1. CALL TO ORDER:
September 15, 1997
Chairman Thompson called the meeting to order at 7:10 p.m.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Commissioner Dubreuil.
3. ROLL CALL:
Present:
Commissioners Dave Badoud, June Dubreuil, John Oberg, Janice
Parvin, and Chairman Sandra Thompson.
Staff Present•
Mary Lindley, Director of Community Services, Steven Kueny,
City Manager, and Patty Lemcke, Administrative Secretary.
4. PROCLAMATION, COMMENDATIONS AND SPECIAL PRESENTATIONS:
None.
S. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
Commissioner Badoud requested the upcoming Park Tour in
October be added to the Discussion /Action Items for discussion
of different methods of advertising the tour to the public,
i.e., channel 10.
Staff suggested this issue could be decided at a scheduled
meeting with Commissioner Badoud and staff, without adding to
the agenda.
PUBLIC COMMENTS:
Mr. Keith Millhouse, 12417 Willow Grove Ct, Moorpark, voiced
two concerns regarding Arroyo Vista Community Park:
li An area utilized by AYSO on Saturday, September 6, was
r-- muddy and quite wet.

Staff informed him this matter would be discussed with
Maintenance and Operations, but feels there was perhaps
a broken line or sprinkler that contributed to the excess
water, not the scheduled watering.
2) He expressed concern with the scheduling of the different
uses by sports organizations and the number of games that
took place on Saturday, September 6. He feels with AYSO
and the Kiwanis Softball Tournament being played at the
same time, it created a hazardous situation. The public
was parking and walking in an area where a potential foul
ball could cause injury, and indeed shattered a
windshield of a vehicle.
Staff discussed different options with Mr. Millhouse and
the Commission on future scheduling of both City and
Moorpark softball organizations' tournaments at Arroyo
Vista Park.
CONSENT CALENDAR:
A. Approval of the Parks and Recreation Commission Minutes
of July 21. 1997, Staff Recommendation: Approve as
presented.
B. Parks Quarterly Report. Staff Recommendation: Receive
and file the report.
MOTION: Commissioner Badoud moved to receive and file item 7.A
and pull item 7.B for discussion. Chairperson Thompson
seconded. The motion was carried 5 -0.
Commissioner Parvin was concerned about Peach Hill Park's
backflow device vandalism, and suggested this item be
included on the Parks Amenities and Equipment Working
List.
Commissioner Parvin moved to receive and file item 7.B.
Commissioner Dubreuil seconded. The motion was carried
5 -0.

DISCUSSION/ACTION ITEMS:
A. Presentation of Proposition "P ". Staff Recommendation:
Receive presentation.
Mr. Steven Kueny, City Manager, gave an oral presentation
on Proposition "P ".
One public speaker, Mrs. Eloise Brown, 13193 Annette
Street, Moorpark, informed the Commission, according to
the Brown Act, they are unable to campaign for
Proposition "P" during a Commission meeting since these
meetings are paid for by the taxpayers.
The Commission and Mr Kueny discussed reviewing a survey
conducted by the League of Cities and the impact of
Proposition 218 since it was passed, and the non
availability of funds through the City's General Fund if
Proposition "P" does not pass.
B. Consider Installation of a volley—ball Court at Griffin
Park, Staff Recommendation: That Commission concur with
staff's suggestion to construct a grass volleyball court
at Griffin Park.
Ms. Lindley gave a brief explanation on the choice of
Griffin Park as opposed to Virginia Colony Park, the
obvious reason being the size difference of Griffin at 5
acres and Virginia Colony having only 1 acre. Also she
explained the recommendation of grass instead of sand or
concrete is due to the low cost and available funds.
Chairman Thompson suggested that a volleyball court
should be considered at Arroyo Vista Park, having the
Center at the Park would make the check out of the net
more convenient.
Commissioner Parvin feels that there is a definite need
for a volleyball court in the Campus Hills area, and
agreed with Griffin Park.

MOTION: Commissioner Parvin moved to accept staff's
recommendation to construct a grass volleyball court at
Griffin Park. Commissioner Dubreuil seconded. The
motion failed 2 -3 with Commissioners Badoud, Oberg and
Thompson opposed.
Commissioner Badoud stated that what prompted this item
was the installation of a volleyball court at Virginia
Colony and questioned staff as to the change to Griffin
Park.
Staff explained that the majority of use of a volleyball
court at Virginia Colony Park would be the students of
Moorpark Community High School, and not the residents in
the area. Also comparing the available locations of
each park, Griffin Park would be easier to incorporate a
court than Virginia Colony Park.
Commissioner Oberg moved to table item S.B until
November's Commission meeting, allowing for the October
Park Tour, which will allow the Commission to view the
available locations at the different parks. Commissioner
Badoud seconded. The motion was carried 3 -2, with
Commissioners Parvin and Dubreuil opposed.
C. Status Report on Tennis Courts at Arroyo Vista Community
Park. Phase II Conceptual Design, Staff Recommendation:
Receive and file the report.
Ms. Lindley informed the Commission that the RFP had been
mailed to referred architects, and the bid closing date
has been set for September 25, 1997. The Ad Hoc
Committee (Perez and Wozniak) have set a meeting on
September 17, with staff and a representative from the
school district to decide the placement and the number of
courts.
Commissioner Dubreuil questioned the shared maintenance
of the courts with the school district. Ms. Lindley
stated that an agreement will be drawn up with the
specifics of maintenance and use.

Commissioner Oberg stated that he would like to join the
Ad Hoc Committee meeting on September 16. He is
concerned about the number and location of the courts.
Concerned was also voiced by Commissioners regarding the
displacement of current activities that may occur when
the courts are installed.
MOTION: Commissioner Badoud moved to receive and file the report.
Commissioner Dubreuil seconded. The motion was carried
5 -0.
D. Select Parks & Recreation Commission Representation to
the Youth Sports Council, Staff Recommendation: Select
two Commissioners to serve on the Youth Sports Council.
MOTION: Commissioner Oberg moved to select Commissioners Dubreuil
and Badoud to serve on the Youth Sports Council for one
year. Commissioner Parvin seconded. The motion was
carried 5 -0.
E. Consider Moorpark Community Celebration Event Report and
Evaluation Sheet, Staff Recommendation: Provide any
additional comments and receive and file the report.
MOTION: Commissioner Oberg moved to receive and file the report.
Commissioner Parvin seconded. The motion was carried 5-
0.
F. July 3rd Event Summary. Staff Recommendation: Receive
and file the report.
Ms. Lindley explained the Event Summary Report to Council
is a continued item to a November meeting for additional
consideration.

MOTION: Commissioner Parvin moved to receive and file the report.
Commissioner Badoud seconded. The motion was carried 5-
0.
ANNOUNCEMENTS /FUTURE AGENDA ITEMS:
Commissioner Dubreuil requested a status report of the
upcoming winter events be placed on October's agenda, and
consideration of moving the Tree Lighting Ceremony to High
Street.
Commissioner Oberg requested a box item reflecting the
reorganization and responsibilities of the Community Services
Department.
Commissioner Badoud thanked the Kiwanis for the effort and
time put into their annual softball tournament. He requested
a report to be placed on October's agenda reflecting the
r- upcoming softball tournaments scheduled at Arroyo Vista Park
for discussion to address the scheduling problem stated by Mr.
Millhouse.
Commissioner Parvin thanked Boy Scout Troop #707 for their
volunteer work at Monte Vista Park. She also invited the
public to come out and join in the Country Days Parade, and
Moorpark's Teen Music Fest 197 on October 4.
Chairman Thompson announced the Craft Fair following the
Country Days Parade. She also encouraged residents to read
their Fall Recreational Brochure and review the upcoming
classes and City events. Chairman Thompson commended all the
volunteers who have participated in Moorpark's youth sports
organizations for all the energy and time they have given over
the years. She also congratulated Moorpark City employees,
John and Stephanie Casillas on the birth of their first child,
Daniel Joseph.

ADJOURNMENT:
Chairman Thompson adjourned the meeting until the next
regularly scheduled meeting of October 6, 1997. The time was
9:28 p.m.
