MINUTES OF THE PARKS AND RECREATION COMMISSION
Moorpark, California
1. CALL TO ORDER:
November 1, 1999
Chair Dubreuil called the meeting to order at 7:25 p.m.
2. THE PLEDGE OF ALLEGIANCE:
Commissioner Pflaumer led The Pledge of Allegiance.
3. ROLL CALL:
Present: Commissioners Joseph Catrambone, Thomas Pflaumer,
Sandra Thompson and Chair June Dubreuil. Commissioner Tina
Hare was absent.
Staff Present: Mary Lindley, Director of Community
Services, and Patty Lemcke, Administrative Secretary.
4. PROCLAMATION, COMMENDATIONS AND SPECIAL PRESENTATIONS:
Staff's Monthly Report.
Mary Lindley gave an oral report.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
6. PUBLIC COMMENTS:
Gary Lowenberg, at 4218 Peach Slope Road, Moorpark, spoke
on behalf of the Moorpark Rotary Club. The organization is
raising funds to contribute towards the purchase of an
entry sign for the City and he would like this to be
discussed at an upcoming meeting.
7. CONSENT CALENDAR:
A. Approval of the Parks and Recreation Commission
Minutes of September 29, 1999. Staff Recommendation:
Approve as presented.

B. Approval of the Parks and Recreation Commission Park
Tour of September 19, 1999. Staff Recommendation:
Approve as presented.
C. Parks Quarterly Report. Staff Recommendation: Receive
and file report.
D. Summer's Recreation Quarterly Report. Staff
Recommendation: Receive and file report.
E. Camp Moorpark Survey Results. Staff Recommendation:
Receive and file report.
MOTION: Commissioner Thompson moved to approve the Consent
Calendar as presented. Commissioner Catrambone
seconded. The motion was carried 4 -0. Commissioner
Hare was absent.
8. DISCUSSION /ACTION ITEMS:
A. Consider a Name for the Park in Specific Plan 92 -1
(Carlsberg). Staff Recommendation: Provide a
recommendation to the City Council of a name for the
park in Specific Plan 92 -1 (Carlsberg). (Continued
from 9/29/99)
Mary Lindley gave a brief overview of the park names
provided by staff and explained that the Commission's
choices were not limited to the list.
The Commissioners each gave their input as to their
preference of names.
MOTION: Commissioner Pflaumer moved to recommend to City
Council the name Sereno Ridge Park for Specific Plan
92 -1 (Carlsberg). Commissioner Thompson seconded. The
motion was carried 4 -0. Commissioner Hare was absent.
CONSENSUS: A consensus was reached by the Commission to
recommend the following names as alternates: Collina
Verde Park (Green Hills), Cerro Vista Park (Mountain
Range), and Catena del Sole Park (Ridge of the Sun).

B. Consider Playground Equipment Design for Peach Hill
Park. Staff Recommendation: Approve the Miracle
playground equipment design (Attachment A).
Mary Lindley explained that the ad hoc committee,
Commissioner Catrambone and Chair Dubreuil, visited
Rancho Simi Park in Simi Valley to examine a
particular design of play equipment. The play
apparatus offers more challenging features for
children ages 5 through 12 years. Ms. Lindley also
explained that the proposed playground design includes
four swings (two bays with two swings each), and
depending on the total cost of play equipment and
installation, the purchase of a tire swing may be
feasible.
The Commission discussed the proposed design of the
equipment and agreed to have four swings, with the
addition of a tire swing if enough funds are
remaining. Commissioner Pflaumer stated that his only
concern is the smaller children (under 5 years) may
injure themselves on the equipment, since it is an
advanced design. Chair Dubreuil explained that a sign
is posted on the structure stating that it is designed
for children 5 years and older.
MOTION: Commissioner Catrambone moved to approve the Miracle
playground equipment design as presented in the Agenda
Report. Commissioner Pflaumer seconded. The motion was
carried 4 -0. Commissioner Hare was absent.
9. ANNOUNCEMENTS /FUTURE AGENDA ITEMS:
Commissioner Thompson announced the upcoming Holiday Craft
Faire to be held on November 13 at Arroyo Vista Recreation
Center, and commended staff on the great job with the
Halloween Party, which took place on October 30. She also
requested to have discussion of an entry sign to the City
be placed on December's agenda.

Mary Lindley explained that since the topic of an entry
sign falls under Art In Public Places, and with the vacancy
of the Recreation Superintendent position, this project has
been put on hold for a few months. Once guidelines have
been drafted, this item will then be agendized.
Commissioner Catrambone invited the public to The American
Legion's ceremonies scheduled for Veteran's Day.
Tentatively, the first will be held at the Veteran's
Memorial on the corner of Moorpark Avenue and Los Angeles
Avenue, at 8:00 a.m., and the second ceremony will take
place at Poindexter Park at approximately 10:00 a.m.
Commissioner Pflaumer commended staff on the great job done
on the Halloween event.
Chair Dubreuil stated that she was quite pleased with the
skatepark, open on Tuesdays and Wednesdays, at Arroyo Vista
Park. She had a chance to observe them recently and there
were quite a few skaters, at all age levels.
10. ADJOURDM= :
Chair Dubreuil adjourned the meeting at 8:35 p.m. until the
next regularly scheduled meeting of December 6, 1999.
