SUBJECT: Consider Request For Proposals to Provide Bus Excursion,
Charter and Special Transit Services and Authorization to
Advertise for Proposals.

The City Council is being asked to consider a Request for Proposals
(RFP) to provide transportation services for existing travel
programs offered primarily by the Community Services Department.
Examples of these programs include: the Transit Division's Summer
Beach Bus; the Recreation Division's Camp Moorpark and Teen Travel
Camp; and Active Adult Center's excursions to points of interest.
The purpose of this RFP is to provide one Agreement to govern the
various ways the City procures the use of buses for these special
purposes.
DISCUSSION
The various divisions of the Community Services department have
used buses for day trips, excursions and temporary transit services
since the early 1990's. Some of these services, such as the Summer
Beach bus, have used a RFP bid process to secure a service
Agreement; while other programs, such as Camp Moorpark and Teen
Travel Camp, have obtained informal prices quotes and used purchase
orders to procure transportation services. This RFP would bring all
of these similar services under one Agreement. Historically, most
of these transportation services have been performed by the same
vendor. This RFP should prove to be mutually convenient and
beneficial to both the City and the successful proposer.
As indicated above, the services to the community contemplated by
this RFP are existing programs. They are paid for by appropriations

made by Council during the normal budget approval process. In
recent years, the City has spent approximately $50,000 per year for
bus excursions, charters, and temporary transit services.
If approved, the proposals will be due March 31, 2004.
Implementation of the successful proposal would begin in mid -June
with the Teen Travel Camp and the Summer Beach Bus. The proposed
Agreement has a one -year term with the possibility of three one -
year extensions at the discretion of the City. A complete copy of
the RFP, including the proposed Agreement and Scope of Service, was
made available to Council as a separate box item.
STAFF RECOMMENDATION
Approve the Request for Proposal and authorize staff to advertise
for receipt of the bids.
