MINUTES OF THE PARRS AND RECREATION COMMISSION
SPECIAL MEETING
Moorpark, California April 12, 1993
The special meeting of the Parks and Recreation Commission of
the City of Moorpark was held on Monday, April 12, 1993, in
the Council Chambers of City Hall of said City, located at
799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
The Meeting was called to order at 6:50 p.m.
2. ROLL CALL:
Present:
Commissioners John R. Hall, Jr., Debra Ulis -Judd, Arlene
Butler, and Chair Sandra G. Thompson.
Commissioner Stratton was absent.
Staff Present:
Christine Adams, Director of Community Services, and
Rene Mayfield, Administrative Secretary.
3. DISCUSSION /ACTION ITEMS:
A. Information Received from the CPRS Conference:
Staff Recommendation: Receive and file.
Chair Thompson presented a summary of the sessions
she attended at the CPRS Conference. She liked best
the session on the relationship between the
Commission, staff and the public. Some of the items
she felt were valuable:
a. The minutes of the each meeting should be given
to the Commission as soon as completed so that they
have an opportunity to review carefully.
b. The Commission should prepare staff in advance
of any questions they may pose so as to not create
and uncomfortable position for staff if the answer
is not immediately available.
c. The role of staff is to run the department not
the Commission. The Commission should respect the
time staff spends with the Commission so that staff
time is not seriously impacted.
d. The role of the Commission versus a Board
Member.

e. Ground Rules.
f. Grounding an out of control Commissioner.
Chair Thompson said that the information they
received stressed that Commissioners should
volunteer to sit on Committees whose subject matter
is unfamiliar in order to broaden their scope as a
Commissioner. She stated that she also has a book
on funding sources for anyone that would like to
review it.
Commissioner Hall informed the new Commissioners
that they should contact the Commissioners who have
served for a long time for information they might
need rather than contact staff and take up their
time on issues that have possibly already been
before the Commission. He also said that the
Commission need to network with other cities in an
effort to better use the dollars that are
available.
Commissioner Butler also felt that the Commission
should look at carefully examining the City's
revenues and expenses to make sure the City if
receiving the maximum revenues possible.
Chair Thompson adjourned to the regular meeting to begin
immediately. The time was 7:10 p.m.
