Gilbert, Director of Public Works DATE: March 22, 1996 (CC Meeting: 4 -3 -96) SUBJECT: Consider Authorization to Advertise for Receipt of Bids for the Widening of Moorpark Avenue to Facilitate Right Turn Traffic from Moorpark Avenue to Poindexter Avenue [9K�'+7 A. General Description The subject project provides the relocation of the curb and gutter on the west side of Moorpark Avenue north of Poindexter Avenue to increase the width of the existing southbound lane to facilitate south -to -west right turn traffic. B. Design The project design calls for moving the curb and gutter on the west side of Moorpark Avenue westerly approximately four feet (41), from the beginning of the curb radius on Poindexter Avenue to a point approximately one hundred eighty feet (1801) north of the intersection. The relocation of the curb will require the relocation of a traffic signal pole and certain utility vaults at this corner. The width of the sidewalk will be reduced from approximately nine feet ( 9' ) to five feet ( 5') . The location of the back of the sidewalk will remain unchanged, as will the three feet (31) wide dirt area between the sidewalk and the building. The plans and specifications will include the recently issued Caltrans Permit for this work. Subsequent to the construction of the project, the width of the existing southbound lane just north of the intersection will be increased from fifteen feet (151) to approximately nineteen feet (191). This wider travel lane will make it easier for south -to -west right turn traffic to turn right on a red light when southbound through traffic is staged at the intersection. B. Plans and Specifications A copy of the Plans and Specifications for the project have been placed in the City Council office for your review. pndx_rt.ad �CA Poindexter Right Turn Lane April 1996 Page 2 C. Fiscal Impact 1. Cost Estimate: A preliminary estimate of the total project costs is as follows: Estimated Element Cost ($) • Design 4,000 • Printing, Advertising, etc. 100 • Construction 18,000 • Construction Contingency (10 %) 1,900 • Admin & Inspection 2,000 Total 26,000 2. Budget: The currently approved budget for the subject project is as follows: Account # 027 - 142 - 903 -0420: $30,000. D. Schedule It is anticipated that bids for the subject project will be opened and presented to the City Council in May and construction should be completed by the end of June. The plans and specification will include requirements that the work not conflict with the storm drain construction to occur in this area. RECOMMENDATION Staff recommends that the City Council approve the plans and specifications for the subject project and authorize staff to advertise for receipt of bids for the construction of same. pndx.zt.ed
