HomeMy WebLinkAboutMIN 1993 0308 PR JNTI K I MINUTES OF THE CITY COUNCIL Moorpark, California March 8, 1993 A Special Joint Meeting of the City Council and Parks and Recreation Commission of the City of Moorpark was held on March 8, 1993 in the Council Chambers of said city located at 799 Moorpark Avenue, Moorpark, California. 1. 2. CALL TO ORDER: Mayor Lawrason called the City Council to order at 7 :12 p.m. Chairman Thompson called the Parks and Recreation Commission to order at 7:12 p.m. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Christine Adams. 3. ROLL CALL: Present: Absent: Staff Present: 4. ACTION /DISCUSSION: Councilmembers Montgomery, Perez, Wozniak and Mayor Lawrason Commissioners Butler, Hall, Stratton, Ulis -Judd and Chairperson Thompson Councilmember Hunter Steven Kueny, City Manager; Christine Adams, Director of Community Services; and Lillian Hare, City Clerk A. Mutual Concerns and Issues of the City Council and Parks and Recreation Commission. Mayor Lawrason indicated that the Council had previously determined to meet once a year with the Parks and Recreation Commission and to make sure that items which came to the City Council on Parks and Recreation issues would be provided to the Parks and Recreation Commission as well. He discussed the role of the Commission as an advisory body to the City Council. Commissioner Hall thanked the City Council for taking the time to interact with the Parks and Recreation Commission. He indicated that there were significant issues coming before the City in the areas of Parks and Recreation and that it was helpful to the Commission to be able to have the direction of the Council. Minutes of the City Council Moorpark, California 2 March 8, 1993 Councilmember Montgomery stated that he felt it was important that the Council know how they could create an atmosphere in which they would be able to elicit input and recommendations from the Park and Recreation Commission to the Council. Chairperson Thompson agreed that most important is keeping the lines of communication open. Commissioner Ulis -Judd said it was important for the Council to communicate to the Commission the direction that is important to the Council and what their agenda is. Councilmember Wozniak said he saw the important tasks for the Parks and Recreation Commission to be the overall development of the Master Plan for parks and also completion of the updated OSCAR. He said he also felt it very important that more authority be given to the Parks and Recreation Commission in appropriate areas. He said he saw the Council taking action on its Consent Calendar regarding items that had been forwarded from the Parks and Recreation Commission with a recommendation. Commissioner Hall thanked Councilmember Wozniak and agreed that he felt the Parks and Recreation Commission should, where appropriate, be given more authority. He also said he did not feel that the Commission had been given all the information on parks development, particularly in regard to the Arroyo Vista Community Park. Councilmember Montgomery said he concurred with Councilmember Wozniak as to the important tasks for the Parks and Recreation Commission and in addition would like to see the Commission work progressively on recreation programs especially over the next two years. Councilmember Perez said the Council needs to provide for a greater scope of authority for the Parks and Recreation Commission. He said he saw the Commission's role as being a facilitator with other groups in the community. He said he looks to the Commission to come up with creative ways to work with community groups. He said of importance to him was what the Commission was hearing from the community with regard to the use fees for the Community Center. He also asked for input on how the rules for use of the tennis court in the parks were being received. Minutes of the City Council Moorpark, California 3 March 8, 1993 In response to Commissioner Ulis -Judd, Mr. Kueny said the City has not in the past pursued alternate sources of financing, such as private donations, for funding events, but this is an area that can be explored. CONSENSUS: By consensus, the Council determined that all funding sources should be explored by the Commission working with staff relative to special events. Mayor Lawrason indicated that he believed the Commission has at times felt that the Council was not as attentive to their recommendations, but that he believed that was not the case now. He said he did detect a little "sensitivity" to the Arroyo Vista Community Park situation. He said some of that was the result of the committee form of doing business, which the Council had adopted and not any intentional neglect on the part of the Council. Commissioner Hall said the new Director, Chris Adams, has helped the Commission to know where the Council stands on certain issues. He said he believed part of the difficulties of the past have been eliminated. Mayor Lawrason said he is available to talk to the Commissioners at any time and for them to please call him. Councilmember Montgomery said he would like to suggest that when the Public Works, Facilities and Solid Waste Committee was meeting on the Arroyo Vista Community Park development that one commissioner be appointed to sit in on the committee meetings and report back to the Commission. Chairperson Thompson said she believes the Commission is much closer to the public on the Arroyo Vista Community Park. She felt very positive about the vote of confidence that the Commission was receiving tonight from the Council. Commissioner Stratton said she thinks a liaison between the Parks and Recreation Commission and the City Council regarding Arroyo Vista Community Park would be extremely helpful. She said she also wanted to bring forward the idea that a similar situation regarding the downtown park would be important and that the downtown park's importance must be emphasized. She requested to know if any alternate sites were being sought for the downtown Minutes of the City Council Moorpark, California 4 March 8, 1993 park. In response, Mayor Lawrason indicated that the Council would look at other sites if that became necessary, but the Council was still negotiating with the School District and hoped to obtain the lower fields for the downtown park. In response to Commissioner Stratton, Mr. Kueny indicated that Redevelopment Agency funds can be used for acquisition and development of a downtown park. Mr. Kueny suggested that the Council place on an agenda the role of the Parks and Recreation Commission in the development process relative to development of parks. Commissioner Butler said she would like to see the Council develop a policy that a Parks and Recreation Commission person would be invited to attend appropriate committee meetings. Mr. Kueny indicated that the Council should place on a future agenda discussion of the invitation of a Parks and Recreation Commission person to committee meetings. He said he felt in the case of the Arroyo Vista Community Park that such action would be appropriate and did not need to be agendized at this time, but with regard to a policy, the City Attorney review relative to possible Brown Act ramifications would be needed. Councilmember Montgomery commented that he hoped the City Attorney would look at the policy of having a Parks and Recreation Commissioner attend the committee meetings as if the Commissioner were staff and attendance would not have Brown Act implications. CONSENSUS: By consensus, the Council determined that with regard to the Arroyo Vista Community Park, a representative from the Parks and Recreation Commission could attend the Public Works /Facilities and Solid Waste Committee meetings. CONSENSUS: By consensus, the Council directed staff to provide the Parks and Recreation Commission with an annotated agenda the day following City Council meetings. Chairperson Thompson indicated that at the conference which she was soon to attend she would be taking a class regarding Youth At Risk Programs. Minutes of the City Council.
