HomeMy WebLinkAboutMIN 1993 0614 PR REGITEM � A MINUTES OF THE PARRS AND RECREATION COMMISSION Moorpark, California June 14, 1993 The regular meeting of the Parks and Recreation Commission of the City of Moorpark was held on Monday, June 14. 1993, in the Council Chambers of City Hall of said City, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: The Meeting was called to order at 7:05 p.m. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Commissioner Hall. 3. ROLL CALL: Present: Commissioners John R. Hall, Jr., Debra Ulis -Judd, Arlene Butler, Ginger Stratton, and Chair Sandra G. Thompson. Staff Present• Christine Adams, Director of Community Services, and Rene Mayfield, Administrative Secretary. 4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS: None. 5. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 6. PUBLIC COMMENTS: None. 7. CONSENT CALENDARS: A. Approval of the Parks and Recreation Commission Minutes of May 10, 1993. Staff Recommendation: Approve as presented. MOTION: Commissioner Hall moved to approve Item 7A as presented and pull Items 7B and 7C for discussion. Commissioner Butler seconded. Unanimously approved. Minutes of the Parks and Recreation Commission 6/14/93 B. Park Status Report. Staff Recommendation: Receive and file. Commissioner Hall requested an explanation for the water fountain repairs listed in the Park Status Report and also asked why some of the parks grass is beginning to brown and become patchy. Director Adams explained vandalized, most water routine maintenance that summer. that although some were fountain repairs were takes place right before MOTION: Commissioner Hall moved to receive and file the report. Commissioner Stratton seconded. Unanimously approved. C. 10th Anniversary Update. Staff Recommendation: Receive and file the report. Commissioner Hall asked Director Adams to give the public an overall view of some of the activities planned for the 10th Anniversary celebration. Director Adams listed the following city planned activities: City Hall Open House, Family Bike Ride, Arroyo Vista Park Dedication, Senior B -B -Que and Western Dance, 4th of July Old Fashioned Picnic, Shakespeare in the Park Concert, and an Urban West sponsored 150's Concert. Commissioner Hall invited the public to purchase 10th Anniversary Pins and T- Shirts on sale now. Chair Thompson encouraged the public to send in suggestions for the time capsule contest and asked for children celebrating their tenth birthday on July 1st to come forward and participate in the celebration. MOTION: Commissioner Hall moved to receive and file the report. Commissioner Butler seconded. Unanimously approved. 8. DISCUSSION /ACTION ITEMS: A. Consider AdoBt a Park Program. Staff Recommendation: Direct staff as deemed appropriate. Commissioner Ulis -Judd told the Commission that she had been in touch with Cathy Wilson, Project Minutes of the Parks and Recreation Commission 3 6/14/93 Director for Flory School and that the school felt that this was a great idea. Commissioner Ulis -Judd also felt that contact should be made with each individual school and that the project each school agrees to accept would be age appropriate. For recognition she recommended a plaque mounted at each park saying "Park Adopted by 19_ ". Commissioner Ulis -Judd encouraged groups to call in if they are interested in participating in this type of program. Chair Thompson said that she liked the idea of kids adopting a park and that the planters need a little more time and attention than staff could provide. She mentioned to the Commission that Eagle Scouts need community projects for accreditation. She felt that this program merited further attention. Commissioner Stratton liked the idea of having residents monitoring parks because of the amount of vandalism. She reminded the public that the parks belong to the residents of Moorpark and that if they do not have time to plant trees or other hands on work then maybe they could assist with the park monitoring. Commissioner Butler believed that other community groups should be contacted to see if they would be interested in adopting a park. She also felt that the plaques were a good idea for volunteer recognition. Director Adams suggested to the Commission that a sub - committee be formed to create a policy that deals with topics such as, recognition, soliciting support from the community, guidelines, etc. By consensus the Commission agreed to form a sub- committee consisting of Commissioner Ulis -Judd and Commissioner Stratton. B. Consider Changing Names of Identified Parks. Staff Recommendation: Commission Chair to appoint a committee to meet and present a list of suggested park names to Commission at July 12, 1993 Commission meeting. Director Adams said that the process used for choosing the name of Virginia Colony Park was a good one and that the residents participation helped greatly. Minutes of the Parks and Recreation Commission 4 6/14/93 Commissioner Butler agreed with Director Adams and asked staff if there was a problem with Campus Canyon Park and Campus Park. Chair Thompson told Commissioner Butler that the problem was not as serious as North and South Meadows Parks and that she would like input from the residents about any confusion they have with any city park names. By consensus the Commission agreed to form a sub- committee consisting of Commissioner Hall and Commissioner Butler. 9. COMMENTS FROM COMMISSIONERS: Commissioner Ulis -Judd said that she was excited about the 10th Anniversary events coming up. She was glad to see so many free events during this time of economic hardships for families. She also said she is looking forward to Adopt a Park. She asked the community to call with comments on recreation programming, etc. and reminded the public that the city was no longer offering Camp Moorpark this summer due to low enrollment. Commissioner Hall showed the viewers the new Taco Bell placemats which feature a venue of activities in celebration of the 10th Anniversary and told them to call City Hall for more information. He also expressed his appreciation to Director Adams and Shelly Shellabarger, Recreation Supervisor for the great job done on the 10th Anniversary celebration activities. Commissioner Stratton said that she is excited about the 10th Anniversary and finds it hard to believe that it has already been ten years since the city's incorporation. Commissioner Stratton requested the meeting in July be canceled because of conflicts with schedules over summer vacation. Commissioner Butler encouraged the public to contact the Commission with any suggestions or comments on park name changes. She is also looking forward to the 10th Anniversary celebrations. Chair Thompson reminded the public of the 10th Anniversary Bike Ride, which celebrates the 1932 Olympic Bike Race from Moorpark to Los Angeles, and told them of the pancake breakfast offered the morning of the ride. By consensus the Commission agreed to go dark for the month of July. Minutes of the Parks and Recreation Commission 5 6/14/93 10. FUTURE AGENDA ITEMS: For the August 9, 1993, Meeting, the following items were requested: Adopt -A -Park Peach Hill Park Play Equipment Names of Parks (Revisit) Official Date of Virginia Colony Park Opening Community Calendar 11. ADJOURNMENT: MOTION: Commissioner Hall moved to adjourn to the next regular meeting of the Parks and Recreation Commission on August 9, 1993 at 7:00 p.m. Commissioner Butler seconded.
