OF THE PARKS AND RECREATION COMMISSION
NOTICE IS HEREBY GIVEN that a Special Meeting of the Parks and
Recreation Commission of the City of Moorpark is hereby called to
be held on Sunday, June 2, 2002, commencing at 10:00 a.m. Said
meeting will convene at the Community Center Park located at 799
Moorpark Avenue, Moorpark, California. Said Special Meeting shall
be for the purpose of the following:

SUBJECT: Consider Vending Machines in City Parks
DISCUSSION
At the Commission's May 6, 2002, meeting, staff was asked
to agendize the issue of vending machines in City parks. As
background, in 1998, the Parks and Recreation Commission
and the City Council considered the issue of vending
machines in City parks at the request of a resident. The
resident was attempting to start a vending machine business
and was interested in placing them at City facilities. The
outcome of the deliberation at that time was to authorize
the resident /business to install a beverage vending machine
at Peach Hill Park on a trial period of one year. Since
there was no existing electrical outlet to serve a vending
machine at Peach Hill Park, the Council also directed that
the vending business incur the cost to install electrical
service along the south or east side of the
restroom /storaae building, estimated to be-approximately
$250.
Currently, the City has food and beverage vending machines
at two locations: inside the lobby of the Arroyo Vista
Recreation Center and the lobby of the Community Center.
When the decision was made to install the machines, the
City solicited proposals from vendors and authorized an
agreement with the successful contractor. The Agreement
the City has with its current vending machine contractor
includes providing and maintaining the machines and their
contents at no cost to the City, City approval of the food

machines are located inside of City owned facilities where

At its meeting on May 6, 2002, the Parks and Recreation
Commission received an Agenda Report requesting that it
consider a new name for Paul E. Griffin Sr. Park.
Additionally, the Commission was asked to consider changes
to the City's Park Naming Policy.
At the May 6 meeting, the name of "College View Park" was
suggested. This continues to be a suggestion that staff
recommends. However, the Commission asked for additional
time to think about potential park names and requested that
staff generate additional name ideas. To assist with names,
a number of attachments have been included with this report
that identify park names generated for Miller Park.
RECOMMENDATION
Consider revisions to the City's Park Naming Policy and
rename Griffin Park.

SUBJECT: Consider Revisions to the Park Naming Policy and
Rename Paul E. Griffin Sr. Park
On April 10, 2002, the City Council requested that the
Parks and Recreation Commission consider renaming Griffin
Park. The Park, formally named Paul E. Griffin Sr., was
named after the developer who built the adjacent
residential tract. It was built prior to the City's
incorporation, and its name was recommended by the
neighborhood council in place at the time and approved by
the Ventura County Board of Supervisors.
A new name suggested for consideration is College View
Park. College View Avenue was the name of the street that
connected Campus Park Drive to Route 118 prior to the
construction of the freeway overpass. The abandoned street
now serves as the Park's parking lot.
As previously stated, the Council requested that the Commission
review the City's Park Naming Policy and forward any recommended
changes. The City has a Park Naming Policy (see Attachment A)
which was last approved by the City Council in 1994. In summary,
the policy states that the Parks and Recreation Commission
consider park names and forward a recommendation to the City
Council. Names may be selected that identify the geographic
location of the new park, or when possible, the street on which
the park is located. In special circumstances, the park may be
named to recognize a national or historical event. The policy is
silent on naming parks after people. Names proposed by the
Commission will be considered by the City Council. The approved
name will be adopted in the form of a Council resolution.

SUBJECT: CONSIDER NAME FOR PARK IN SPECIFIC PLAN 92 -1
(CARLSBERG)
EXECUTIVE SUMMARY
The Parks and Recreation Commission is recommending that
the City Council approve a name for the park under
construction in Specific Plan 92 -1 (Carlsberg). The
Commission is forwarding a list of names that contains a
first, second, and third choice and three alternate names
for the Council's consideration.
BACKGROUND
At its meeting on January 19, the City Council took a
second look at the recommendation forwarded by the Parks
and Recreation Commission on a name for the park in
Specific Plan 92 -1 (Carlsberg). The name recommended by the
Commission at that time was Sereno Ridge Park (Peaceful
Ridge).
At the request of the City Council, the Commission was
asked to reconsider its recommendation. The Commission was
asked to look at names that would recognize the historic
importance of Moorpark and its centennial as a community.
Additionally, the Council suggested that names of prominent
individuals who played important roles in the founding and
establishment of the community of Moorpark be considered.
The City Council also requested that suggestions be sought

Historical Society, and the public.
DISCUSSION
The Centennial. :ommittee and Historical Society suggest

Fairview Park: Early on in Moorpark's history there

"Fa _-view" carne . fort. early settlers wino noted that they

�. Apricot Hills Park: Apricot orchards were once a
important industry in Moorpark and a source of local pride.
Ar. apricot. blossom is prominently displayed on the City's
seal.
VLsr.a de; Valle Park: This name was submitted by a
resident and is Spanish for "View of tie Valley." The
Commission felt that this name described the view from the
top of Science Drive, looking north.
The Commission discussed three additional nacres that, whine

Those names include: Lupin (also spelled Lupine) Hil-s
Par's, c:entennia! Park, and Millennium Park.

prominent residents. However, using the historical
information from Mrs. Norma Gunter's two. historical books
on Moorpark, staff has identified three names the Council
may wish to consider:
1) Charles Corn - he was the first merchant in Moorpark and
his family is said to have played an integral part in the
settlement_ of the area, and is considered by some to be
Moorpark's "First Family ";
2) Monroe Everett - he grew
ranch in the area of Los
Boulevard. He later built
ranches in the Moorpark area
and Read Roads; and
up on his father's apricot
Angeles Avenue and Hitch
one of the most productive
at the location of Moorpark
3) James Strathearn - he and his family moved to the
"Moorpark Ranch" (Moorpark College /Happy Camp area) in
1889. On the Ranch they raised cattle and walnuts. He was
known as a progressive agricultural engineer and he built
the first pumping plant in the valley. He also invented a
machine to chop cactus for cattle to eat. In 1966, with
the construction of the College, he and his wife purchased
a house on Third Street.
There are other individuals and families who also played
important roles in the formation of Moorpark: the Laughins,
Eetes, Smiths, Agoures, Barretts, Stuarts, Bauers, Hughes,
and Reads.
The Commission discussed the aforementioned names of
prominent residents. A majority of the Commission members
present expressed a preference for staying away from naming
the park after a particular individual. The concern was
that there were so many individuals who play important
roles, and selecting only one to be recognized was
difficult.
At the Council's January 19, 2000 meeting, there was a
question as to whether the City needed to amend its Park
Naming Policy if it were to select the name of a person.
The current policy (see Attachment C) is silent on the
issue of naming parks after people. There had been a
previously stated preference by the Council not to name
parks after people, but the policy does not prevent the
Council from doing so. Therefore, if the Council wishes to

At our last meeting, staff presented as an attachment the current city policy for naming parks. Part of the
agenda for the upcoming park tour is to revisit the issue of renaming Griffin Park and also forwarding
recommended revisions of the park naming policy to the City Council for consideration. I have taken the liberty of
writing up my own version of a revised park naming policy. If you could, please distribute it or make it available to
the other commissioners so that when it comes time for discussion everyone can (literally) be on the same page.
My revisions are indicated with strikethroughs (deletions) and underscores (revisions and additions). Thanks
much for your help on this.

Proposed City Park Naming Policy
1. The City Council will direct the Parks and Recreation Commission to make recommendations on
names for all new park projects during or before park construction.
2. City parks n"y shall be named in a manner which identifies the geographic location of each park.
Whenever possible, the name of a street, or the street upen on which the park is located, ney shall
be part of the park name. In special circumstances, park names may
recognize a national or historical event, a Moorpark citizen who has made significant
contributions to the city_, or a prominent state or national figure with close ties to the city..
3. The City Council will consider the Parks and Recreation Commission's recommendations and will
adopt the chosen park name by resolution.

It has come to my attention that the Parks and Recreation Corrunission is considering changes to
Moorpark's park naming policy; and specifically consider changing the name of Paul E. Griffin Sr.
Park. Out of respect to many fine contributions made by the Griffin family to improve the quality of
life in our comnii city_ I would urge Commissioners to retain the name of Griffin Park.
The Griffin tamily have been civic participants in Ventura County for many years, active in numerOLLs
educational, charitable, and business ventures. Strong supporters of our own Moorpark College, Paul
Griffin, Jr. helped form and served as President of the Moorpark College Foundation. His generous
donations io the College led their, to rename the football stadium in his honor.
The Paul Griffin, Sr. Park Nvas dedicated by city officials in 1982. The Griffin family generously
donated the large parcel of land to the Cite ol' Moorpark for the purpose of establishing a community
park. They have I'urther donated thousands of dollars to help upkeep and renovate Griffin Park over
Lhe years. They have been instrumental in working with the County of Ventura to require developers
to set aside iiutd for new parks when they build large developments.
As a resident of Moorpark. I believe that Griffin Park is a fitting tribute to the inany contributions
made to the City of Moorpark and the County of Ventura by the Griffin Family. I respectfully request
that the Griffin Park name be retained.
