. Inter-
ested individuals or businesses should contact the Community Services Department. Con-
certs will be held on Sunday evenings at Arroyo Vista Community Park,
The City is also seeking donations from groups or individuals for the annual Concert in the
Sky Fireworks Program, scheduled for Wednesday, July 3 at Moorpark High School Me-
morial Stadium. The program begins at 7 pm with an Oldies Concert, and the event is free
to the public.
10. AWOURNMENT: The next meeting of the Parks and Recreation Commission will be
held on Monday, June 3, 1996, at 7:00 p.m. at the City Council Chambers, 799 Moorpark/

Chairman Hall called the meeting to order at 7:10 p.m.

8. DISCUSSION /ACTION ITEMS:
A. Consider Proposed Special Events and Related Budget
for 1996/97. Staff Recommendation: Recommend
Special Events and Related Budget for 1996/97 to
City Council for consideration. (Continued from
3/4/96.)
Director Adams presented a proposed budget to the
Commission for review and discussion. There are no
new programs being introduced for 1996/97, but a
few events have been modified.
Recreation Celebration, scheduled for June 1, 1996,
is to be combined with an all day celebration of
the family in conjunction with the Moorpark Police
Department. There is entertainment scheduled all
day with a family dance in the evening. The
Community Services Department will have the
opportunity to promote their summer programs.
Labor Day in the Park was previously sponsored by
M.Y.A.C., but as of last year, they are unable to
continue, so the City sponsored the event in 1995.
By consensus, it was voted to eliminate Labor Day
in the Park, and the funds of approximately $2,000,
be used to enhance the July 3rd event.
Commissioner Hartley would like to see the July 3rd
event this year organized in such a manner as to
open up the area as much as possible, allowing more
of the public to actually attend the event, and not
just view the fireworks show from a distance.
Commission discussed with staff each event and
costs presented and different ways staff could
perhaps cut back. Some suggestions were;
eliminating the televising of the Tree Lighting
Ceremony; advertisement to the public to acquire
more volunteer help, which would allow the City to
cut back on staff hours; and, to balance the
expense and revenue for "Santa's Visits" and
"Sleigh Rides With Santa ".
Director Adams informed Commission that letters
have been sent to the primary businesses in town,
requesting donations for "Concerts in the Park ".
Approximately $6,000 is needed for five concerts.

MOTION: Chair Hall moved to present the Special Events and
Related Budget for 1996/97 to City Council as
presented with the modifications of eliminating
Labor Day in the Park, and consider eliminating the
live telecast of the Tree Lighting Ceremony due to
costs. Commissioner Butler seconded. The motion
was carried 4 -0. Commissioner Badoud was absent.
B. Consider Reports by Attending Commissioners of the
1996 California Pacific Southwest Recreation and
Park Conference. Staff Recommendation: Receive

MOTION: Commissioner Butler moved to continue this item
until the next regularly scheduled meeting of May
6, 1996, when Commissioner Badoud would be present
to contribute his report. Commissioner Thompson
seconded. The motion was carried 4 -0.

C. Consider Mardi Gras Special Event Report. Staff
Recommendation: Receive and File the Report.

Recreation Supervisor, Shelly Shellabarger, gave a
brief summation of the event to the Commissioners,
informing them the event had been very much a
success. Staff had forty (40) volunteers. The
Kiwanis and Girl Scout Troup 916 volunteered 157
hours, and the Kiwanis donated $250.00.
Chairman Hall suggested that perhaps this event
could be scheduled on a weekend, rather than a
school holiday, which it has been in the past.
There are quite a few working adults who are unable
to attend. Supervisor Shellabarger discussed this
issue with staff and Commissioners, and it was
decided to keep Mardi Gras on the Monday holiday
due to this being mainly a children oriented event,
and the school age children have approximately
three Mondays off in February.
MOTION: Commissioner Butler moved to receive and file the
report. Commissioner Hartley seconded. The motion
was carried 4 -0. Commissioner Badoud was absent.

D. Consider Category Names for Park Donation Board.
Staff Recommendation: Select three category names
for Park Donation Board and recommend these names
to the City Council.
Director Adam explained to Commission that the Ad-
Hoc Committee had met and are suggesting three
donor boards with three dollar amounts be used.
Each donor board will have a specific name and
Commission should choose from the following
according to dollar amount donated: Friend,
Patron, Sponsor, Supporter, and Benefactor.
Commission and Staff discussed which names would be
the most appropriate, and an additional donor board
be added for people or organizations who make on-
going or annual donations.
MOTION: Commissioner Butler moved to recommend the
following category names to Council: Friend,
Sponsor, and Benefactor, with Patron as a fourth
category name to be used for people or
organizations who make on -going or annual
donations. Commissioner Thompson seconded. The
motion was carried 4 -0. Commissioner Badoud was
absent.
9. ANNOUNCEMENTS / FUTURE AGENDA ITEMS:
Chairman Hall congratulated Eloise Brown on her
election to the City Council.
Commissioner Thompson announced there are still
openings for the City's Breakfast With Bunny being
held on Saturday, April 6, at 8:00 am, at Arroyo
Vista Park, followed by the annual Easter Egg Hunt,
which is open to the public and begins at 10:00 am.
Commissioner Butler announced World Fest '96 to be
held on Saturday, May 4, at Arroyo Vista Park.
Commissioner Hartley invited the public to plan a
day at one of the City parks, especially Happy Camp
Regional Park, which is the largest open space
County park in the City.
Chairman Hall announced that the City is seeking
corporate donations for the 3rd annual summer
concert series.

Array* Vista Comm. lark The gym floor is currently being repaired.
Staff estimates that work should be
completed in time for spring adult
basketball leagues to begin on May 13.
The new marquee sign has been installed
next to the parking lot, near the building.
This marquee will provide information
specifically related to the programs
happening at Arroyo Vista Park and
Recreation Center.
A storage bin was moved to AVCP behind the
gym to store hockey equipment. The bin has
been prime coated, but needs to have a
final coat of paint applied. Staff is
waiting to use some volunteers on this
project.
Sidewalk ramps from the bin as well as from
the main sidewalk to the multi - purpose
court have been installed.
Following the heavy rains in March, there
was some flooding of the playground area
near the handicapped ramp. Staff is
looking at ways of changing the ramp to
still allow access, and at the same time
have better water drainage.
A flood light was installed on the outside
of the new restroom building to illuminate
the parking lot area. This has not made
much difference, so staff will be
installing a temporary light pole out in
the parking lot. Staff is also trenching
from the ballfield irrigation area to the
restroom, so that domestic water can be
used to prep the ballfields, rather than
run the well for this minor use. Staff
will trench for temporary light at the same
time.
CAPITAL
The Packer Football organization has
regraded the east end of the park, and has
laid all irrigation lines. The work has
been inspected. Packer Football is
preparing to seed in the next month.
Campus Park Painted pavilion tables.
Campus Canyon Park CAPITAL
Playground equipment has been installed.
Dinosaur spring toy was also installed and
many of the posts were painted. The
equipment looks almost like new.
Community Center Sinks repaired in restrooms.
Country Trail Park Staff is scheduling the installation of a
handicapped ramp in the larger play area.
Swings have been shipped from Alabama and
should arrive soon.
Glenwood Park No new maintenance issues this month.
Griffin Park No new maintenance issues this month.
CAPITAL
Public Works Department is managing a large
slurry sealing project throughout the City.
Changes for College View Drive will be
included in this overall contract and
administered by Public Works. Work should
be completed by May.
High St. Pedestrian Park No new maintenance issues this month.
Monte Vista Nature Park No new maintenance issues this month.
Mountain Meadows Park Player benches for north baseball field
(paid for by Girls Softball) have arrived.
Staff will install in dug outs.
Repaired drinking fountain.
Peach Hill Park Removed tire swing as the area for the
swing no longer meets Consumer Product
Safety Standards.
Repaired men's urinal.
CAPITAL
Basketball court is completed, and is being
used a great deal by residents.
Poindexter Park Park is 90% completed. Turf will be
hydroseeded the week of April 30. there is
a 90 day maintenance period on the park, so
the park dedication will be set for late
July. The Commission will be notified when
Council sets the date.

SUBJECT: Consider Stecial Event Report: Easter Activities
The 1996 Easter Egg Hunt was held on Saturday April 6 from 10:00
am -12:00 pm at Arroyo Vista Community Park. This event was co-
sponsored with Kiwanis. This event also featured pony rides, a
petting zoo, coloring contest and craft fair. Breakfast with the
Bunny preceded this event.
As usual, this popular event was very well attended. There were an
estimated 1,300 children in attendance with an estimated total of
975 parents for a total of 2,275. Expenditures totaled $1,339
(Budget allowance was: $1,660) . Monies should be budgeted next
year to buy more eggs.
41 people signed up for Breakfast With Bunny. Due to food
donations from Take 5 Concessions and a Kiwanis donation of the
Bunny Suit expenditure, total costs were kept low at $203. Offset
by $240 in revenue, this event netted $37 over direct costs. Last
year, 65 people signed up for this event. This year's numbers
reflect a significant drop in attendance for the Breakfast,
however the event went more smoothly.
The Spring Craft Fair included 26 vendors and 3 food vendors.
Expenditures were $365 with a revenue of $565. This event netted
about $200. Considering the level of staff time it took to
produce, combined with its' overall contribution to the event as a
whole, dropping the craft fair should be considered.

COMPARISON TO LAST YEAR:
Last year there were an estimated 900 children in attendance with an
estimated total of 700 parents for a total of 1600. This event keeps growing.
EVENT EVALUATION
This year's Easter Egg Hunt included several new items: A craft fair, pony
rides, moonbounce and petting zoo. Paint Pals were in attendance as well as
Linda's Temporary Tatoos. Breakfast With Bunny preceded the event.
Because of the new park developments on site we decided to reorganize the
layout of the hunt. We used the roller hockey courts as a staging area and had
the hunt run toward the hill. The gazebo was used as the prize booth and
vendors were placed near the parking lot along the side walk.
Candy, toys and eggs were tossed out onto the field in 2 & under, 3 & 4, 5 &
6, 7 & 8 and 9 -12 age groups. Special "Prize" eggs won prize baskets and
stuffed toys. The gazebo was roped off as the prize area. The special. needs
egg hunt involved a quiet time with the Bunny.
Problems with the public included the following: People set up picnic areas at
the end of the egg hunt field. Though they were asked to leave, they would
not. Some people brought their dogs to the event and let them run loose on the
egg hunt field prior to the event. In addition, the public ignored the signs
denoting the gazebo as the staging area and used is as a picnic area. Though
clearly marked, they drank the water which was provided for emergencies and
volunteers.
Despite all efforts, parents continue to interfere in the event. Sandi
Thompson recommended that next year we offer a "Partner's Hunt" for 5 and
under with parents in addition to the regular. hunts. This idea would also
serve to decrease the number of children participating in the regular hunts
(without their parents) and increase safety margins for all involved. Dave
Sakata recommended that we offer one hunt per age rather than combining ages.
Construction begun the week prior to the event was not completed by Friday
creating a potentially hazardous situation. Staff purchased and erected a
border of stakes and caution tape. Barricades with signs apologizing for the
construction were also erected.
The play area was flooded with brackish water. This area was also cordoned off
and marked as unsafe.
Press releases were sent to local papers with flyers in general distribution.
Local radio stations publicized this event. Display advertising was purchased
in Happenings magazine. Flyers were distributed at Mart, Carl's Jr. and
McDonalds as well as other area businesses.
The LA Times did a front page spread in the April 7 issue.
This was the fourth year for a special needs egg hunt. This year five
children participated.
This year's event was very successful in great part due to the large numbers
of volunteers. Moorpark Kiwanis and Kiwanis Builders Club, Girl Scout Troop
916 along with numerous community volunteers worked to keep things running
smoothly.
Volunteers who when above and beyond the call of duty include Dave Stafford
who spent 4 hours in a white "fur coat," and Christine Hester who volunteered
with both the Breakfast and the Egg Hunt. Kenny Bobertz, a Kiwanis Builder,
Sandi Thompson assisted staff with a full day of event set -up Friday April 5

and also worked the Breakfast and the Egg Hunt from start to finish (7:04 ,gym
to 2:00 pm) .
Carl's Junior and Home Town Buffet donated food coupons for the egg hunt.
F. Recommendation for Future Events:
Buy more eggs.
Considering the problems experienced with the public, the entire hunt should
be redesigned. First and foremost, the prize area should not be in the gazebo.
Perhaps, considering the temperature and the crowds, a corridor of tables
entering and exiting the Vance Room would be more secure and cooler for the
volunteers.

The hunts should be broken down into smaller groups. Specifically, we should
offer. a "Partner's Hunt" for 5 and under with parents in addition to the

The site of the actual hunt should also be reevaluated. Consider using the
front /side field for all )aut the "Partner's Hunt." As it is likely to be the
largest hunt, the "Partner' k-\-- unt" should be in as large a field as possible.

The focus is on avoiding injury to any child.
Consider using the stakes to mark off the field area. Do not use the mylar
tape as it has a low visibility. Yellow caution tape, while unattractive, is
most visible.

Judging from the increased support we are receiving from local businesses, we
might consider soliciting donations from local merchants. Egg Hunt
sponsorships may be popular given the draw to this event.

EVENT EVALUATION
This event ran smoothly thanks to the help of the volunteers, specifically
Chris Hester, Sandi Thompson, Kenny Bobertz and the Staffords.
David Stafford was exemplary as the Bunny. Sandi Thompson helped with the
elaborate set up (all day Friday). Food donated by Take 5 Concessions allowed
us to save money on food expenses.

Offer next year and run in a similar fashion.

SUBJECT: 1996 Spring Craft Fair
A. Event Description
The 1996 Spring Craft Fair was held on Saturday April 6 from 8:00 -10:00 am
at Arroyo Vista Recreation Center running concurrently with the Easter Egg
Hunt. Vendor check in began at 7:00 am. This was a very successful event
due to several factors including a "built in" customer base.

Comparison to Last Year
This is the first year we have run the craft show with the egg hunt (last
year's vendors were invited to attend the egg hunt due to a rained out March
show). This show does not compare with the Holiday show (75 vendors with
$2,900 in revenue), but it is a nice addition to the egg hunt event. Vendors
offering food and drink were especially successful. Vendors offering face
painting and children's activities saved us the cost of providing these
activities from the egg hunt budget.
Set Up
Vendors were placed against the back sidewalk as each block section is
approximately 10 feet long. Names were chalked on the day before. Vendors were
set up next to the parking lot to facilitate unloading.
Advertising
The following advertising covered this event: Three sets of press releases
were sent to local radio stations and all area newspapers on a time release
schedule. Additionally, display advertising was purchased in Happenings
Magazine. This event was covered on 3 local cable stations. Flyers on this
event were distributed at preceding boutiques, sporting events and local
businesses. A brochure advertising this event was sent to every home in
Moorpark and a flyer advertising this event was sent home with every student
in the Moorpark School District.
Suggestions for Future Events
Change the forms to state that "vendors with special needs or specific
requests must make their needs known on the application form."
Consider the load of the Easter Egg Hunt and Breakfast With The Bunny in
conjunction with this event.

Commission Spring Park Tour
The Commission has attempted in the past to tour the parks twice a
year, once in the fall and once in the spring. The last park tour
was held in October, 1995.
Staff would recommend the following dates and times for the
Commission to consider:
