HomeMy WebLinkAboutMIN 1993 0426 PR REGITEM -1 C --J- MINUTES OF THE PARKS AND RECREATION COMMISSION Moorpark, California April 26, 1993 The regular meeting of the Parks and Recreation Commission of the City of Moorpark was held on Monday, April 26, 1993, in the Council Chambers of City Hall of said City, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: The Meeting was called to order at 7:10 p.m. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Commissioner Stratton. 3. ROLL CALL: Present: Commissioners John R. Hall, Jr., Ginger Stratton, Debra ulis -Judd, Arlene Butler, and Chair Sandra G. Thompson. Staff Present: Christine Adams, Director of Community Services, and Rene Mayfield, Administrative Secretary. 4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS: None. 5. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 6. PUBLIC COMMENTS: None. 7. CONSENT CALENDARS: A. Consider Staff Recommendations to the 1993 -94 Budget Specific to Recreation Programming and Park Development Projects. Staff Recommendation: Review staff recommendation to the 1993 -94 Budget, specific to Recreation Programming and Park Development projects, and forward final recommendations to the City Council. By consensus the Commission decided to review the budget item by item. Minutes of the Parks and Recreation Commission 2 4/26/93 Camp Moorpark Commissioner Butler believed that if the program was self sustaining it should remain in the budget. She encouraged the other Commissioners to promote the Camp. Commissioner Thompson stated that this was a new program to Moorpark and would like to see it succeed. Commissioner Ulis -Judd believes the Commission should go to a City Council meeting in order to publicize the program. By consensus the Commission agreed to continue sponsoring Camp Moorpark. Moorpark Invitational Softball Tournament Commissioner Stratton felt that the Invitational would grow if the Turkey Trot Tournament was eliminated. She also felt that the entry fee could be raised if necessary but asked staff to check with other cities to find out what the average is before raising. Commissioner Hall believes the softball tournaments need to be cost effective and that the current economic recession may be the reason for less participation. Commissioner Judd asked if the awards could be downgraded in an effort to reduce costs, to which Commission Thompson informed her that the awards are one reason for the good participation by many teams. Commissioner Stratton believed that the softball tournaments should be self supporting but that the prizes should not be an area in which funds are cut. Commissioner Butler agreed with Commissioner Stratton and felt that the programs should not always have to make money. By consensus the Commission agreed to continue sponsoring the Moorpark Invitational Softball Tournament. Commissioner Hall stated that the event had gone very well even though the school district had offered a similar event on the same day. By consensus the Commission agreed to continue sponsoring the Halloween Party & Trick or Treat. HOLIDAY CRAFT FAIR & BOUTIQUE Commissioner Judd believed that this could be a revenue generating event and that it is extremely successful in many other areas. She would like to have the booth prices in the $40 -$50 range. Commissioner Butler agreed with Commissioner Judd and told the Commission that she had attended the one last weekend that the high school had sponsored. She did not feel that the booth fees should exceed $50. Commissioner Hall felt that the weekend before Thanksgiving would be a good time to have the event because of the possibility of inclement weather. Commissioner Thompson would like to have a lower booth cost rental for Moorpark residents than for out of town vendors. She also recommends setting the date, after consulting with staff, because of time of year being extremely busy with the many other events the city sponsors. Commissioner Stratton believed that having one a year may be better. She would also like to see booth costs less for Moorpark residents. By consensus the Commission agreed to begin sponsoring the Holiday Craft Fair & Boutique. Minutes of the Parks and Recreation Commission 4 4/26/93 BREAKFAST WITH SANTA Commissioner Butler said that the event was costing the city approximately .81 cents per participant and recommended raising the fee by $1.00 or adjusting costs to make it self- sustaining. Commissioner Hall, Ulis -Judd and Stratton felt that the fee should remain at $6.00 per participant and that staff should look into soliciting help from the community or the Commission to help offset costs. By consensus the Commission agreed to continue sponsoring Breakfast With Santa. TREE LIGHTING CEREMONY The Commission was concerned with the costs but felt the event should continue. The Commission asked staff to look into ways to reduce costs such as have scout troops assist. By consensus the Commission agreed to continue sponsoring the Tree Lighting Ceremony. MOORPARK SPRING SOFTBALL TOURNAMENT The Commission felt that the Spring and Summer Softball Tournaments should continue but that the Fall should be eliminated. By consensus the Commission agreed to continue sponsoring the Moorpark Spring Softball Tournament. DOG SHOW The Commission considered lowering the value of the trophies or asking for donations to help offset costs but decided that the participants were too few and repeat attendees to justify continuing this event. By consensus the Commission agreed to no longer continue sponsoring the Dog Show. Minutes of the Parks and Recreation Commission 5 4/26/93 EASTER EGG HUNT The Commission all felt that the Easter Egg Hunt was well worth the expense and other events that raise funds will help pay for this event. By consensus the Commission agreed to continue sponsoring the Easter Egg Hunt. TRULY TUESDAYS The Commission recommended considering expanding this event due to its success and suggested it be moved into a contract class category. By consensus the Commission agreed to continue sponsoring the Truly Tuesdays but move this event into a contract class category. KID VIDS COMMUNITY TALENT SHOW CINCO DE MAYO FESTIVAL EXCURSIONS SPRING TENNIS TOURNAMENT GANG PREVENTION WORKSHOP LABOR DAY IN THE PARK TEEN TENNIS TOURNAMENT TEEN SELF ESTEEM WORKSHOP SHAKESPEARE IN THE PARK TURKEY TROT SOFTBALL TOURNEY The Commission felt that the lack of attendance at the Teen Tennis Tournament, Gang Prevention Workshop, Teen Self Esteem Workshop, Community Talent Show, Turkey Trot Softball Tourney and Kid Vids justified canceling these programs. The Commission also felt that the Cinco de Mayo Festival should be the responsibility of the Cinco de Mayo Committee and the Spring Tennis Tournament the responsibility of the new Tennis Club. The Commission felt that the Labor Day In The Park, Youth Dances and Shakespeare In The Park should continue to be supported by the City. By consensus the Commission decided to send the Recreation Programming budget recommendations to the City Council. Minutes of the Parks and Recreation Commission 6 4/26/93 PARK DEVELOPMENT FUND #05 The Commission elected to accept as proposed while listing the Commissions five highest priorities. Rollerhockey Court w /Lights Ballfield Improvements /Lighting- Arroyo Vista Park Security Lighting - Campus Park Security Lights - North Meadows Park Improve Ballfield - North Meadows Park MOTION: Commission Judd moved to direct staff to take the recommendations made by the Commission relative to the Parks and Recreation Budget to the City Council. 9. COMMENTS FROM COMMISSIONERS: Commissioner Butler said that she felt good about the decisions the Commission made. She also thanked Steve and Tammy Tran for the input in a letter addressed to the Commission regarding Truly Tuesdays. Commissioner Stratton felt that the Commission had done the best they could with what they had to work with and she reminded the Commission that the Camarillo recreation department had suffered much worse. Commissioner Hall said that the Commission had done what they needed to do and asked that the community continue to give them input. He also reminded the public of the 10th Anniversary Banners that were on sale through the Community Services Department. Commission Ulis -Judd feels that the community has a lot to offer and reminded residents of the Cinco de Mayo Festival this weekend. She also encouraged the citizens to provide the Commission with more input. Commissioner Thompson reminded everyone about Camp Moorpark, AYSO Sign -ups, and Moorpark Packers Sign -ups. She said that some of the cuts made by the Commission were difficult ones and commended staff for keeping the department together during these strained financial times. 10. FUTURE AGENDA ITEMS: None.
