HomeMy WebLinkAboutMIN 1993 0208 PR REGITEM -i3A M� MINUTES OF THE PARKS AND RECREATION COMMISSION Moorpark, California February 8, 1993 The regular meeting of the Parks and Recreation Commission of the City of Moorpark was held on Monday, February 8, 1993, in the Council Chambers of City Hall of said City, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: The meeting was called to order at 7:04 p.m. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Commissioner Ulis- Judd. 3. ROLL CALL: Present: Commissioners John R. Hall, Jr., Ginger Stratton, Debi Ulis -Judd, Arlene Butler and Chair Sandra G. Thompson. Staff Present: Christine Adams, Director of Community Services, and Rene Mayfield, Administrative Secretary. 4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS: A. Introduction of the Senior Center Coordinator, Carol Ghens. Christine Adams introduced the Senior Center Coordinator. 5. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 6. PUBLIC COMMENTS: None. Minutes of the Parks and Recreation Commission 2 February 8, 1993 7. CONSENT CALENDAR: A. Approval of the Parks and Recreation Commission Minutes of January 11, 1993. Staff Recommendation: Approve as presented. B. Approval of the Parks and Recreation Commission Minutes of January 30, 1993. Staff Recommendation: Approve as presented. C. Park Status Report. Staff Recommendation: Receive and file. MOTION: Commissioner Hall moved to approve Consent Calendar as it stands except to comment on the Park Status Report note on the problem and cost of vandalism removal. Commission Butler seconded. Unanimously approved. 8. DISCUSSION /ACTION ITEMS: A. Consider Martin Luther King, Jr. Essay /Art Contest, Staff Recommendation: Open forum discussion; receive and file the report. Christine Adams presented staff report. Commissioner Stratton felt that this was a worthwhile undertaking. She thanked Ted Green Jr., Frank D. Pasquale, Asst. Superintendent of the Moorpark Unified School District, all of the schools and teachers for their assistance with the contest and Principal Terry Foster, of Campus Canyon school for the invitation to their school. She also wished to thank the hundreds of students who participated, and she felt inspired and uplifted and a renewed sense of hope for the future. She feels that this is a worthwhile endeavor and should be continued. Commissioner Thompson also wished to thank everyone including Ted Green Jr. She concurs with Commissioner Stratton that this should be continued. She felt the art projects were wonderful and that a picture being worth a thousand words was true in the projects she saw. Commissioner Hall felt that the contest brought forth community involvement in a positive way. He commended all involved including Commissioners Thompson and Stratton. Minutes of the Parks and Recreation Commission 3 February 8, 1993 Commissioner Ulis -Judd thanked Commissioner Stratton and Thompson for all of the work that they put into reading and judging the projects. She wished to encourage the city to continue in this direction on a yearly basis. MOTION: Commissioner Judd moved and Commissioner Butler seconded a motion to continue this event on an annual basis. Unanimously approved. _ i - .)� MOTION: Commissioner Br moved and Commissioner Butler seconded a motion to receive and file the report. Unanimously approved. B. Consider Committee Selection of Plavground Eauipment for North Meadows Park (Committee to aive verbal report). Staff Recommendation: Review and accept Committee recommendation and direct staff as deemed appropriate. Commissioner Hall stated that he and Commissioner Butler had met with a Gametime equipment representative and with a limited budget are trying to put in equipment for all age groups. At this time they are looking into tunnel caves and repainting the existing wood equipment. He asked that no action be taken at this time because of the upcoming CPRS convention and the new equipment that they may see then. Commissioner Butler also stated that they were looking into equipment with the most play value for all ages. She feels that painting the wood equipment would add color to the area and that if any funds are left over maybe rocking toys could be included. MOTION: Commissioner Hall moved and Commissioner Stratton seconded a motion to table Item 8B until the April meeting. Unanimously approved. C. Consider Committee Selection of P1 avaround Eauipment and Recommendation for Park in the Virginia Colony Area. Staff Recommendation: Accept recommendation and direct staff to proceed as necessary. Christine Adams presented staff report. Minutes of the Parks and Recreation Commission 4 February 8, 1993 Commissioner Thompson invited the neighbors in the Virginia Colony area to send in their choice for names for the park since at this point it remains undecided. MOTION: Commissioner Hall moved and Commissioner Butler seconded a motion to recess to look over the park design that the Virginia Colony Committee had prepared. At 7:25 p.m., the Commission recessed. At 7:42 p.m., the Commission reconvened. Christine Adams displayed park design for the Virginia Colony Park. Commissioner Butler felt that there should be a tire swing off of the major apparatus and in place of the wall next to the railroad tracks should be a shrub hedge. She also feels that if funds allow there should be a four seat swing set. Commissioner Stratton believed that the hedge will be adequate and that since the cost is less funding for these extra items should not be a problem. MOTION: Commissioner Hall move proposal and for the sub - committee considering budget constraints. seconds. Unanimously approved. D. Update on Roller HockE Recommendation: Discussion additional direction. d to accept amended to make changes while Commissioner Butler �y Program. Staff item; provide staff Christine Adams presented staff report. Commissioner Hall asked staff to look into the Cal Trans easement and would also like an open field considered. He recommended an exclusive arrangement and felt that there would be no problem keeping it busy, he feels lights should also be considered. He would also like to see a downtown park site considered for roller hockey pending review by City Council. Commissioner Judd wants to focus not on league play but rather have residents have first choice and that the league should work around the residents time table. Minutes of the Parks and Recreation Commission 5 February 8, 1993 Commissioner Stratton is also concerned that many of the youth of the community cannot afford to pay hundreds of dollars to play on a league and that they should be able to have pick -up games that they could enjoy without having to pay a lot of money. She would also like feedback from Walt Collins (Tri Valley Rollerhockey) regarding how Agoura handles practices. Commissioner. Butler concurs with Commissioners Stratton and Judd and also feels that roller hockey should have its own court. She likes the idea of league play because it encourages safety first. She would also like to see handball courts incorporated because it is very popular at this time. MOTION: Commissioner Stratton moved to receive and file the report and have staff bring back additional information at a later date. Commissioner Judd seconded. Unanimously approved. 9. COMMENTS FROM COMMISSIONERS: Commissioner Butler was very impressed by the Senior Center Coordinator, Carol Ghens, and that the brochure is very impressive. She would like to see the Virginia Colony playground on line as soon as possible. Commissioner Stratton thanked Christine Adams and Allen Walter for the park tour, she was impressed by the previous concerns they had at the last park tour having been taken care of. She would like the meeting on March 8, 1993 to begin at 6:30 p.m. to finish the discussion at the January 30 worksession on Commission roles and responsibilities. Commissioner Ulis -Judd agreed with the comments from the other Commissioners and also wished to thank the Enterprise for the wonderful article they did on Commissioner Butler and herself. She also wanted the Boy Scouts group that spoke at the last City Council meeting, about what they wanted for their city, to come to a Parks and Recreation Meeting since most of their comments to the Council were park and recreation related. She felt that the Commission may get a lot of good ideas from them. Commissioner Hall informed the Commission that he had informally invited the Boy Scouts to a Parks and Recreation meeting. He also thanked Ronald Corzine for joining them at the park tour and bringing with him his experience. Minutes of the Parks and Recreation Commission 6 February 8, 1993 Commissioner Thompson thanked Christine Adams and Allen Walter for the park tour. She was very impressed by Allen's pride in the work he does for the city's parks. She also welcomes Carol Ghens and said that her enthusiasm is wonderful and that the Senior Center should boom under her direction. She also wanted everone to know that the 10th Anniversary Committee is still working and they should have information for everyone soon. 10. FUTURE AGENDA ITEMS: For the March 8, 1993 meeting, the following items were requested: Wood Treatment Report for play equipment and also the reason it was previously rejected. Update on the 10th Anniversary Committee Recreation Survey Recommendation for a name for the Virginia Colony park. Budget (possibility as a box item) Graffiti Report Summer Recreation Program Proposal For the April 12, 1993 meeting, the following items were requested: Recreation Supervisor and Recreation Coordinator to give and update on programming. 11.
