MINUTES OF THE PARKS AND RECREATION COMMISSION
Moorpark, California October 12, 1992
The regular meeting of the Parks and Recreation Commission of
the City of Moorpark was held on Monday, October 12, 1992, in
the Council Chambers of City Hall of said City, located at
799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Chairman Corzine called the meeting to order at 7:20
p.m.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Commissioner
Thompson.
3. ROLL CALL:
Present:
Commissioners John R. Hall, Jr., Ginger Stratton, Sandra
G. Thompson, Connie Volke and Chairman Ronald W.
Corzine.
Staff Present:
Christine Adams, Director of Community Services; Moira
Shea, Recreation Coordinator; and Debra Broussalian,
Administrative Secretary.
4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL
PRESENTATIONS:
A. Presentation of Awards to the Winners of the
Moorpark Talent Show held in September.
Chairman Corzine presented awards to the winners of
the Moorpark Talent Show who performed during the
Labor Day in the Park event on September 7, 1992,
as follows:
Honorable Mention - -Diane Plenger; Third Place- -
Tamara, Anthony and Allyson Kuechman; Second Place-
- Heather Harper, Cynthia Bogart, Jennifer Harper,
Cathleen Leaver, Elizabeth Leaver, Wendy Kenney,
and Marie Blazejewski; and First Place -- Michele
Rivera.
Commissioner Thompson thanked the winners for their
participation in the talent show. Christine Adams,

thanked Moira Shea, Recreation Coordinator, for her
success in organizing and assisting with the Talent
Show and the Labor Day in the Park event.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
Commissioner Hall requested adding discussion of the
dance committee's report as "Discussion /Action Item D."
Christine Adams reminded the Commission that verbal
discussion could be allowed, but due to the restrictions
of the Brown Act and the item not being posted as part
of the agenda, no action could be taken by the
Commission tonight. The Commission agreed to add
discussion of this issue as Discussion /Action Item D.
Commissioner Stratton asked staff about the status of
the rollerblading report requested at the September
meeting. Christine Adams, Director of Community
Services, stated the report will not be available until
November or December. Chairman Corzine requested staff
to bring to the Commission the plans for the gymnasium
at Arroyo Vista Community Park.
6. PUBLIC COMMENTS:
Jim Hartley, 5950 Gabbert Road, Moorpark, Coordinator of
Volunteers for the Mounted Assisted Unit at Happy Camp
Regional Park, invited the Commission and the public to
the park.
Commissioner Thompson recommended adding information
about Happy Camp Park in the next Recreation Brochure.
Specifically, she would like to see the moonlight hikes
advertised in the brochure.
7. CONSENT CALENDAR:
A. Aonroval of the Parks and Recreation Commission
Minutes of September 14, 1992. Staff
Recommendation: Approve as presented.
MOTION: Commissioner Hall moved to approve the Minutes of
September 14 and pull Items B, C, D and E for review and
discussion.
Commissioner Stratton stated on Page 7, in the
first paragraph of the Minutes, it should be
corrected to read: "...and most of their school
dances have been scheduled during the day rather
than in the evening."

AMENDED MOTION: Commissioner Hall moved and Commissioner
Thompson seconded to amend the previous motion by approving
the Minutes, with the correction as stated by Commissioner
Stratton, and to pull items B, C, D and E for discussion.
Unanimously approved.
B. Receive Staff's Status Report of City Parks. Staff
Recommendation: Receive and file the report.
Commissioner Stratton inquired as to whether
letters /surveys had been sent to the residents in
the area of LaColonia Park for their feedback on
the naming of the park and what they desire in the
park. It is the Director's understanding that the
City desires to get a consultant on board so she
and the consultant can meet together with the
neighborhood for their feedback.
MOTION: Commissioner Thompson moved and Commissioner Volke
seconded a motion to receive and file the report as
presented. Unanimously approved.
C. Receive South Meadows Park Irrigation Drainage
Status Report. Staff Recommendation: Receive and
file the report.
Commissioner Hall and Chairman Corzine stated it
was their understanding that Urban West Communities
would be responsible for maintenance of South
Meadows Park for one year after the park
dedication, which would be January, 1993. Why does
the City now have responsibility for its
maintenance? why is the City incurring maintenance
expenses prior to this one -year period?
The Director stated the City Manager had informed
her South Meadows Park was under the responsibility
of the City. She will investigate this further
with the City Manager and report her findings back
to the Commission at the next meeting.
MOTION: Commissioner Thompson moved and Commissioner
Stratton seconded a motion to receive and file the report as
presented. Unanimously approved.
D. Receive Status Report of the Senior Citizens
Program. Staff Recommendation: Receive and file
the report.
Chairman Corzine asked staff about the success of
the Spaghetti Dinner held at the Senior Center.
The Director stated about 108 people were served.

Commissioner Volke stated she was in attendance at
the dinner helping as a volunteer. She wasn't
aware of the financial success of the event. Mayor
Paul Lawrason and herself were the only City
representatives at the event.
The Commission asked staff what their role and
responsibilities are regarding the Senior Center.
The Director stated she brought this report to the
Commission for informational purposes only. The
Commission may be involved in making
recommendations for future Senior recreation
classes and events. At the request of the
Commission, the Director stated she will outline
the role of the Parks and Recreation Commission and
bring this item back for discussion at a future
meeting.
MOTION: Commissioner Stratton moved and Commissioner Volke
seconded a motion to receive and file Item 7.D. as presented.
Unanimously approved.
E. Receive Status Report on the City's Ten Year
Anniversary Celebration. Staff Recommendation:
Informational only; receive and file the report.
The Director gave the staff report and stated she
would like to set up a meeting with Commissioners
Hall and Thompson to start formalizing plans for
the event.
Chairman Corzine recommended using local vendors
for the purchasing of logos, banners, pins, etc.,
and stated advertising through all means available
should be pursued.
Commissioner Volke asked whether the presentation
of the "Volunteer of the Year" would be included at
this event. The Director stated it would be a
consideration.
Commissioner Thompson invited public comments.
Commissioner Hall stated it is important to start
pursuing involvement by businesses and
organizations now, so they can include this event
in their budgeting process.
MOTION: Commissioner Thompson moved and Commissioner Volke
seconded a motion to receive and file Item 7.E. Unanimously
approved.

8. DISCUSSION /ACTION ITEMS:
A. Consider "Volunteer of the Year" Committee Report.
Staff Recommendation: Receive and file the report.
Chairman Corzine stated the intent of the
Commission was to get volunteers recognized
immediately, not to wait until the 10 Year
Anniversary event. He also recommended the
"Volunteer of the Year" committee meet with the
Director and Mayor within the next two weeks.
Commissioner Thompson also stated the intent of the
Commission was to select "Parks and Recreation"
volunteers for recognition, not City -wide or
Community Services volunteers.
MOTION: Commissioner Stratton moved and Commissioner Volke
seconded a motion to accept Item 8.A, as presented.
Unanimously approved.
B. Consider an Essay / Poster Contest to Commemorate
Martin Luther KinQ, Jr. 's Birthday in January.
Staff Recommendation: That the Parks and
Recreation Commission direct staff to hold an
Essay /Poster Contest to Commemorate the birthday of
Dr. Martin Luther King, Jr.
The Director gave the staff report and recommended
a poster /essay contest be sponsored by the City
through the school district. She also stated there
are no funds budgeted at this time for the event.
The Commission agreed having a poster /essay contest
through the school district was an excellent idea.
Commissioner Hall wasn't in favor of judging essays
and awarding winners, as he felt the essays should
be something written with feeling, not judged on
style, grammar or punctuation. The Commission
discussed whether prizes and categories should be
awarded and who would judge them. They also
discussed whether a theme should be used for the
contest. Commissioner Stratton recommended staff
contact Mr. Frank DePasquale with the School
District.
Commissioner Thompson recommended having
participation awards for everyone with ten
exemplary pieces of work receiving special
recognition. Commissioner Volke stated she agreed
with Commissioner Thompson's recommendation.
Commissioner Thompson also suggested the poster

contest be expanded to an artistic expression to
include posters, drawings and modeled structures.
The Director stated the essays could be published
in local newspapers and award presentations made at
the January 6 City Council meeting. The essays and
posters could also be displayed at the Community
Center and, possibly, the City Library.
As the Commission didn't agree on having the event
be a contest, Commissioner Stratton recommended
naming the event "Martin Luther King Appreciation
Day."
The Commission concurred staff should proceed with
contacting the school district and advertising the
event.
MOTION: Commissioner Thompson moved and Commissioner Volke
seconded a motion that staff proceed with the recommendation
to have an essay /art contest to commemorate Martin Luther
King, Jr.
Before voting on the motion, the Commission
discussed forming a Commission Committee of two
Commissioners to meet with staff to establish
criteria for the event. Commissioners Stratton and
Thompson volunteered to serve on the committee.
AMENDED MOTION: Commissioner Thompson moved and
Commissioner Volke seconded to amend the previous motion by
including a subcommittee of Commissioners Stratton and
Thompson to participate with Staff in the establishment of
program criteria for the event. Unanimously approved.
C. Consider Special Event Report of September 26 -27
Tennis Tournament. Staff Recommendation: Open
forum discussion; receive and file the report.
The Director gave the staff report. Moira Shea,
Recreation Coordinator, addressed the Commission
and stated the tennis tournament was well received.
She received many compliments about the City's
tennis courts and comments that the City needs more
courts with lights. The Director stated the Fall
tennis classes offered this session were the first
to be filled.
Chairman Corzine thanked Don Legerski for
volunteering his time to help with the tournament.
He stated the courts were cracking and asked the
Director to have maintenance inspect the courts.

BY COMMISSION CONSENSUS, the report was received and
filed.
D. Receive Update Report from the Dance Committee.
Commissioner Hall reported he and Commissioner
Thompson met with Dr. Dritz, Principal of the
Moorpark High School, and the Student Council
regarding the possibility of the City and Moorpark
High School sponsoring a teen dance on the High
School premises after a home football game. The
idea was well received, and the first dance is
scheduled for November 6. The dance will be
announced in the local papers and on the cable
television stations. Posters and flyers will be
posted and distributed at the High School. The
dance may include pizza, video games and a disc
jockey. This dance will give the Commission an
idea of how well the High School students will
support dances scheduled after home games.
Regarding the disc jockey, Commissioner Hall stated
the type of entertainment to be provided is still
being discussed, and they will be meeting with
staff tomorrow on this issue. No fee has been set
yet. Costs are still being assessed.
Commissioner Thompson stated security is already in
place for the football game, and plans are also
being made to have them in place for the dance.
November 6 is Moorpark's final home football game.
She thanked staff for their cooperation and
apologized for the short notice in scheduling the
dance.
Commissioner Hall stated they need more chaperones.
Anyone wishing to volunteer as a chaperone should
call the Community Services Department staff.
Commissioner Hall also stated Dr. Dritz is in favor
of the concept that any student attending the dance
shall not leave until the dance ends.
MOTION: Commissioner Thompson moved and Commissioner
Stratton seconded a motion to receive and file the verbal
report. Unanimously approved.

9. COMMENTS FROM COMMISSIONERS:
A. Commissioner Stratton thanked Commissioners
Thompson and Hall for their work on the High School
dance; thanked Jim Hartley for his presentation
about Happy Camp Regional Park, and thanked the
Chamber or Commerce for the Country Days event.
B. Commissioner volke thanked Leta Yancy- Sutton for
the beautiful car she provided for the
Commissioners in the Country Days parade; thanked
Commissioners Thompson and Hall for their efforts
on the High School dance; and thanked Christine
Adams for her efforts in preparation of the agenda
reports.
C. Commissioner Thompson congratulated all of the
talent show winners; appreciated Mr. Hartley's
reminder about Happy Camp Regional Park; thanked
the Chamber of Commerce and civic organizations
that made Country Days an enjoyable day; thanked
Leta Yancy- Sutton for being the Commission's
chauffeur in the Country Days parade; and thanked
Moira Shea, Recreation Coordinator, for her efforts
on the tennis tournament.
D. Commissioner Hall congratulated all the winners
of the talent show; thanked Leta Yancy- Sutton for
driving the Commission through the parade route and
requested the Director send her a note of thanks;
thanked Moira for her efforts on the tennis
tournament, invited Moorpark High School students
to participate in the November 6 dance; and
apologized to staff for the short time frame of the
dance date. Commissioner Hall also extended a
special thanks to Dr. Dritz for his support of the
High School dance.
E. Chairman Corzine reminded everyone of the
Shakespeare in the park event to be held October 18
and the Halloween celebration on October 31 at the
Community Center.
F. Christine Adams, Director of Community Services,
stated the Community Services Department needs more
volunteers for the Halloween event.
10. FUTURE AGENDA ITEMS:
For the November 9, 1992, meeting, the following items
were requested:

A. Continue discussion of the South Meadows Park
transfer of ownership from Urban West Communities
to the City.
B. Receive Dance Committee report of the November 6
dance.
C. Receive 10 Year Anniversary Committee report.
D. Receive Volunteer of the Year report.
E. Receive staff report regarding rollerblading and
roller hockey. (The Director stated this report
may be available in November or December.)
F. Arroyo Vista Community Park gymnasium plans.
G. Outline of the Parks and Recreation Commission's
role as it relates to the Senior Center.
11. ADJOURNMENT:
MOTION: Commissioner Thompson moved and Commissioner Volke
seconded a motion for adjournment at 9:21 p.m. Unanimously
approved.
