MINUTES OF THE SPECIAL PARKS AND RECREATION
COMMISSION MEETING PARK TOUR
Moorpark, California
1. CALL TO ORDER:
April 2, 2000
The meeting was called to order at 12:00 p.m.
2. ROLL CALL:
Present: Commissioners Joseph Catrambone, Tina Hare,
Thomas Pflaumer, Sandra Thompson, and Chair June
Dubreuil.
Staff Present: Mary Lindley, Director of Community
Services; Allen Walter, Supervisor of Maintenance and
Operations; and Patty Lemcke, Administrative
Secretary.
3. PARR TOUR:
Community Center Park
Mary Lindley stated that the Community Center Park is
heavily used on a daily basis by neighborhood children
and children who attend the Boys and Girls Club.
Poindexter Park
Mary Lindley informed the Commission that the
replacement of both gazebos at the cost of $30,000 per
gazebo, is a project the Commission may want to
consider. The Commission discussed the different
structural options available to eliminate the same
destructive vandalism that occurred to the original
gazebos. Staff will research the cost difference.
The Commission suggested replacement of the wooden
tables with concrete.
Chair Dubreuil feels it would be beneficial to
redesign the entry to the park, allowing easier access
and more visibility from the street.

Villa Campesina Park
The Commission discussed the installation and
placement of play equipment, leaving a large open area
to be utilized as a multi purpose field. They also
discussed the desirability of a half basketball court,
but also the noise factor it would have on the
neighbors.
Glenwood Park
The Commission agreed that construction of a restroom
facility at this park should be considered as a park
improvement item.
Mary Lindley stated that the installation of
rubberized surface mats to meet ADA requirements, has
been included in the proposed budget, and if approved,
will be installed later this year.
The Commission and staff discussed installation of
lights for the basketball court. It was decided that
after viewing the basketball courts at other parks,
they would discuss which park would benefit the most
with the addition of lights.
The Commission also discussed with staff the different
options of storage bins and trash bin enclosures at
all City parks.
Country Trail Park
Ms. Lindley explained the flooding problem that has
occurred at this park is because the park is inside a
flood basin. Because of the flooding the playground
fibar surface was replaced with sand.
Commissioner Pflaumer pointed out the
fence is beginning to rust and should be
painted.

Mountain Meadows Park
Allen Walter stated that the surface of the basketball
court, which has "popping" areas, has been identified as a
budget item in the draft FY 2000/01 Budget.
The Commission discussed two parts of the play area that
need to be improved. The tot lot equipment needs to be
replaced, and the fenced area directly next to the existing
play equipment, which is empty. Chair Dubreuil suggested
that the fenced area be cemented in and that a small scale
skatepark be considered.
The Commission also discussed the feasibility of basketball
court lights and identified two areas that they would like
to see additional trees planted.
Peach Hill Park
The Commission and staff discussed the supposed time frame
for the installation of the new play equipment. Staff also
stated that the new drinking fountain is on order. It will
replace the broken one by the bleachers.
Campus Park
It was agreed that this park should be next in line for the
purchase and installation of new playground equipment. Ms.
Lindley stated that there are funds in this park zone.
Griffin Park
Ms. Lindley explained that the "stepping stones" on the new
play equipment have been removed, and a more durable piece
of equipment was installed.
