HomeMy WebLinkAboutMIN 1993 0111 PR REGITEM 7A -MEW MINUTES OF THE PARKS AND RECREATION COMMISSION Moorpark,,: , California Januarr 1-1, -1993 The regular meeting of the Parks and Recreation Commission of the City of Moorpark was held on Monday, January 11, 1993, in the Council Chambers of City Hall of said City, located at 799 Moorpark Avenue,.Moo-rpark, California. 1. CALL -.TO,. ORDER: The Meeting was called to order by Commissioner Thompson at 7:05 p�m. 2. PLEDGE OF ALLEGIANCE: The Pledge.of Allegiance was led by-Commissioner Hall. 3. ROLL CALL: Present: Commissioners John R. Hall, Jr., Ginger Stratton, and Sandra Thompson Staff Present: Christine Adams, Director of Community Services and Rene Mayfield, Administrative Secretary. 4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS: A. Administrative Secretary administers the Oath of Office to newly appointed Commissioners. The Administrative Secretary deferred to Mayor Lawrason who administered the Oath of Office to the reappointed Commissioners Hall, Thompson, and Stratton and then to the newly appointed Commissioners Butler and Ulis -Judd. B. Presentation of Moorpark High School Math Department Park Desian Projects. Marlene Dean, Moorpark High School Math Department, presented park design projects created by students. Kelly Nester, 4486 Sugar Maple Ct., a student at MHS, explained the work involved with her groups park project, and the benefits of working on that project. Holly Mohrhoff, 14763 Loyola Street, described their efforts to create the park called "Garden Park" which was designed to cater to all age groups. Commissioner Thompson moved to recess. The time was 7:17 p.m. Minutes of the Parks and Recreation Commission 2 January 11, 1993 Commissioner Thompson called the meeting back to order at 7:35 p.m. 5. REORDERING OF, AND ADDITIONS TO, THE AGENDA: Director Adams .called for a reorder of agenda Item 8A to be considered immediately and then follow with Public Comment. A. Consider Reorganization of the Parks and Recreation Commission. Staff Recommendation: Proceed with the selection of Commission Chairperson and Vice - Chairperson. Commissioner Thompson opens nominations for the position of Chairman. MOTION: Commissioner Hall moved to nominate Commissioner Thompson for the position of Chairperson, Commissioner Butler seconds. Unanimously approved. Commissioner Thompson opens nominations for the position of Vice - Chairperson. MOTION: Commissioner Stratton moved to nominate Commissioner Hall for the position of Vice - Chairperson, Commissioner Ulis- Judd seconds. Unanimously approved. 6. PUBLIC COMMENTS: Ronald Corzine 568 Spring Road #74, congratulated Commissioners Hall, Thompson, and Stratton for their reappointment and, also, Commissioners Butler and Ulis -Judd for their appointments. He reiterated his commitment to the new Parks and Recreation Commission and stated that he will be available to assist in the various activities the Commission is involved in. He congratulated Chairperson Thompson for her appointment to Chair the Commission. Chairperson Thompson said she was glad to see Mr. Corzine and Ms. Volke there and thanked both for all of the help they have given. 7. CONSENT CALENDAR: A. Approval of the Parks and Recreation ommis ion Minutes of December 14 19 2. Staff Recommendation: Approve as presented. B. Park Status Report. Staff Recommendation: Receive and file. Minutes of the Parks and Recreation Commission 3 January 11, 1993 ---------------------------------------------------- - - - - -- C. Installation of Basketball Court Light Timer. Staff Recommendation: Receive and file. - MOTION: Commissioner Hall moved to approve the Consent Calendar as it stands, Commissioner - Stratton seconded. Unanimously approved. 8. DISCUSSION /ACTION ITEMS: B. California and Pacific Southwest Recreation and Park Conference. Staff Recommendation: Select two Commissioners to attend the annual conference in San Francisco, March 11 - 14, 1993. Director Adams gave staff report and expressed concern that the newly appointed Commissioners may be overwhelmed by the tremendous amount of information they must go through as new Commissioners and recommended .that two of the reappointed Commissioners should attend and bring back the wealth of information to the rest of the Commission. Commissioner Ulis -Judd believes that the reappointed Commissioners should attend the conference since they are more seasoned. Chairperson Thompson opens Item up for discussion. Commissioner Butler also agrees that a seasoned Commissioner should attend. MOTION: Commissioner Stratton moved that Chairperson Thompson and Commissioner Hall attend the California and Pacific Southwest Recreation and Park Conference in San Francisco, Commissioner Butler seconded. Unanimously approved. C. Consider Special Event Report of December 9 1992 Laker Forum Game Excursion. Discussion; Staff receive and Recommendation: Open file the report. Director Adams provided staff report and stated that six tickets went unsold perhaps because this was held in December and too close to Christmas. Chairperson Thompson said that a student at Chapparal had asked if the City would be offering an excursion to a Kings game. Minutes of the Parks and Recreation Commission 4 January 11, 1993 Commissioner Stratton stated that she had attended the Laker game with her daughter and that they had a wonderful time and would go again if it were offered. Commissioner Butler believed it to be a good idea and has seen Agoura and Thousand Oaks offer excursions such - as Catalina Island trips, garment district trips and trips to the Rose Parade with much success. MOTION: Commissioner Hall-moved to receive and file the report,, Commissioner Ulis- Judd .seconded. Unanimously approved. D. Commission Sub- Committees. Staff Recommendation: That the Commission appoint a member to fill the vacancy on the Virginia Colony Park site committee and to select two members to serve as a sub - committee to select and recommend playground equipment for North Meadow Park. Director Adams gave the staff report and reminded the Commission that the Martin Luther King sub - committee would be dissolving next week. Chairperson Thompson invited the new Commissioners to join a committee. Commissioner Ulis -Judd and Commissioner Bulter each volunteered to join the North Meadows Park sub - committee. At this point Director Adams suggested that two new Commissioners should not belong to.the..same. committee. Commissioner Ulis -Judd withdrew her offer to join the North Meadows Park sub- committee and instead volunteered for the Virginia Colony Park Site committee. Commissioner Hall volunteered for the North Meadows Park sub - committee. MOTION: Commissioner Stratton moved that Commissioner Ulis- Judd join the Virginia Colony Park Site committee and that Commissioner Hall and Commissioner Butler join the North Meadows Park sub - committee, Commissioner Hall seconded. Unanimously approved. E. Consider a Commission work Session and Park Tour. Staff Recommendation: Set a date for an adjourned Commission Meeting to be held on Saturday, January 30, from 10 a.m. to 1 p.m., at the Moorpark Community Center. Director Adams gave the staff report. Commissioner Hall polled the Commissioners to make sure January 30th is an unanimously agreeable date. All agreed. Minutes of the Parks and Recreation Commission 5 January 11, 1993 Dixactor__Adams_in £ ormed_.the..Commission that this will be a Special Meeting which:. is open to the public per the Brown Act. Chairperson Thompson believes this will be a valuable experience for the Commission and will bring them up to speed regarding park safety and drainage. She suggested that perhaps a Park Activities Survey completed by the public would help to inform the Commission as to what is desired.of the parks. Diree-tor -Adams explained to the Commission that a public survey could not be completed by January 30th, but could be discussed at that meeting. Commissioner Hall believed that-the time frame may not be adequate, and said that park tours take at least 2 1/2 hours_ Director Adams suggested revising the hours from 9 a.m.. to 11 a.m. for the park tour and 11 a.m. to 2 p.m. for a working lunch not -to- exceed 3 p.m. MOTION: Commissioner Hall moved to hold a Special Meeting on January 30, from 9 a.m. to 3 p.m., Commissioner Stratton seconded. Unanimously approved. 9. COMMENTS FROM COMMISSIONERS: Commissioner Hall welcomed Commissioner Butler and Commissioner Ulis -Judd and believes they bring a wealth of background and knowledge. If the reappointed Commissioners can be of assistance he wanted the new Commissioners to know that they would be glad to. He congratulated Chairperson Thompson on her appointment to Chair and also thanked Commissioner Stratton for her support in his appointment to Vice - Chair. Commissioner Stratton welcomed Commissioner Butler and Commissioner Ulis -Judd. She thanked Marlene Dean for bringing in the fantastic park design projects. She also congratulated Chairperson Thompson and Vice- Chairperson Hall for their appointments. Commissioner Ulis -Judd thanked the Council for allowing her to represent the City. She would like everyone to know that she will be visible and easy to reach for public input. She brings with her an agenda. She also thanked and congratulated Commissioner Thompson and Commissioner Hall for their appointments to Chair and Vice - Chair. Minutes of the Parks and Recreation Commission 6 January 11, 1993 Commissioner Butler_ thanked -.the Council for this position and she - is looking forward -to .working with the Commission. She also brings with her an agenda to make the Parks and Recreation the best it can be. Chairperson. Thompson thanked everyone for her appointment to Chair the Commission and thanked Marlene Dean for the bringing in the park projects,. she feels the students did.a wonderful job. She congratulated the two new Commissioners on their appointments and believes that their experience will bring a new facet to the Commission. She thanked the Council for the -.new Commissioners but. will miss the exiting Commissioners...She also congratulated Commissioner Stratton and Commissioner Hall for their reappointments and Commissioner Hall for his appointment to Vice - Chair. 10. FUTURE AGENDA ITEMS: For the February 8, 1992, Meeting, the following items were requested: - Commissioner Ulis -Judd would like to see a more comprehensive safety program for the City, including, earthquake safety, flood awareness and for anyone over 8 years old and one adult per household, CPR training . She does not feel that this has been stressed enough. Commissioner Thompson would be interested in investigating the possibility of a residential survey to receive input from residents in the community. Director Adams stated that she would be bringing with her to the next regular meeting, a report on the North Meadows play equipment, an update on roller hockey and more information on the - Virginia Colony Park site. 11. ADJOURNMENT: Commissioner Ulis -Judd moved to adjourn this meeting and to call a Special Meeting on January 30 at 9 a.m., Commissioner Butler seconded. Unanimously approved.
