will be heard in the order that their Speaker Cards are received. A limitation of three (3) minutes shall be imposed

1. CALL TO ORDER:
November 18, 1996
Chairman Hall called the meeting to order at 7 :10 p.m.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Chairman Hall.
3. ROLL CALL:
Present:
Commissioners Dave Badoud, Jim Hartley, Sandra Thompson,
and Chairman John Hall.
Staff Present:
Richard Hare, Deputy City Manager, Dale Sumersil.le,
Recreation Supervisor, and Patty Lemcke, Administrative
Secretary.
4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS:
None.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:

6. PUBLIC COMMENTS:
A Moorpark resident spoke with Commissioner Thompson
prior to the meeting with the following suggestions for
Poindexter Park and the downtown area:
1. Install a basketball court at Poindexter Park.
There are no public basketball courts in the
downtown area.
2. Replace picnic tables at Poindexter Park from wood,
which will splinter, to plastic or cement.
3. Replace handles on the bar -b -ques at Poindexter
Park. The handles that are installed now become
extremely hot.
4. A marquee sign should be installed in a central
location in the downtown area.

5. Fencing around the Community Center Park as a
safety measure, similar to Tierra Rejada Park's new
fence around play area.
7. CONSENT CALENDAR:
A. Approval of the Parks and Recreation Commission
Minutes of October 7 1996. Staff Recommendation:
Approve as presented.
B. Park Status Report. Staff Recommendation: Receive
and file the report.
MOTION: Commissioner Badoud moved to pull item 7.B for
discussion and approve item 7.A. Commissioner
Thompson seconded. The motion was carried 4.0.
Commission discussed with staff the maintenance
issues, vandalism of the drinking fountains and the
closure signs posted at each park, lettering to be
larger stating closing hours which include the
parking lots.
MOTION: Commissioner Thompson moved to receive and file
item 7.B. Commissioner Hartley seconded. The
motion was carried 4 -0.
8. DISCUSSION /ACTION ITEMS:
A. Adult Sports Sub Committee Meeting. Staff
Recommendation: Review Sub Committee's report and
provide staff with input.
Commission reviewed the report with staff and
unanimously agreed with procedures currently being
used and suggestions for budget items for 1997/98.
MOTION: Chairman Hall moved to approve the Adult Sports Sub
Committee's report as presented. Commissioner
Badoud seconded. The motion was carried 4 -0.
9. ANNOUNCEMENTS / FUTURE AGENDA ITEMS:
Applications for the Park and Recreation Commission
are now being accepted, with closing date of
November 22, 1996.

BACKGROUND
The Commission requested information on the "vandal
resistant" drinking fountain at Poindexter Park. Staff
located two models, cost and description as follows:

This design was a compilation on several companies
providing parts for the final product.

Prices listed are per unit and the parks have a total of
twenty units that could be replaced.
There are three models of the orignial drinking fountains
currently installed at the parks. Listed below is the model
number, cost and the total number of fountains being used.
Model #3060 total cost - $1,000.00 - seven (7) installed
Model #3176 total cost - $1,445.00 - nine (9) installed
Model #1106 total cost - $ 555.00 - two (2) installed
(wall model)
Total cost of repairs from January 1, 1996, through December
1, 1996 is $1,532.90. The total number of repairs being 144
for the same time period. The "vandal resistant" fountain at
Poindexter Park has no repairs to date.

Programming For Special Needs Populations
Recreation programming for special needs populations
(Therapeutic Recreation) is a facet of the recreation field
which requires specific training and certifications.
DISCUSSION
The City of Moorpark, while not able to create and maintain a
full range of programs and staff trained on how to safely
and successfully work with special needs populations, has
made a commitment to meet as many needs of our special
population as possible with our current resources. As a
result we have developed the following programs and
procedures:
Per Americans With Disabilities Act requirements, our
registration form invites participants to indicate special
needs. Accommodations are made for all participants with
special needs.
The City has budgeted $500 for Special Olympics programs.
A portion of the Easter Egg Hunt budget is allocated for a
Special Needs Egg Hunt open to anyone who would benefit from
a quieter egg hunt.
Staff currently works closely with professionals in the
Therapeutic field at Conejo Recreation and Park District and
the City of Ventura as well as the organizers of Special
Olympics.
The City provides paratransit (door to door) service within
Moorpark to certified handicapped riders. Paratransit riders
can transfer from the City's bus to a VISTA -East bus to
travel outside of Moorpark, i.e., Simi Valley, Thousand Oaks.
Staff is looking at the feasibility of providing paratransit
service directly to handicapped programs offered by Conejo
Recreation and Park District without involving a transfer.
CPRS District VIII is beginning a resource share program in
1997 which is hoped will make the expertise at Conejo
Recreation and Park District and the City of Ventura more
accessible to agencies without the ability to provide direct
services.
The city is in the process of developing accommodations for
T -Ball and baseball players. If the need exists, a separate
division will be created.
Agencies such as Little League and AYSO offer accommodations
and programs for special populations (such as AYSO's VIP
program). These agencies use the city's fields at low or no
cost.

SUBJECT: Review Plans of Poindexter Park
BACKGROUND
At the November 18, 1996 Commission meeting, Commissioner
Thompson reviewed a list of suggestions from a Moorpark resident
regarding the downtown area and Poindexter Park.
Two of the resident's suggestions for Poindexter Park were a
basketball court and additional lighting. There are no public
basketball courts in the downtown area.
Attached are five pages of plans of Poindexter Park for review
by Commission for a possible future half basketball court and
additional lighting.
