A. Approval of the Parks and Recreation Commission Minutes
of October 7, 1996. Staff Recommendation: Approve as
presented.
Any member of the public may address the Commission during the Public Comment portion of the agenda. Speaker
Cards must be received by the Recording Secretary prior to the Public Comments portion of the meeting. Speakers
will be heard in the order that their Speaker Cards are received. A limitation of three (3) minutes shall be imposed
upon each speaker. Copies of the reports or other written documentation relating to each item of business on the
Agenda are on file in the office of the City Clerk and are available for public review Any questions concerning any

October 7, 1996
Vice Chair Thompson called the meeting to order at 7:15
p.m.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led Boy Scout, Chris
Lunden.
3. ROLL CALL:
Present:
Commissioners Dave Badoud, Jim Hartley and Sandra
Thompson. Chairman John Hall was absent.
Staff Present:
Richard Hare, Deputy City Manager, and Patty Lemcke,
Administrative Secretary.

6. PUBLIC COMMENTS:
Mr. Randy Miyake, 12081 Alderbrook Street, Moorpark.
Mr. Miyake, representing the Moorpark Tennis Club,
stated the Commission had recommended to Council that
tennis courts at Arroyo Vista Park be high priority on
the Phase II list. Mr. Miyake suggested the Commission
recommend to Council that a portion of the Quimby fund
be used to finance the tennis courts.

Recommendation: Receive and file the reports.
MOTION: Commissioner Badoud moved to approve the Consent
Calendar as presented. Commissioner Hartley
seconded. The motion was carried 3 -0. Chairman
Hall was absent.
8. DISCUSSION /ACTION ITEMS:
A. Consider Summer Events for 1997. Staff
Recommendation: Support staff's recommendations
for 1997 summer events.
Commission and staff discussed different options
for the Labor Day Picnic and new ideas for events
in 1997, agreeing with staff's report on Labor Day
being excluded or reorganized.
CONSENSUS: For staff to prepare a proposal of new events
for Commission to review. A subcommittee to be
formed to work directly with staff on proposed
items.
B. Review the Rules and Guidelines Established For
Adult Sports. Staff Recommendation: Review
established rules and guidelines for adult sports.
CONSENSUS: Item 8.B to be tabled until next scheduled
meeting, when Commission will have the
opportunity to discuss particular procedures
with Recreation Supervisor Dale Sumersille.
9. ANNOUNCEMENTS / FUTURE AGENDA ITEMS:
Commissioner Badoud requested a park tour be
scheduled. Richard Hare recommended the park tour
to be scheduled after the new Commission has been
appointed.
Commissioner Thompson requested a staff report on
the current programs and classes available for the
community's handicapped.
Commission and staff agreed to scheduling the next
meeting on either November 18 or December 2.

10. ADJOURNMENT:
Vice Chair Thompson adjourned the meeting until the
next scheduled meeting of November 18 or December
2, 1996, at 7:00 p.m. The time was 8:15 p.m.

SUBJECT: Arroyo Vista Park Turf Drainage

The original design and plans for the construction of Arroyo Vista
Park, identified a subterranean drainage system. This drainage
system would allow for non - absorbed water from irrigation or rain
not transported into the turf to drain into surface drains. These
drain grids located throughout the park turf, would allow the
water to enter catch basins and be transported into the
underground drainage to a disposal site.
During the final design and budget discussions, cost became an
issue and concessions were made. The subterranean drainage system
was removed to reduce overall cost and replaced with a grading
system. A grading design was introduced which would provide an
above ground drainage system which intergraded low areas or
contours into the turf. These contours incorporated into the
graded plan allow for non - absorbed water to be moved above ground
to the north side of the park to a v- ditch. The v -ditch located
along the service road would move the water to a subterranean
drain located at the northwest corner of the service road in the
area of gate #3. I have attached the Arroyo Vista Park grading
plans which indicate the above ground drainage. This shows the
movement of water through the park.
The irrigation at the park is designed to allow four valves to
operate at the same time. This is required to allow for the-large
acreage of the Park (30 acres) to be watered within a twelve hour
period. Water time is important since the City cannot water
during the day or early evenings due to sports activities.
If the subterranean drains were in place, the excess water could
be diverted underground, reducing the above ground movement.
All other City Parks have subterranean drains which help control
above ground flowing water.
The football field has two low areas which retain irrigation and
rain water. Area #l, located on the southwest corner by the
slope, has been repaired. The irrigation was poorly spaced and
the turf was too low. The irrigation was modified and the low
area back - filled.
Area #2, the southeast corner, is a grading problem. This
developed when the football field was constructed. The
construction grading removed too much soil from that location to
meet grading requirements for the field. This problem can be
repaired by regrading and raising the low areas. Since the
construction of the football play area, additional fill dirt has
been delivered to the park. This project has been assigned to the
park staff and will be completed within the month.

SUBJECT: Adult Sports Sub Committee Meeting
The Sub - committee of Commissioner David Badoud, Deputy City Manager Richard
Hare and Recreation Supervisor Dale Sumersille met on Thursday, October 31,
1996, to discuss the Adult Sports Programs.
Topics discussed:
* Individuals wishing to play Softball, Basketball etc. that do not belong
to a team:
Staff has created an individual players list for each sport and shares
this information with the team managers at the beginning of each season.
Staff has not had the time or resources to make calls in order to create
new teams from these lists. Volunteers are needed to do this.
Staff Recommendation: Continue to provide lists to managers of existing
teams.
* New Adult sports programs /leagues:
New adult sports leagues introduced to Moorpark this last year were:
Roller Hockey, Basketball Leagues for Women, 35 & Over and Open.
Sports to be introduced in 1997:
Adult Flag Football, Master's Softball and Coed Basketball,
Staff Recommendation: Proceed with planned 1997 sports and leagues.
* Field Concerns:
Concerns regarding the Arroyo Vista Field #2 (lighted) includes:
Drainage from 3rd base side and home plate area, irrigation of the
field, fencing the 3rd base side and 1st base side to field #1 (along
walkway), and padding the light poles. Concerns regarding Peach Hill
Park include: Padding around light poles.
Note: Approved in the 1996/97 budget was additional funds to be used for
additional brick dust at AVCP, padding the poles at PHP, and new lights
at PHP. Work to be completed during the down time (December to end of
February)
Staff Recommendation: Complete budgeted improvements for fiscal year
1996/97 and include drainage projects in fiscal year 1997/98 budget
request.
* Officials:
Making sure that softball umpires and basketball referees are rotating
and sending out evaluations to team managers one to two times during a
season to assess their efficiency.
Staff Recommendation: Rotate umpires and referees whenever scheduling
allows.
* Softball Playoffs:
Recommendation for those teams participating in the playoffs to submit
money for individual awards, first & second place sponsor and umpire
fees. Also exploring the idea of moving the bases from 60 to 65 feet.
Staff Recommendation: Submit a survey to current softball managers to
explore these ideas.
* Ballfield reservations:
Install a board at the ballfields (like at the picnic pavilions) to show
who has the ballfields reserved, and the phone numbers of who to contact
if there are any problems.
Staff Recommendation: Include in fiscal year 1997/98 budget request.
County Wide braggers Softball, Basketball tournament:
Look into the feasibility of having a Ventura County braggers softball
and basketball tournament once a year.
Staff Recommendation: Send a letter soliciting interest to each of the
area's recreation organizations to determine if there is any interest
for next season.
