Moorpark, California
1. CALL TO ORDER:
September 15, 1997
Chairman Thompson called the meeting to order at 7:10 p.m.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Commissioner Dubreuil.

Commissioner Badoud requested the upcoming Park Tour in
October be added to the Discussion /Action Items for discussion
of different methods of advertising the tour to the public,
i.e., channel 10.
Staff suggested this issue could be decided at a scheduled
meeting with Commissioner Badoud and staff, without adding to
the agenda.
PUBLIC COMMENTS:
Mr. Keith Millhouse, 12417 Willow Grove Ct, Moorpark, voiced
two concerns regarding Arroyo Vista Community Park:
1) An area utilized by AYSO on Saturday, September 6, was
muddy and quite wet.

Staff informed him this matter would be discussed with
Maintenance and Operations, but feels there was perhaps
a broken line or sprinkler that contributed to the excess
water, not the scheduled watering.
2) He expressed concern with the scheduling of the different
uses by sports organizations and the number of games that
took place on Saturday, September 6. He feels with AYSO
and the Kiwanis Softball Tournament being played at the
same time, it created a hazardous situation. The public
was parking and walking in an area where a potential foul
ball could cause injury, and indeed shattered a
windshield of a vehicle.
Staff discussed different options with Mr. Millhouse and
the Commission on future scheduling of both City and
Moorpark softball organizations' tournaments at Arroyo
Vista Park.
CONSENT CALENDAR:
A. Approval of the Parks and Recreation Commission Minutes
of July 21. 1997. Staff Recommendation: Approve as
presented.
B. Parks Ouarterly Report. Staff Recommendation: Receive
and file the report.
MOTION: Commissioner Badoud moved to receive and file item 7.A
and pull item 7.B for discussion. Chairperson Thompson
seconded. The motion was carried 5 -0.
Commissioner Parvin was concerned about Peach Hill Park's
backflow device vandalism, and suggested this item be
included on the Parks Amenities and Equipment Working
List.
Commissioner Parvin moved to receive and file item 7.B.

DISCUSSION /ACTION ITEMS:
A. Presentation of Proposition "P ". Staff Recommendation:
Receive presentation.
Mr. Steven Kueny, City Manager, gave an oral presentation
on Proposition "P ".
one public speaker, Mrs. Eloise Brown, 13193 Annette
Street, Moorpark, informed the Commission, according to
the Brown Act, they are unable to campaign for
Proposition "P" during a Commission meeting since these
meetings are paid for by the taxpayers.
The Commission and Mr Kueny discussed reviewing a survey
conducted by the League of Cities and the impact of
Proposition 218 since it was passed, and the non
availability of funds through the City's General Fund if
Proposition "P" does not pass.
B. Consider Installation of a Volleyball Court at Griffin
Park. Staff Recommendation: That Commission concur with
staff's suggestion to construct a grass volleyball court
at Griffin Park.
Ms. Lindley gave a brief explanation on the choice of
Griffin Park as opposed to Virginia Colony Park, the
obvious reason being the size difference of Griffin at 5
acres and Virginia Colony having only 1 acre. Also she
explained the recommendation of grass instead of sand or
concrete is due to the low cost and available funds.
Chairman Thompson suggested that a volleyball court
should be considered at Arroyo Vista Park, having the
Center at the Park would make the check out of the net
more convenient.
Commissioner Parvin feels that there is a definite need
for a volleyball court in the Campus Hills area, and
agreed with Griffin Park.

MOTION: Commissioner Parvin moved to accept staff's
recommendation to construct a grass volleyball court at
Griffin Park. Commissioner Dubreuil seconded. The
motion failed 2 -3 with Commissioners Badoud, Oberg and
Thompson opposed.
Commissioner Badoud stated that what prompted this item
was the installation of a volleyball court at Virginia
Colony and questioned staff as to the change to Griffin
Park.
Staff explained that the majority of use of a volleyball
court at Virginia Colony Park would be the students of
Moorpark Community High School, and not the residents in
the area. Also comparing the available locations of
each park, Griffin Park would be easier to incorporate a
court than Virginia Colony Park.
Commissioner Oberg moved to table item 8.B until
November's Commission meeting, allowing for the October
Park Tour, which will allow the Commission to view the
available locations at the different parks. Commissioner
Badoud seconded. The motion was carried 3 -2, with
Commissioners Parvin and Dubreuil opposed.
C. Status Report on Tennis Courts at Arroyo Vista Community
Park, Phase II Conceptual Design. Staff Recommendation:
Receive and file the report.
Ms. Lindley informed the Commission that the RFP had been
mailed to referred architects, and the bid closing date
has been set for September 25, 1997. The Ad Hoc
Committee (Perez and Wozniak) have set a meeting on
September 17, with staff and a representative from the
school district to decide the placement and the number of
courts.
Commissioner Dubreuil questioned the shared maintenance
of the courts with the school district. Ms. Lindley
stated that an agreement will be drawn up with the
specifics of maintenance and use.

Commissioner Oberg stated that he would like to join the
Ad Hoc Committee meeting on September 16. He is
concerned about the number and location of the courts.
Concerned was also voiced by Commissioners regarding the
displacement of current activities that may occur when
the courts are installed.
MOTION: Commissioner Badoud moved to receive and file the report.
Commissioner Dubreuil seconded. The motion was carried
5 -0.
D. Select Parks & Recreation Commission Representation to
the Youth Sports Council. Staff Recommendation: Select
two Commissioners to serve on the Youth Sports Council.
MOTION: Commissioner Oberg moved to select Commissioners Dubreuil
and Badoud to serve on the Youth Sports Council for one
year. Commissioner Parvin seconded. The motion was
carried 5 -0.
E. Consider Moorpark Community Celebration Event Report and
Evaluation Sheet. Staff Recommendation: Provide any
additional comments and receive and file the report.
MOTION: Commissioner Oberg moved to receive and file the report.
Commissioner Parvin seconded. The motion was carried 5-
0.
F. July 3rd Event Summary, Staff Recommendation: Receive
and file the report.
Ms. Lindley explained the Event Summary Report to Council
is a continued item to a November meeting for additional
consideration.

ANNOUNCEMENTS /FUTURE AGENDA ITEMS:
Commissioner Dubreuil requested a status report of the
upcoming winter events be placed on October's agenda, and
consideration of moving the Tree Lighting Ceremony to High
Street.
Commissioner Oberg requested a box item reflecting the
reorganization and responsibilities of the Community Services
Department.
Commissioner Badoud thanked the Kiwanis for the effort and
time put into their annual softball tournament. He requested
a report to be placed on October's agenda reflecting the
upcoming softball tournaments scheduled at Arroyo Vista Park
for discussion to address the scheduling problem stated by Mr.
Millhouse.
Commissioner Parvin thanked Boy Scout Troop #707 for their
volunteer work at Monte Vista Park. She also invited the
public to come out and join in the Country Days Parade, and
Moorpark's Teen Music Fest '97 on October 4.
Chairman Thompson announced the Craft Fair following the
Country Days Parade. She also encouraged residents to read
their Fall Recreational Brochure and review the upcoming
classes and City events. Chairman Thompson commended all the
volunteers who have participated in Moorpark's youth sports
organizations for all the energy and time they have given over
the years. She also congratulated Moorpark City employees,
John and Stephanie Casillas on the birth of their first child,
Daniel Joseph.

ADJOURNMENT:
Chairman Thompson adjourned the meeting until the next

PARK TOUR
Moorpark, California
1. CALL TO ORDER:
October 12, 1997
The Park Tour was called to order at 12:41 p.m. at the
Moorpark Community Center.
2. ROLL CALL:
Present:
Commissioners Dave Badoud, June Dubreuil, John Oberg, Janice
Parvin, and Chairman Sandra Thompson.
Staff Present:
Steven Kueny, City Manager, and Allen Walter, Supervisor
of Maintenance and Operations.
3. Park Tour
Community Center: A fence along the Moorpark Avenue frontage
of this site to protect children from running out into the
highway was discussed.
Poindexter Park: Mr. Kueny briefed the Commission on the
school district's plan for the gym and the possibility of
expanding the park to the north in the future. There was some
concern expressed about the maintenance required for the
wooden gazebo and the amount of sand from the one portion of
the children's play area into the playground with the Fibar.
Glenwood Park: Commission inquired if the new play equipment
had been approved as part of the budget and wanted to know the
status. It was also suggested that staff put a label or other
form of message on the volleyball poles indicating where they
could obtain a net.
Also noted was a large dry area which may be partially a
result of the soccer games, but this area also had a large
infestation of low growing, spreading weeds which needs to be
addressed.
Arroyo Vista Coamiunity Park: Staff briefed the Commission on
the location of the new fence and the possible expansion of
the parking lot on the east side of the football field.
Commissioner Badoud stressed the need to prohibit parking on
the grass by installing a fence or other barrier on the east
side of the football field. We also indicated that we would
be planting additional trees on the slope south of the
football field. The Commission was also concerned with the
handicap access from the parking lots and the need to provide
a safe access through the barriers. We also came across two
moon bounces which were apparently not part of approved park
rentals and a van parked near the mature trees where the
tennis courts are planned to go. Allen had them remove the
vehicle. It is important for the Arroyo Vista recreation
staff to be aware of the park rentals and to ensure that cars
are not being driven outside of designated areas.
Country Trail: No comments.
Tierra Rejada Park: The Commission noted the need to purchase
a matching rail on the platform for the northern slide. Staff
had recently installed a wooden barrier to satisfy comments
received from Risk Management. Mr. Walter pointed out that we
continue to have problems with kids attempting to burn holes
in the tennis courts, wind screens.
Mountain Meadows: Commissioner Dubreuil pointed out there
should be a walkway that connects the playground to the other
areas of the park. The easiest way to do this would be to
consider extending the sidewalk to a point east of the parking
lot to the south side of the park. This was a general comment
she had on the parks, and should be considered when reviewing
the Carlsberg Park plans.
Peach Hill Park: We observed a large worn area east of the
basketball court. It appears to be a result of the extensive
soccer play. This area should be investigated to make sure
there are no irrigation problems.
Monte Vista Nature Park: This site was not toured.
Virginia Colony Park: There was no interest in installing the
volleyball court at the park. It was suggested the school
district should consider installing one at the adjacent school
site.
Campus Park: It was the general consensus that the six or
seven concrete climbing apparatus items in the playground be
removed. Mr. Kueny suggested that it be placed on an agenda
for formal action. It was also suggested that some type of
vine be planted to hide the chain link fence and inhibit
climbing the fence. Many of the mature trees in this park are
in need of trimming. The future of the few remaining wooden
picnic tables was discussed.
Griffin Park: The Commission appeared to be interested in
considering a name change for this park. There is a history
to this issue. It was considered by the City Council in about
1990. At that time, on a split vote, they approved retaining
the Griffin name. One of the existing Pine trees needs to be
removed. The Commission supported the idea of installing a
grass volleyball court at the southeast corner of the park.
They want to consider installing a permanent net which would
be locked to deter vandalism or theft. Three cars were parked
beyond the limits of parking on the south end which precluded
the ability to make U -turns at the end of the street /parking
lot. Staff may want to consider painting the curb red in this
prohibited area even though this is not standard procedure.
Campus Canyon Park: It appears that the infield needs to be
improved. Staff apparently spends minimum time on maintenance
of this area because of the lack of regular programs.
Consideration should be taken installing an infield irrigation
system that would be part of the automatic controls to ensure
that it is watered. It should be added to regular maintenance
at some frequency. The field does get heavy weekday use
during the spring baseball /softball seasons. The Commission
appeared to be pleased with the resurfacing of the basketball
court. They did not seem to know that Express Soccer was
using this park, and they supported reinstalling the east
soccer goal. They liked the idea of moving the west goal as
far west as possible to keep the east goal as far from the
property line wall as possible. It was also suggested that
staff plant additional trees at the toe of the slope of the
soccer field between the soccer field and the right field of
the softball diamond. Mr. Kueny concurred that this would be
a nice addition to the park. They also expressed some concern

about the slow growth of the trees in the park.

Parks Quarterly Report (July 15, 1997 to October 15, 1997)
COMMUNITY CENTER PARK
No major activity at this location.
POINDEXTER PARK
1. Some of the Gazebos' white picket side panels are being removed by vandals, and others are
being damaged by kicking and breaking them free of the rails. The panels have been
replaced with the surplus left from construction and the Gazebos have been repaired by park
staff, however, the last of the surplus has been used.
2. The security lights located at the restroom building are a constant vandalized item. They are
low enough that persons at ground level can reach the light and damage the fixture. The
lights were moved to a higher location prior to the park being opened, however, the
additional height was not enough to prevent this activity. A high pressure sodium light has
been located as a replacement for the smaller lights and can be installed at the highest point
on the restroom/storage building, and still be effective. The cost of the light is $250.
3. Two drinking fountains were vandalized by fountain handles being broken off. The cost to
repair was $120.
4. The horseshoe pit posts were stolen, and new stakes were installed.
GLENWOOD PARK
Large tree roots caused a sidewalk lift of approximately 3 inches, adjacent to the playground
area, which has been repaired. The roots were removed, and the tree will be monitored for
stability and disease.
2. The drinking fountain located by the picnic area was removed. The fountain was irreparable
due to age. The fountain has not been replaced.
ARROYO VISTA PARK
Pederson Fence Company was awarded the perimeter fence contract to install a 4x4 post
wood fence along the perimeter of the park. The fence will be 42" tall and installation will
be along the south side of the access road, the north side of the access road east of the
telephone pole fence, the turf line east of the football field going south, and around the
parking lot north of the pedestrian bridge. Our parks crew will extend the telephone pole
fence to the west and to the edge of the access road to delineate our property line. This will
enclose a majority of the park from vehicular traffic. Work is scheduled to begin in early
November.
2. A 4 inch water line broke in the park along the service road east of gate #2. The line has
been repaired and well water service returned. This is the third 4 inch mainline break at
Arroyo Vista Park. The cause is unknown at this time, however, the well high pressure may
be playing a significant role in this problem.
3. Two electric conduit pipes located along the southwest side of the football field had to be
cut and boxes were added to conceal the wires. These wires were installed by Packer
Football for future lights and they were left approximately 8 inches above the turf after
construction. The pipes created a foot traffic hazard.
4. Playground swing seats were converted to tot seats with straps for extra protection for small
children using the play equipment.
5. New signs were added to the three (3) entry gates stating "Open 8:30 am - Close 10:00 pm,
Saturday / Sunday close at 5:00 pm in Winter, 7:00 pm in Summer."
6. "No Parking" signs were installed along the service road by Public Works.
ARROYO VISTA ENTRY ROAD
The parkway along side the entry road on the west side, across from Moorpark High School,
was backfilled with soil and leveled. A landscape plan has been submitted for approval. If
approved, park staff will complete landscaping and irrigation. Estimated cost: $2,600.
2. Four barrier rocks were placed along gate #2 to provide a natural barrier to stop vehicle
access to the Arroyo from the Park. A plan is in design to connect the telephone fence along
the Arroyo south to the service road. This will be done in conjunction with the perimeter
fence project.
ARROYO VISTA PARK FACILITY
1. The motor switch which lowers one of the basketball backboards in the AVRC gym burned -
out. This is the second switch of six to burn -out. Additional switches have been ordered to
reduce down time and game rescheduling.
2. Gym floor aluminum molding was re- secured to the wood floor perimeter. This is an
ongoing problem and requires monitoring.
3. Two Gym basketball rims required replacing at a cost of $400. Damage is occurring to the
securing devices of the rim to the backboard due to patrons "hanging" on the rims. Two
backboards required the foam pad to be replaced. The pad prevents injury if bodily contact
occurs with the backboard edge. Cost $280.
TIERRA REJADA PARK
1. After a Risk Management Inspection, the City was requested to remove a hazardous piece
of play equipment. The item was removed and a temporary safety panel was added to stop
access to a fall zone. A permanent safety panel has been ordered ($350) and will be installed
when received.
2. Due to vandals continually destroying the toilet paper dispensers, new dispensers were
fabricated and installed. The new devices are locking and are more difficult to damage. The
new toilet paper dispensers have now been installed in all park restrooms.
3. A Moorpark Mormon Church volunteer group re- painted the black wrought -iron fence along
the Park perimeter. The City supplied the materials and the church, the labor.
PEACH HILL PARK
1. Two trees were donated by Robert Sabine in memory of his mother, Margaret Sabine. He
requested the trees be planted at Peach Hill Park because his mother had been involved in
the design and implementation of the Park through her position as a Park Commissioner.
The trees were planted, have adjusted and are in good health.
MONTE VISTA PARK
1. A Moorpark Boy Scout troop is scheduled to clean the Monte Vista Park slope drains as an
Eagle Scout project in November. This is a timely project with the suspected high rains
forecasted. Monitoring of this project will ensure that all drains are clear.
2. The Ventura County Fire Department conducted hose drills at the Park on Sundays, October
19 and 26.
On October 20, resident Mr. Rudischauen, donated three trees to the City. Mr Rudischauen
requested the trees be planted at Monte Vista Park, which is close to his residence, and he
and his wife often walk there.
4. Boy Scout Troop 702 completed trail repair, painting and sign replacement for their Eagle
Scout project.
VIRGINIA COLONY PARK
The playground fall zone surface fibar required replacing to provide a safe fall zone depth
per required standards. The cost was $600.
CAMPUS PARK
Five new one -piece concrete picnic tables were purchased and installed to replace the old
wooden tables. They were glued to slabs for additional security. The old wooden tables were
taken to Arroyo Vista Park and placed along the football field barrier fence. This project was
funded from the Park Improvement Budget.
CAMPUS CANYON PARK
Several roof tiles were damaged along the outer edge of the restroom roof. A citizen reports
the damage is done by juveniles hitting their soccer ball against the edge. All tiles have been
replaced.
GRIFFIN PARK
Iron Mountain Forge has informed the City that parts of the playground equipment,
manufactured between 1986 -88, have been recalled due to excessive lead in the paint. These
parts have been distinguished by orange paint. All parts will be replaced at no cost to the
City. Park staff will work with Iron Mountain Forge to remove and replace the equipment.
2. The playground slide has acquired a hole from normal wear. The park staff has repaired this
slide several times. A bid was requested for a replacement. The cost is approximately $1,600.
3. Four new one -piece concrete tables were purchased and installed at the park. The tables
replaced the old wooden tables. The old tables have been placed in surplus. This project was
funded from the Park Improvement Budget.
4. Two trees required removal. One split in half and was a fall danger. The second began
leaning, also becoming a fall danger, and in addition, could have caused above ground utility
wire damage.
ALL CITY PARKS
All park backflow devices were tested and certified by a City staff person, John Casillas, who
is a certified backflow inspector. The in -house service cost savings was $500 to the city
budget.
Bulletin boards have been repaired or replaced and are operational at all park sites. The
Department uses the bulletin boards to post park rentals.

SUBJECT: Review October 12 Park Tour
The purpose of this agenda report is to provide the Commission with an opportunity to review and
respond to several of the issues and concerns raised at the Commission's Park Tour held on October
12, 1997. This report does not cover all of the discussion that took place on the Tour but focuses
on items where more immediate action was sought.
Most of the items involve the expenditure of funds. If the Commission wishes to pursue funding a
project, it can either proceed with a recommendation to amend the current budget, or defer action
until to the FY 1998/99 Budget process. Staff has provided comments which are identified in bold.
The Commission may wish to refer back to the minutes of the Tour for a fuller accounting of various
discussions.
Community Center: A fence along the Moorpark Avenue frontage of this site to protect
children from running out into the highway was discussed.
The installation of a fence, preferable black wrought iron, would cost an estimated $20
per foot (approximately $1,000). Funds for this type of project would typically come
f :rom the Park Improvement Budget. The Community Center Park is in the
Community Park Zone (includes AVCP) which currently has a negative balance of
approximately $420,000+.
Glenwood Park: Commission inquired if the new play equipment had been approved as part
of the budget and wanted to know the status. It was also suggested that staff put a label or
other form of message on the volleyball poles indicating where they could obtain a net.

With the adoption of the FY 1997/98 Budget, the Council approved $15,000 to replace
the wooden playground equipment at Glenwood Park. Additionally, staff will affix a
sign to the park rental bulletin board with information about the volleyball court and
net.
Arroyo Vista Community Park: Staff briefed the Commission on the location of the new fence
and the possible expansion of the parking lot on the east side of the football field.
Commissioner Badoud stressed the need to prohibit parking on the grass by installing a fence
or other barrier on the east side of the football field.
Staff is proceeding with efforts to install a wooden fence along the south side of the
newly improved park access road. Work should begin by the end of November,
pending the weather. The project includes the extension of the fence along the east side
of the football field that will prevent cars from parking on the grass. This project was
funded by a loan to the Community Park Improvement Zone from the General Fund.
Tierra Reiada Park: The Commission noted the need to purchase a matching rail on the
platform for the northern slide. Staff had recently installed a wooden barrier to satisfy
comments received from Risk Management.
Replacement parts have been ordered.
Mountain Meadows: Commissioner Dubreuil pointed out there should be a walkway that
connects the playground to the other areas of the park. The easiest way to do this would be
to consider extending the sidewalk to a point east of the parking lot to the south side of the
park.
Staff concurs that this would be a desirable enhancement. The Mountain Meadows
Zone Park Improvement Zone has a negative balance of $2,600+. Since very little, if
any, revenue is projected in this Zone in the future, any improvement project would
have be to be funded from the City's General Fund or other sources.
Campus Park: It was the general consensus that the six or seven concrete climbing apparatus
items in the playground be removed. Mr. Kueny suggested that it be placed on an agenda for
formal action. It was also suggested that some type of vine be planted to hide the chain link
fence and inhibit climbing the fence. Many of the mature trees in this park are in need of
trimming. The future of the few remaining wooden picnic tables was discussed.

Campus Park is in Zone 3 and there is approximately $260,000 in that Park
Improvement budget that could be used to replace the old climbing equipment and the
remaining wooden tables. Additionally, staff is looking at the cost of planning
vegetation along the south fence. Such an expenditure must be funded from the City's
park maintenance budget rather than the Park Improvement Fund. Staff will proceed
with a tree triming project that will address the most over grown trees in the Park.
Campus Canyon Park: It appears that the infield needs to be improved. Staff apparently
spends minimum time on maintenance of this area because of the lack of regular programs.
Consideration should be taken installing an infield irrigation system that would be part of the
automatic controls to ensure that it is watered. It should be added to regular maintenance at
some frequency. The Commission liked the idea of moving the west goal as far west as
r possible to keep the east goal as far from the property line wall as possible. It was also
suggested that staff plant additional trees at the toe of the slope of the soccer field between
the soccer field and the right field of the softball diamond.
Staff is in the process of evaluating the softball field at Campus Canyon Park. If only
minimal improvements are required, they can be funded in the parks maintenance
budget, otherwise funds from the Park Improvement Fund need to be allocated.
Campus Canyon is in Park Improvement Zone 3.

BACKGROUND
This report serves as an update on Fall events and a report of events planned for Winter 1998.
Staff is in the process of planning Spring events including the 1998 Easter Egg Hunt and
Community Celebration.
FALL EVENTS
The Teen Music Fest was held on October 4 at Arroyo Vista Community Park. There
were an estimated 350 people in attendance to view the five bands and the exhibition
from Skate Street Ventura. There were food vendors and activities including monster
volleyball and frisbee /football checkout.
Country Days: Staff developed a leather working craft booth for Country Days which
was very popular. The Teen Council also had a booth in the teen area. Staff facilitated
teen posters, Candy Jam, coming event flyers and worked with the teen council to prepare
their booth and parade application. Staff also worked with Doc Dewberry in the
development of a Teen Talent Contest. }
Preschool Halloween Playday: Open to ages 3 -8, this program offered six hours of
j creative pursuits, crafts, games and a pizza lunch. October 18 from 10:00 am to 12:00
pm. $10. Nine children registered.
Halloween Party: Over 700 people attended this annual event. Staff worked to develop
new elements for this traditional event. In addition to crafts, moonbounces and petting
zoos, Mad Science ran a booth on weird experiments in the kitchen. New activities also
included pumpkin painting, decorate you own candy apple and trick or treat bag
decorating activities.
Turkey Trot Tournament and Autumn Co-ed Classic Tournament: Due to the lack
of registrations, these event were canceled. Staff is re- evaluating tournament viability for
the future.

Halloween Teen Pizza Party: The Halloween Pizza Party was held on October 31.
There were three Kiwanis chaperones and eight teens in attendance. No members of the
teen council attended.
Teen 3 on 3 Basketball Tournament: This event was scheduled for Saturday,
September 27 beginning at 10:00 am at the Arroyo Vista Recreation Center. Three teams
registered for the event. With a four team minimum, the event was canceled.
UPCOMING FALL EVENTS
Holiday Craft Fair: This event was scheduled for November 15 from 10:00 am to 4:00
pm. Over fifty vendors have registered as of this time.
Little Pilgrim's Workshop: Open to ages 3 -8, this program offers six hours of creative
pursuits, crafts, games and a pizza lunch on November 22 from 10:00 am to 4:00 pm.
$12. Six children have registered to date.
Little Elves Workshop: Open to ages 3 -8, this program offers six hours of creative
pursuits, making presents, games and a pizza lunch. December 20 from 10:00 am to
4:00 pm. $12. Nine children have registered to date.
Tree Lighting Ceremony: This event is scheduled for December 7 at 2:00 pm at
Moorpark Community Center, Apricot Room. The event will be taped and televised.
Sleigh Rides With Santa: This event is scheduled for December 21 at 4:00 pm. We
have received forty-nine registrations to date.
Breakfast With Santa: This event is scheduled for December 6 from 8:00 -10:00 am.
There are forty-two registrations to date.
70s Teen Dance Party: This event is scheduled for November 21 from 7:00 -10:00 pm at
Arroyo Vista Recreation Center.
Teen Holiday Bash: This event is scheduled for December 12 from 7:00 -10:00 pm at
Arroyo Vista Recreation Center.
WINTER EVENTS
Mini Mardi Gras: This event is scheduled for February 16 from 10:00 am -1:00 pm at
Arroyo Vista Recreation Center. The event will feature games, crafts and other activities.
Valentine Sleigh Rides: This event is scheduled for February 14 beginning at 4:00 pm at
Tierra Rejada Ranch. Residents are invited to enjoy a horse -drawn wagon ride. The fee is
$20 per couple which includes wagon ride, chocolates, beverages, and flowers for every
lady.
Teen 3 on 3 Basketball Tournament: This event is scheduled for February 22
beginning at 8:00 am at the Arroyo Vista Recreation Center. The event is open to ages 12
to 16. Awards go to first and second place teams.
Teen Ski Trips: These trips are for ages 11 to 17 only. January 26 and February 9. Both
dates are student free days for Moorpark Unified School District. Busses leave from the
Arroyo Vista Recreation Center at 6:00 am and return approximately 6:00 pm. Ski
destination is Mountain High in Wrightwood.
Teen Dance Cantina: This event is scheduled for Friday March 13 from 7:00 -11:00 pm
at Moorpark Community Center, 799 Moorpark Avenue. The event will feature a live DJ,
refreshments and house music. Admission $2 at the door.

SUBJECT: Consider Volleyball Court at Griffin Park
On September 15, 1997, the Commission voted to delay its decision on the installation of a
volleyball court until after its October park tour. With the completion of the tour, staff is bringing
this item back for Commission consideration.
Interest regarding a volleyball court at Virginia Colony Park surfaced as a result of Moorpark
Community High School's use of the Park earlier this year. The School erected a temporary
volleyball court using poles mounted in concrete and placed in the center of the open grass area of
the Park. The use of the Park in this manner was unauthorized, and City staff removed the
equipment.
The City has one existing outdoor grass volleyball court facility which is located at Glenwood
Park and a net is available for rent at AVRC. This facility receives very little use. In addition to
the court at Glenwood Park, the City also has an indoor court in the AVRC gym.
It was stars recommendation that if the Commission wished to pursue a volleyball court in the
Campus Park area of the City, it considered Griffin Park rather than Virginia Colony Park.
Virginia Colony is our smallest park, consisting of one acre. It currently contains a play lot,
picnic tables and barbeques. In staffs opinion, the installation of a volleyball court would impact
the open grass area that exists now. Open turf areas serve more variety of uses than do volleyball
courts, and for a park the size of Virginia Colony, open spaces are in demand.
Griffin Park is comprised of approximately five acres. It contains a play lot, tot lot, picnic tables,
barbeques, restrooms and a lighted basketball court. Approximately one year ago, the City
expanded the size of the Park to the south along the 118 Freeway. This area is open turf and
would be a good location for a volleyball court. The placement of a volleyball court in this
location would not impact the Park's open space.

If the Commission concurs with staff's recommendation to install a volleyball court at Griffin Park
rather than Virginia Colony Park, it is further recommended that the facility be a grass court
rather than sand or concrete. There are no funds currently available to construct a sand or
concrete court in the City's FY 1997/98 budget. In order to pursue either one of these options,
staff would need to request approval for a budget amendment from the City Council. A concrete
court would cost approximately $7,000 to $10,000 and a sand'court would cost approximately
$3,000 to $5,000. Since staff is unable to estimate the amount of use the facility would receive,
the investment may not prove to be cost effective.
The construction of a grass court could be performed by City personnel and would require an
expenditure of approximately $300, significantly less than the other two options. This cost could
be funded from the City current budget and would not require additional action on the part of City
Council. Additionally, based on the Commission's earlier discussion, a net would be purchased at
a cost of approximately $100 and remain in place in an effort to make the court more available
and easier to use. If the net is damaged as a result of vandalism, this policy will be reexamined
and most likely we will revert back to our standard policy by making the net available for rent at
Arroyo Vista Recreation Center.
Staff recommends the installation of a grass volleyball court at Griffin Park as outlined in the
Agenda Report.

SUBJECT: Youth Sports Committee Meeting Summary
The first meeting of the Youth Sports Committee was held on October 21, 1997. Those in
attendance included Commissioner Dubreuil and representatives of AYSO and the Moorpark
Tennis Club. Because of the low attendance, the group agreed to reschedule the meeting to a
date after the new year.
Some initial discussion did take place prior to adjourning. Specifically, it was agreed that the
Committee could serve as a forum for sharing ideas; combining resources, when possible;
planning for future facility and scheduling needs; formation of a "master calendar"; and a lobbing
group for youth sports needs.
A letter has been sent to each youth sports organization in Moorpark notifying them of our plans
to meet after January 1. Meeting notices will be sent out again closer to the meeting date.

Attached is the report prepared by Recreation Coordinator Stephanie Shaw evaluating the
Halloween Carnival and Trick or Treat Village on October 25, 1997. This event was held at
Arroyo Vista Recreation Center with well over 700 people in attendance.
Groups involved included Moorpark Kiwanis, Chaparral Middle School ASB, Mesa Verde
Builder's Club and Girl Scout Troop 916. There were 30 volunteers contributing over 100
volunteer hours.
The City budgeted $1,525 towards the Halloween event. Approximately $1,285 was spent on
supplies and part time staff salaries, and the City generated $494.95 in revenue from the sale of
game tickets and craft booths.
Staff received one event evaluation form (attached).

Location: Arroyo Vista Recreation Center
Age group: 3 to 12 years of age
This event included the Trick or Treat Village, Crafts, Games, Activities, and a Costume Contest. Staff
working the event were Stephanie Shaw, Katie Berry, Stephanie Casillas, Tim Elston, Gailya Jankovskis,
and Anthony Sylvers. Volunteers included Kiwanis (8), Girl Scouts (9), Builders Club (7), and Chaparral
Middle School (6).
CARNIVAL GAMES: The 10 games included Boowling, 13th Hole, Ghost Toss, Eyeball Stew, and The
Graveyard. Games were located in the Multipurpose room along with the prize booth. Games were staffed
by volunteers from Girl Scouts, Chaparral Middle School, and Builders Club. The prize booth was staffed
by Kiwanis volunteers.
CRAFTS: Crafts included Make Your Own Carmel Apple, Pumpkin Painting, and Trick or Treat Bag
Decorating. Craft booths were run by City staff and they were sold out well before 1:00 pm. Mad Science
also attended, hosting a "Make Bugs in Goo" booth.
TRICK OR TREAT VILLAGE: The Trick or Treat Village included the house and castle, a graveyard, and
a pumpkin patch. David Stafford (Kiwanis volunteer) played Frankenstein's monster. Volunteers from
Builder's Club and Girl Scouts also assisted in the Village. The Trick or Treat Village was located in the
dance room.
OTHER ACTIVITIES: Outside the building were activities such as pony rides and petting zoo (Party
Animals), and a balloon typhoon (Moonwalks). Moonwalks also brought a moon bounce which has to be
taken down due to wind.
COSTUME CONTEST: A Costume Contest was held at 1:00 pm, coordinated by Shelly Shellabarger,
Recreation Superintendent. A total of twenty-eight children signed up to participate, and Janice and Dave
Parvin served as judges.
ATTENDANCE
There were approximately 700 people in attendance at this event throughout the three hour period. Of the
700 people, it is estimated that 400 were children. We had 30 volunteers who donated approximately 100
hours and the remaining attendance is attributed to parents.

The carnival games, Trick or Treat Village, and crafts were set up on Friday, the day before the event.
Only last minute preparations (such as inflating balloons, melting carmel, etc) were done on Saturday
morning. Volunteers arrived between 9:30 and 9:55 am. The event began at 10:00 am, with several
children waiting for the doors to open. The bulk of the crowd attended between 10:45 and 11:45 am.
Most of the clean up for the event was done by 2:00 pm.
It should also be noted that Tierra Rejada Ranch donated 50 pumpkins for the pumpkin painting booth.
SUMMARY
The event was very successful. All staff and volunteers did an excellent job.
SUGGESTIONS FOR FUTURE EVENTS
1. Purchase more craft supplies. All crafts were sold out an hour before the end of the event.
2. Add 3 to 5 more games. Some people commented about fewer games this year.
3. Consider an admission fee instead of charging separately for crafts and games. (Example: admission is
$2, for which you get 10 game tickets, a craft ticket, and admission to the Trick or Treat Village.)

FOOD: Food included pizza, beverages, and snacks. Pizza was ordered from West Coast Pizza. The City was
given a substantial discount on the order (regular price for a jumbo is $9.99, our cost was $5.99). Beverages
included sodas (left over from Music Fest), and punch. Also available were cookies and candy.
COSTUME CONTEST: The costume contest was not successful. There were no entries for the contest.
Moorpark Melodrama donated two tickets to "The Road to Transylvania" as prizes, but they were not used.

Exactly eight teens attended the event and approximately ten others came by, but left when they saw
there was not a large crowd.
