The adjourned meeting of the Planning Commission held on September
28, 1987 in the City of Moorpark, California. Located at 799
Moorpark Avenue within the City Hall Council Chambers.

The meeting was called to order at ^0:00 p.m., ^CChairman
Holland presiding.
2. PLEDGE OF ALLEGIANCE
The pledge of allegiance was led by ^CChairman Holland.
3. ROLL CALL
PRESENT: Chairman Douglas Holland; Commissioners Scott
Montgomery, John Wozniak, Bernardo Perez and William
Butcher.
ABSENT: None.

5. PUBLIC HEARINGS ( NEW BUSINESS)
A. Vesting Tentative Tract Nos. 4340, 4341, and 4342
Planned Development Permit Nos. 1070, 1071, and 1072
Zone Chanae Nos. 2815, 2816, and 2817
The applicant is requesting approval to subdivide the subject
property into 499 single family lots and five recreation lots
as follows:

Locations Adjacent, north and south of Tierra Rejada Road
between Walnut Creek Road and the north terminus of Tierra
Rejada Road at the Arroyo Simi.
Request approval of Resolution Nos. PC -87 -153

Presented by Paul Berlant.
Traffic issues:
1. Relationship to Home Acres (TR -4340 6 4341)
A. 20,000 - 40,000 sq.ft. lots (minimum /maximum).
B. One story homes at ridge point.
C. Bluff maintained and landscaped.
D. Product mix - variation of homes made a condition of
approval.
Testimony received by the following:
1. Tom Zanic, Urban West Communities, 520 Broadway, Santa
Monica, CA. Representing the applicant and gave
background information of Planned Community No. 3 which
was previously approved by Ventura County Planning in
1981. Then went on to speak of the 499 homes which would
provide five park sites. Models would be at the current
model site location on Tierra Rejada Road.
2. Marcus Wise, 10702 Citrus Drive, Moorpark, CA. Expressed
his concerns of traffic, flood control measures,
recreation areas, and the loss of privacy for the Home
Acre residents.
Tract 4340 on the west edge will provide the homeowners down
below (Home Acres) their loss of privacy.
Tract 4341 traffic with the cul -de -sac presently alignment
road can not handel current and future traffic without
widening streets. Additional traffic through the Home Acres
area to access the 118 Freeway.
With the issue of the flood control his concerns were of
children playing in the channel and fencing would not allow
for access to the park area and to horse trails. Liability
problems could stem from the 6 to 7 foot water build up in the
retention area.

3. Jean A. Dewhurst, 4176 Santa Rosa Drive, Moorpark, CA.
Ms. Dewhurst residence currently located in the bluff
area of the proposed development. Her issues stated were
as follows:
A. Home Acres in relation to the City of Moorpark
B. Housing
C. School site.
D. Two story housing and the lack of privacy.
E. Condition and of catch basin - in relation to the
proposed
recreation area.
4. Bruce D. Stoughton, 11099 Dalaway Drive, Home Acres
Association. Concerned with drainage at the rear of TR-
4340 and 4341
A. Drainage at the rear of TR -4340 and 4341.
B. Drought damage referenced in the 1980 EIR and
damaged to the
sewerlines.
C. Grading changes, tree removal on hillsides of TR-
4340.
D. Erosion of fishery.
E. High density.
F. Typical 65x100 lot size.
G. County should prior to development complete water
control plan and flood control measures should be
implemented.
H. Extensive hydrology study on the entire school site
and
Parcel B.
I. Setbacks within the proposed TR -4340 of 35 feet not
found to
be adequate.
J. Recreational site not acceptable due to rains and
is natural run -off, should be reconsidered.
R. Provision for adequate catch basin system.
5. Colleen Collins, 4258 Countrymeadow, Moorpark, CA.
Informed the Commission of a petition circulating regarding
moisture problems which local residents were having.
6. Barbara Johnston, 4248 Laurel Glen Drive, Moorpark, CA.
Stated her concerns as follows:
A. Growth vs. needed services.
B. Why the urgency for Planning Commission approval.
C. Additional elementary school.

D. 250 permits would not meet the necessary funds
needed to provide for improvements.
7. Janet Ventura, 12629 Ambermeadow, Moorpark, California.
A. Impact on schools and currently busing is not
provided.
8. Carolyn Schrimpf, 12788 Summer Street, Moorpark,
California.
A. Concerned with moisture problems in her kitchen and
whether or not the developer would provide a remedy
prior to developing a new proposal.
9. Linda Marinier, 4273 Countrymeadow Street, Moorpark,
California.
A. Moisture problem and has had five vinyl floors
replace because of the moisture problem.
10. Jim Hartley, 5950 Gabbert Road, Moorpark, California.
A. Recommended the multi - family close to the end of the
development be placed where the current single -
family is located. In Mr. Hartley's opinion if
would create a better balance and provide a school
site which is currently needed.
B. Provide larger lots.
11. Jocelyn Reed, 10851 Citrus Drive, Moorpark, California.
A. Lost of privacy.
B. Traffic Circulation
C. Flood control measures, how will they be provided?
12. Margret Turner, Moorpark, California. 4340 homes
Proposed on the ridgeline, provide a redesign for larger
lots.
13. Jean Dewhurst, 4176 Santa Rosa Drive, Moorpark,
California.
A. Major concerns regarding the flood control channel
from Peach Hill that runs through Mountain Meadows
and empties behind Santa Rosa, Dalaway and Hitch
Roads.
B. Children's safety around the proposed flood control
channel.

C. Rural adjacent to urban lifestyle not a good mix.
D. Excessive grading.
E. Homes at rear of catch basin poorly planned.
14. Gary Jeffery, Hillside Drive, Moorpark, California.
Representing 46 of the 91 homeowners within the
Buttercreek Tract opposed to the proposed development.
15. Robert St. John, Hitch Blvd., Moorpark, California.
A. Concerns related to drainage, downflow created for
the adjacent property owners at the end of the flood
control channel.
16. Frank Gonzales, 12784 Winter Avenue, Moorpark,
California.
A. opposed the proposal for development.
17. Laurel Clugston, 4011 Cliffrose Avenue, Moorpark,
California.
A. Requested that the Commission and developer redesign
for smaller lots.
18. Art Morrel, 18 year resident of Moorpark, California.
A. Concerned with grading and dust control.
B. Buffer zone should be considered.
19. Tom Zanic, representative Urban West Communities, 520
Broadway, Santa Monica, California.
A. Floor moisture problems have been tested for
moisture content and the developer has not been at
fault.
B. Mitigation measures will be provided for drainage
concerns.
C. 2.46 dwelling units per acre proposed.
D. Traffic mitigation measures will be provided by "C"
Street and cul -de -sac.
E. Landscape buffer for horse use will be provided.
F. Elementary school site will be filled and raised.
G. Multi - family housing will not a part of this
proposal.
H. Drainage and flood control concerns are adequately
addressed and conditioned for.

The Commission's concerns were as follows:
A. A fire station is not provided in the immediate area of
the new development.
B. Condition the proposal to require that Dalaway never be
used as a roadway.
C. Hillside on the bluff be conditioned to limited 508
single story homes and cancel 508 and provide 1008 single
story homes at the bluff area.
D. Urban West Communities be required to provide test
results for moisture problems as addressed by residents.
PUBLIC HEARING CLOSED AT 11:50 p.m.
MOTION: Moved by Chairman Holland, second by
Commissioner Wozniak that the request for
Vesting Tentative Tract Nos.4340 (166 lots)
4341 (154 lots) and 4342 (179 lots) be denied
without prejudice on the bases that the current
EIR can not adequately address the concerns
related to traffic; drainage; required buffer
zone.
Motion passed on a 5:0 vote.
6. PUBLIC HEARINGS (old business
A. General Plan Update
For the purpose of soliciting citizen comments regarding the
proposed update to the Land Use and Circulation (traffic)
Elements of the City's General Plan.
MOTION: Moved by Chairman Holland, second by
Commissioner Butcher to continue this item to
the Commission's meeting of October 10, 1987.
Motion passed on a 5:0 vote.
