HomeMy WebLinkAboutMIN 1993 0308 PR REGITEM _ qA MINUTES OF THE PARRS AND RECREATION COMMISSION Moorpark, California March 8, 1993 The regular meeting of the Parks and Recreation Commission of the City of Moorpark was held on Monday, March 8. 1993, in the Council Chambers of City Hall of said City, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Previous to the Parks and Recreation Commission's regular meeting, a special joint meeting was held between the City Council and Commission which adjourned at approximately 8:15 p.m. The Commission recessed at that time. At 8:28 p.m., the Commission reconvened to their regular Pars and Recreation Commission meeting. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Director Christine Adams. 3. ROLL CALL: Commissioners John Hall, Ginger Stratton, Arlene Butler, Debra Ulis -Judd, and Chair Sandra G. Thompson 4. DISCUSSION /ACTION ITEMS: A. Mutual Concerns and Issues of the City Council and Parks and Recreation Commission. Staf f Recommendation: Direct staff as deemed appropriate. See Minutes of the Joint Meeting of the City Council dated March 8, 1993. 5. PROCLAMATIONS, COMMENDATIONS, AND SPECIAL PRESENTATIONS None 6. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None 7. PUBLIC COMMENTS: None Minutes of the Parks and Recreation Commission 3 March 8, 1993 Commissioner Stratton said that she had no problem with Council being given those two names as choices but felt that they should be informed of the fact that the residents in the area had preferred "Virginia Colony Park ". Commissioner Butler also felt that the Council should be made aware of the name preference of the residents of that area. Commissioner Thompson thanked the residents of the Virginia Colony area for their valuable input. Commissioner Stratton also thanked the area residents for taking the time to come down to a Commission meeting to give them the input they needed. MOTION: Commissioner Judd moved to approve staffs recommendation to send the recommendation to Council. Commissioner Butler seconded. Unanimously approved. D. Wood Treatment of Playground Eguipment Report for North Meadows. Campus and Glenwood Parks. Staff Recommendation: Receive and file the report. Director Adams informed the Commission, for a point of clarification, that the staff report has contained a typographical error. The stated $822 price of a wood treatment product should have been $22. Commissioner Judd felt that a wood treatment product should be used if the equipment could not be replaced. Commissioner Hall stated that this was in keeping with what the North Meadows Park sub - committee had in mind to refurbish the equipment. He also felt that this should be deferred to the April meeting. Commissioner Judd felt that parents, boy scouts, girl scouts and the community could assist with this project to help keep costs down, perhaps making it a community type project. Commissioner Butler felt that Commissioner Judd' s idea was excellent but felt it could be expanded to include civic minded groups and maybe an "adopt a park" program similar to freeway cleaning projects could be instituted. Minutes of the Parks and Recreation Commission S March 8, 1993 Commissioner Butler stated that the City of Agoura had used volunteers for their programs and that she believed they were tremendously successful. Commissioner Stratton felt that there is a great need for day care and that the program could possibly really grow. MOTION: Commissioner Hall moved to accept staff recommendation and forward to Council for immediate approval. Commissioner Stratton seconded. Unanimously approved. B. Consider Development of a Master Plan for the Arts. Staff Recommendation: That the Park and Recreation Commission direct staff to develop an outline for a Master Plan for the Arts and report back at the May, 1993, meeting. 1�7 a Commissioner Judd said that she has a grearlYeal of interest in the arts. She feels that art•been lost over the years especially with the school budget cuts and she stated that Director Adams should be applauded for bringing this to the Commission. Commissioner Hall suggested that perhaps the business community could be supportive. He feels that other communities that promote art are very successful, such as Santa Barbara's weekend displays on the beach. He also suggested High Street as a possible site, using the Metrolink parking lot for booths and High Street merchants could have sidewalk sales. MOTION: Commissioner Hall moved to continue exploration for setting up a formula for arts in Moorpark. Commissioner Judd seconded. Unanimously approved. 10. COMMENTS PROM COMMISSIONERS: Commissioner Hall thanked the Council for broadening the Commissioner's positions. He is looking forward to the CPRS Conference in San Francisco and is also looking forward to the next two years with great excitement. He feels that the Commission will have a profound impact on the future with regards to parks and recreation. Minutes of the Parks and Recreation Commission 7 March 8, 1993 Director Adams would like the Commission to discuss a residential survey as it relates to the Master Plan for Parks. 12. ADJOURNMENT: Commissioner Stratton moved to adjourn the meeting to a special meeting at 6:30 p.m. on April 12, 1993 to be immediately followed by the regular meeting which begins at 7 :00 p.m. Commissioner Butler seconded.
