July 1, 1996
Chairman Hall called the meeting to order at 9:00 p.m.

MOTION: Commissioner Badoud moved to pull items 7.B and 7.0
for discussion, and approve items 7.A and 7.D.
Commissioner Butler seconded. The motion was
carried 5 -0.
Commissioner Badoud inquired about the vandalizing
of the tennis nets at the parks, specifically
Tierra Rejada Park. Richard Hare, Deputy City
Manager, explained that the Maintenance Department
is now keeping a supply of three to four nets, so
in the future the nets can be replaced immediately
when needed.
Mr. Hare also informed the Commission that there
has been a problem with the water lines at Arroyo
Vista Park breaking. Regulator valves are being
installed to correct this problem.
Chairman Hall stated that the Commission had
noticed on their last park tour, June 1, Country
Trail Park's grass maintenance was not up to
standards.
Mr. Hare stated this had been brought to his
attention and steps are being taken to correct.
Commission and staff discussed the pros and cons of
permanent full size roller hockey borders being
installed at Arroyo Vista Park including bleachers.
In reference to the report on the Adult Sports
Programs, Commissioner Badoud stated that he would
like to see the cost of lights reflected in all
evaluations of the sports leagues. The report is
only allocating this cost to the softball league.
Commissioner Hall is requesting a report be
prepared on the Commission's park tour conducted on
June 1.
MOTION: Commissioner Thompson moved to receive and file
item 7.B and 7.C. Commissioner Butler seconded.

8. DISCUSSION /ACTION ITEMS:
A. Consider World Fest Special Event Report. Staff
Recommendation: Receive and File the Report.
Shelly Shellabarger gave a brief overview of the
day's activities. The overall evaluation
determined that both vendor and community turn out
was low, and suggested that the event be
discontinued or combined with another annual event,
perhaps the Labor Day Picnic.
Commission and staff discussed the different
options: enhancements for the event; combining with
another event; or, discontinuing.
MOTION: Commissioner Thompson moved to receive and file the
report. Commissioner Badoud seconded. The motion
was carried 5 -0.
B. Consider Recommending a Fee for Renting of Multi-
purpose Court at Arroyo Vista Community Park.
Staff Recommendation: Approve staff's
recommendation for rental fees for the multi-
purpose court to the City Council.
Staff explained to the Commission that the reason
the City is considering the rental of the multi-
purpose court is due to a number of out -of -city
requests.
Staff reviewed the recommended rates, based on
comparisons with other cities rental rates of their
indoor rinks and basketball courts.
Commission discussed the impact that the rental
would have on city residents and their free time
play.
MOTION: Commissioner Butler moved to continue this item
until the next regularly scheduled meeting of
August 5, 1996. Chairman Hall seconded. The
motion was carried 5 -0.
9. ANNOUNCEMENTS / FUTURE AGENDA ITEMS:
Commissioner Thompson reminded Commission of the
Poindexter Park dedication scheduled on Saturday,
July 27, 1996, at 10:00 a.m.

MINUTES OF THE CITY COUNCIL AND PARKS & RECREATION COMMISSION
Moc: park, California July 1, 1990
A Special Joint Meeting of the City Council and the Parks &
Recreation Commission of the City of Moorpark was held on July 1,
1996, in the Community Center of said City located at 799 Moorpark
Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Lawrason called the City Council to order at 7 :06 p.m.
Chairman Hall called the Parks & Recreation Commission to
order at 7 :06 p.m.
2. ROLL CALL:
Present: Councilmembers Brown, Hunter, Perez, Wozniak,
Mayor Lawrason, Commissioners Badoud, Butler,
Hartley, Thompson, and Chairman Hall.
Staff Present: Steven Kueny, City Manager; Richard Hare,
Deputy City Manager; Martin Cole, Management
Analyst; Lillian Hare, City Clerk.
3. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Jim Hartley.
4. PRESENTATION /ACTION /DISCUSSION:
A. Consider Fiscal Year 1996/97 Goals and Objectives. Staff
Recommendation: Consider the proposed goals and
objectives.
Mayor Lawrason stated that input from the Parks &
Recreation Commission is very welcome and important to
the City Council.
In response to Commissioner Badoud, Mayor Lawrason said
he encouraged Commissioners to call or come to City
Council meetings to speak to the City Council.
Councilmember Hunter said it is important for the
Commission to identify if they are speaking as a result
of the consensus of the Commission or whether they are
speaking as an individual on an issue.
Commissioner Hartley requested that the Council consider
conference expenses for Commissioners. He said sometimes
it would be more desirable to attend a conference on a

specific topic rather than the CPRS annual conference.
The way the budget is worded the Commissioners thought
they could only attend the CPRS conference.
Mr. Kueny suggested that the Commission might want to
agendize a discussion of conference expenses on one of
their agendas. He said the result of the Commissions
discussion could then be provided to the Council.
In response to Commissioner Hartley, Mr. Kueny suggested
that a library copy of the City Council meeting could be
made that the Parks & Recreation Commissioners, Planning
Commissioners or the general public could check out and
review.
In response to Commission question, Mr. Kueny said the
Council might wish to consider allowing Parks &
Recreation and Planning Commission members to speak under
Public Comments regarding an item rather than waiting
until later in the meeting when the item appeared on the
agenda. He said that would necessitate the City Council
waiving their rules of procedure.
Commissioner Badoud said he would be interested in
helping to obtain more programming for Channel 10.
Councilmember Perez said he would like to be better
educated on what types of programming are allowable and
what the restrictions of our franchise agreement are
regarding developing programming.
Commissioner Thompson requested that the Council clarify
their position on the priority of teen programming and
the Teen Center.
In response, Mr. Kueny said the Council has set aside
$200,000 for a Teen Center and there is an increased
budget for teen programming.
Commissioner Thompson requested that the Council clarify
their "vision" of the Commissions role with regard to the
Teen Council.
Mayor Lawrason said while he believed there should be
some interface with the Teen Council and the Parks &
Recreation Commission, he saw the Teen Council as a stand
alone body.

Mr. Kueny said the Teen Council is really an extension of
staff. He said that the Recreation Supervisors would
probably take turns coming to the Parks and Recreation
Commission meetings and keeping them informed on this and
other matters of their respective responsibilities.
CONSENSUS: By consensus, the Council determined to clarify
that the Teen Council as a stand alone body was the direction
they intended for that body.
In response to Commissioner Hall, Mayor Lawrason
explained that the City Manager and Dr. Duffy are having
a series of discussions regarding the sharing of
recreational facilities, such as a pool.
Mr. Kueny said ideas of sharing certain recreation
facilities would be looked at in the next draft of the
youth plan.
In response to Commissioner Hartley, Mr. Kueny said that
the Planning Corporation, the City's contractor, is
starting to work on the Open Space, Conservation and
Recreation Element update. He estimated it would take
about two years from now for completion.
Councilmember Hunter requested the Commission's thoughts
on constructing a fourth tennis court at Tierra Rejada
Park.
Commissioner Butler said there is a great need for a
fourth tennis court but she felt the Arroyo Vista
Community Park was the appropriate place for the court.
Councilmember Perez said he was "leery" of taking funds
from another zone and putting them into another park
outside that zone.
Mayor Lawrason commented that the tennis club offer is
"somewhat overwhelming ". He said he was concerned that
there would be some residents shut out from play because
of the cost.
Councilmember Brown said she could not support using
funds from another zone to construct a tennis court at
Tierra Rejada Park. She said that Arroyo Vista Community
Park seemed the more logical choice for an additional
court.
Councilmember Wozniak explained that the Commission must
think seriously about the cost for every new amenity and
park.

CONSENSUS: By consensus, the Council determined to direct
staff to place the discussion of the tennis courts at Arroyo
Vista Community Park on the agenda again and possibly direct
an Ad Hoc Committee review of the subject.
Mayor Lawrason requested input from the Commission on the
use of the Multi - Purpose court at Arroyo Vista Community
Park.
Commissioner Badoud said he did not support putting up
hoops at the court.
Chairman Hall concurred.
Commissioner Thompson and Commission Butler also
concurred.
5. ADJOURNMENT:
Mayor Lawrason adjourned the City Council at 8:50 p.m.
Chairman Hall adjourned the Parks & Recreation Commission
at 8 :50 p.m.

Arroyo Vista Comm. Park Sprinklers and irrigation timer were
installed on one ballfield.
Both ballfields were prepared and new brick
dust was added. Jox boxes repaired for
both fields.
Football field was weeded and areas were
reseeded. Sprinklers were repaired.
Drainage ditches were improved.
Pot hole were filled in on the entry road.
Campus Park BBQ's were painted.
Repaired basketball nets.
Repaired drinking fountain three times.
Campus Canyon Park Repaired and painted the wrought iron
fence.
Repaired basketball nets.
Community Center No new maintenance issues this month.
Country Trail Park Repaired water fountain twice.
Glenwood Park BBQ's and trash cans were painted.

restroom to help eliminate vandalism.

The purpose of this evaluation is to offer recommendations and suggestions on the
"Raging Water's Teen Trip" sponsored by the City of Moorpark and the Conejo Valley YMCA.
Event Description:

There were a total of 20 participants (ages 10 - 17 years) and staff person, Dale Sumersille.
All participants were from Moorpark - there were no registrations from the Conejo Valley
YMCA.
General Comments:
Publicity was sent out via news releases, Videomax, flyers at Arroyo Vista, the Boys and Girls
Club and Moorpark Project Pride, and flyers mailed to past teen program participants.
After a teen registered for the trip the following were given out to each participant:
1. list of recommended items to bring for the trip
2. list of rules and regulations
3. medical and release form
The trip went very smoothly. Teens arrived promptly as staff checked them in. A roll call
was done prior to leaving, as well as reviewing the rules on the trip with all of the teens.
Once at the park, the staff person purchased the
admission
tickets.
The teens were then
given their tickets, the leaving /meeting time was
reviewed
with the
participants and staff
showed the teens the designated group of tables
inside the
park as
home base in front of
the 'Thirst Aid Station ", so teens could drop things
off, eat lunch or rest. Staff did a check -
in with the first aid station on a regular basis to ensure
there
were no
injuries. The Conejo
Valley YMCA provided the bus and driver at no cost to the program.
A volunteer was to attend, but did not show the morning of the trip. The YMCA bus driver
served as the other chaperone for the trip. The teens had a great time at the park and are
looking forward to next year's trip. Flyers on upcoming teen trips, activities and Teen
Council applications were passed out at the end of the trip.

1. To offer this trip again cooperatively with other agencies
2. To have an additional volunteer or staff person go along if registrations warrant it -
current ratio for teen trips is 1:20

Consider Recommending a Fee for Renting of Multi -
vurnose Court at Arroyo Vista Community Park.
After discussion at the last Parks & Recreation Commission meeting,
staff was asked to provide a recommendation of rental rates for use of
the Multi- purpose Court at Arroyo Vista Community Park.
At this time, there is no fee schedule for rental of the Multi- purpose
court. Staff is requesting that the Commission provide input on this
matter, and forward a recommendation to the City Council.
Staff has surveyed other cities and private rinks for rental prices.
Attached is the survey that also includes the prices for league fees
(the City's fee per person is $90.00). Also attached is information on
other cities and their rink rental information.
Several roller hockey teams, (some from Moorpark and neighboring cities)
would like to practice once to twice a week for 1 1/2 hours each time.
The U.S. Olympic Speed Skating organization would like to rent the rink
for practices two times a week, for two hours each time. In addition,
the Speed Skating team would like to eventually have regional
exhibitions and competitions here. In addition to the rental fee, staff
feels that the team would also make a donation to our program.
Staff is recommending that teams or organizations be charged with the
following staggered basis (see attached Park Reservation /Use Fee
Schedule for group definitions):
Group I No charge - Department programs
Group II $20.00 per hour for the court and two goals, plus any
staff cost if the rental is beyond normal Recreation
Center operating hours of $18.00 per hour.
If the organization wants the portable Boarder Patrol
System as well, the cost would be $45 per hour, plus a
$36.00 set up charge and a $100 security deposit.
Group III Same as above
Group IV $40.00 per hour for the court and two goals, plus any
staff cost (see Group II above)
$60.00 per hour for use of the Boarder Patrol System
(see Group II above), set up fee & security deposit
Group V $50.00 per hour for the court and two goals, plus any

All facility and park rental fees are established by the City Council
through a resolution. The Parks & Recreation Commission should discuss
this issue and either forward the staff recommendation to the City
Council, or make a separate recommendation.

MOORPARK, CALIFORNIA ADOPTING A PARK
RESERVATION FEE SCHEDULE; AND AMENDING
RESOLUTION NO. 86 -351
WHEREAS, current fees and charges for park use related City services
were established in 1993; and
WHEREAS, additional facilities and services have been established since
said date, and
WHEREAS, new user fees will raise the level of City revenues
sufficiently to compensate for the increased administrative and/or facility costs
incurred as a result of each additional park facility and service.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF
MOORPARK DOES RESOLVE AS FOLLOWS:
SECTION 1. The fee schedule for reservation /use of Public Park
Facilities, as attached in Exhibit A, is hereby adopted.

SUBJECT: Consider Recommending Open Play Rules for the Multi -
vurvose Court at Arroyo Vista Comm:xnity Park.
After discussion at the last Parks & Recreation Commission meeting,
staff was asked to provide a recommendation of Roller Hockey Open Play
rules and times for use of the Multi- purpose Court at Arroyo Vista
Community Park.
Trn Parks & Recreation Commission had concerns about the Roller Hockey
open play time and rules. There are signs posted on the walkway light
poles with the following verbiage: " This Roller Hockey Rink is operated
by the City of Moorpark Community Services Department and is a non -
supervised designated skating area. During open play, all participants
must wear protective gear (elbow pads, knee pads, shin guard and
helmets). For more information call 531 -9100 ".
There are no specific times for open play, as this varies on a seasonal
basis with the league practice and game schedules having first priority.
Based on the last two seasons, open play has been from 10:00 am to 4:00
pm Monday through Friday, Saturdays (after Roller Hockey games, 2:30 pm
4:00 pm), and Sundays (after Roller Hockey games 12:30 - 3:00 pm). At
this time open play is Monday through Friday 10:00 am to 5:00 pm, and a
few evenings open as the Adult League practices are now winding down,
Saturdays from 11:00 am - 3:30 pm, Sundays 12:30 - 3:00 pm.
Staff_ has not had a problem with the participants during the open play
pr,,gram - with a particular group of individuals occupying the court.
The only dilemma that staff has had is the time that it takes to set
up /down the boarders. The open play participants would like to have the
boarders up. This takes one staff person approximately 1 1/2 hours to
set up and the same to set down, which leaves 3 hours of open play each
weekend day. Staff does not set up the full rink during the weekdays.
AVRC staff made recommendations, but did not receive moneys in the
1996/97 budget to address this issue. Currently, staff puts up both
goals, and the large boarders behind the goals. The only time that the
full rink is up, is after a Roller Hockey League games in which the
boarders are left up for a short time.
Staff recommends open play rules would be the same as open play
basketball & volleyball and to be implemented as needed:
1. 1/2 court for youth, 1/2 court for adults
(the court can be divided in half with boards and goals)
2. the winning team is limited to playing 2 consecutive games
3. if open players do not abide by these rules, they may be asked
to leave the facility

Staff recommends that the Roller Hockey open play program times be
determined by the Recreation Supervisor on a seasonal basis, after each
Roller Hockey League season sign -ups have occurred, and that staff at
AVRC monitor the open play program and implement the open play rules as
needed.

use of the Arroyo Vista Gymnasium
On September 8, 1994, the City Council reviewed and adopted Resolution
94 -1067, the rules and regulations and fees for use of the Arroyo Vista
Gymnasium. City Council members wanted to review the fees again after
six months. (see attached)
In addition, the City Council wanted to guarantee the Moorpark
Basketball Association (MBA) 150 hours during their season for practices
and games (late December to late March).
In 1994, the first season MBA was charged $1610 for 162 hours ($9.93 per
hour). In 1995, MBA paid $2045.58 for 206 hours. As noted, MBA used the
gym more hours last year than the first year, and are requesting the
same amount of hours for the 1996/1997 season. In addition, due to the
extended use of the gymnasium, the Adult Volleyball League was impacted
on Wednesday evenings. The league was eliminated during the time that
MBA used the gymnasium.
Considering MBA is using the gymnasium on Wednesday evenings and
impacting potential revenue, staff is recommending that the fees be
raised to $12.00 per hour in order to compensate for the net loss of the
revenue. This increase of $2.07 per hour would equate to a total
increase of $426.42 for the 1996/1997 Basketball season.

BACKGROUND
In June, 1994, when the City opened the Arroyo Vista
Recreation Center, staff developed and presented to the City
Council a fee schedule and rental policy that would be used
for renting out the two large activity rooms at the
Recreation Center. At the time, no fee schedule or rental
policy was established for the gymnasium.
During July and August, the Recreation Center has had
extensive use by the City's summer day camp program, the
adult basketball leagues, the City's employee wellness
program, and by Moorpark residents who are coming down to the
facility to play basketball and volleyball in the afternoons,
evenings and weekends during scheduled Open Gym hours.
The City's Open Gym program, which began in June following
the Grand Opening of the Center, has been very successful,.
Staff has taken hourly counts of participants during all
scheduled open gym time to track the amount of participation
and to determine the residency of gym users. With very few
exceptions, the open gym participants are Moorpark residents.
Staff will be reviewing the Open Gym Program and may consider
charging a nominal fee for use in the future.
As the City has made a sizable investment in the gymnasium,
specifically the hard wood gym floor, staff wants to insure
that the use of the gym is monitored and that the maintenance
of the floor is a top priority at the facility. Because of
this, staff is recommending that the City develop a policy
whereby the gymnasium could not be reserved for any le;c;th of
time. City residents, community organizations, ,..;ch as
service organizations or Moorpark businesses could reserve
the gymnasium for one -time only annual events, as
employee basketball /volleyball tournaments. All act.ivit.i.es

will be required to be of a nature that would require rubber
soled shoes, such as the sports activities listed above.

Moorpark Basketball Association (MBA) has approached the City
regarding use of the City's gym for their upcoming basketball
season. The MBA desires use of the gym on Saturdays for five
hours for league play. This would be for the date of
December 17 and for all Saturdays from January 7 through
March 18. Practice times could be arranged on an
availability basis with MBA, if they do not conflict with
previously scheduled City- sponsored programs.
Staff has reached an agreement with MBA, whereby MBA will
make a donation to the City in the amount of $1500.00 for use
of the gymnasium for Saturday games and limited practices
during the week, during their season, and that the City
additionally request MBA volunteers to assist with gym floor
cleaning and maintenance on a weekly basis during their
season.
Other non -City related uses will be reviewed on a case by
case basis, based on the nature of the requesting
organization (i.e. city residents, city resident non - profit
organization or city located business).
Fees were determined based on the fee survey of other local
public agencies for gymnasium use, and a project cost for
building and utility costs based on what other agencies have
determined for like facilities.

1. Approve recommended rules and regulations for Arroyo
Vista Recreation Center Gymnasium as presented.
2. Adopt Resolution 94-

In response to Mayor Lawrason, Ms. Adams reviewed the
rental fees with the Council. She also responded that
she would suggest reviewing the fees again in a year
after actual costs are known.
Councilmember Montgomery requested a review in six
months.
Councilmember Wozniak expressed that he believed the City
should guarantee the Moorpark Basketball Association
(MBA) 150 hours during their season for practices and
games. He said he felt that there were more Moorpark
residents involved in MBA than would use the gym during
open play.
Mr. Kueny went over the following changes to the
Resolution as follows:
1. Third recital changed to read "whereas, resolution
