Said Special Meeting shall be for the purpose of the following: 1. CALL TO ORDER: 2. PARK TOUR: The Commission and Staff will tour the parks in the following order. The times identified are estimates only and the Commission will attempt to meet this schedule. 1. Lindley, Director of Community Services DATE: March 26, 2003 (Meeting of April 5, 2003) SUBJECT: Consider Concerts in the Park Proposal BACKGROUND At the January. 15, 2003, City Council meeting, Ralph Mauriello, a Moorpark resident, approached the Council with a proposal to coordinate a Summer Concert in the Park series. Mr. Mauriello offered to prepare a proposal for City consideration. The Mayor stated that the City had held a summer concert series in the past and had not succeeded in attracting a sufficient number of attendees. Due to the lack of interest, the City's Concerts in the Parks program was discontinued. However, the Council asked that Mr. Mauriello direct any written proposal he wished to share to the Director of Community Services. DISCUSSION John Hartnett, Recreation Manager, and I met with Mr. Mauriello to provide him with background information on the City's former Summer Concerts in the Park series. We also provided him with information on the number of staff members necessary to run each concert and costs associated with renting a stage and a sound system. Based on Mr. Mauriello's proposal (see Attachment A), he would coordinate a Concert in the Park series for the City M: \MLindley \Recreation \concert series proposal pragenda.doc Parks and Recreation Commission March 26, 2003 Page 2 beginning in May and running through September. While Mr. Mauriello would serve as the coordinator, selecting and securing the musical groups and soliciting donations, the remainder of the work, logistics, and on -site staff to run the concerts would be borne by the City. Additionally, the concerts would be funded by the City, but Mr. Mauriello has indicated that he would contact potential sponsors in an effort to generate revenue to off -set the costs. In 1994, the City coordinated its first Summer Concert in the Parks series at AVCP. The series consisted of 4 concerts and met with minimal success, drawing crowds of 150 to 300. Disappointed with the lack of attendees, the concert series was discontinued in 1995. In 1996, the City attempted to renew the concept of a summer concert series again by offering 4 concerts in addition to the 3rd of July concert. In an effort to generate greater interest, we included a number of activities for children and their families such as: carnival games, jump tents, arts and crafts, food vendors, and pony rides. With this series, the City had no more success in attracting attendees than it .� had had previously. As a result of what appeared to be a lack of interest, the concert series was again discontinued. Since we have not been successful in attracting residents to a concert series, staff has focused on including concerts in our special events. The "headliner" musical act is typically scheduled to perform towards the end of the day (late afternoon) and serves to cap off the event. Fund raising efforts conducted for past concert series and our on -going 3rd of July event has never resulted in any significant revenue. With the exception of CardService, staff is currently having a difficult time generating sponsorships for the upcoming 3rd of July 20th Event designed to recognize the City's 20th Anniversary. This event attracts up to 9,000 attendees. To date, the two large corporations identified by Mr. Mauriello, Target and Khol's, have declined to make donations towards this very special event. Staff believes it will be very difficult to find sponsors for a summer concert series. In light of our past experience with concert series and budget uncertainties, staff does not support including a summer Parks and Recreation Commission March 26, 2003 Page 3 concert series in our FY 03/04 recreation programs and events. At that time, I promised a make a report at the next City Council meeting. Unfortunately when I made the promise, I had forgotten that I would be out of town and therefore unavailable to attend the meeting. I have included in the report my activity log as backup should any questions arise regarding the source of the data. I hope this meets with your and Council approval. The proposed dates are the fourth Sunday of each month from May through September The proposed time for performance is 5:30 PM, with Picnic/Play time to precede and follow the 45 minutes -- 1 hour presentations The proposed location is Arroyo Vista Recreation Center, 4550 Tierra Rejada Road, Moorpark. It is proposed to present two choral groups and three instrumental groups. Big Band Alumni — A professional group of 20 ex -big band musicians with both a male and female singer. Harmony Oaks Barbershop Chorus - A Community choral group of 50 singers with individual quartets. Moorpark Symphony Orchestra — A 60 -75 piece orchestra that plays light classics. River Boat Dixie Band — A 10 -piece band that specializes in New Orleans -style Dixieland jazz. Los Robles Master Chorale - A large mixed chorus that performs light classics. The cost for the series is approximately $ 19,000. It is my intention to minimize costs to the city by contacting various businesses within Moorpark to seek sponsorship of individual concerts. Potential sponsors are Kohl's and Target. In addition to the chorus several quartets will also perform. Fee $ 500 Sound System $ 800 Platform $ 1,250 Staff $ 120 Concert cost $2,670 July 27 - Moorpark Symphony Orchestra — Moorpark — Leader: James Fong A community orchestra with 60 — 75 pieces. Band is available including two singers for approximately $1800. Actual fee is $ 27502 but with letter to Music Performance Trust fund we can et them to pick up about $ 950. They are available for May 24. 1/27/03 Spoke to Larry Nixon, leader of the Harmony Oaks Barbershop Chorus. They will provide a combination of Chorus and Quartettes. Fee is $ 500 and they provide their own sounds stem. They are available for July 27. 1/28/03 Spoke with John Hartnett.
