Gilbert, Director of Public Works (l DATE: May 7, 2004 (Council Meeting 5- 19 -04) SUBJECT: Corporation Yard Design: North Fence DISCUSSION A. Background On April 7, 2004, the City Council approved the Final Conceptual Design for the subject project. B. Approved Fencing Design The approved design calls for wrought iron fencing around the perimeter of the main yard and the auxiliary yard to the east. C. Suggested Alternative In the course of discussing design components, it was suggested that consideration be given to upgrading the wrought iron fence along the north line to a block wall (see Exhibit 1 for location). The benefits of this change include: • to block wind and dust; • to partially block noise from trains; • to better screen the visibility of City supplies and equipment from view; and • to make in more difficult to climb over. The proposed block wall would be eight feet (8') high on the north side of the wall and six feet (6') high on the south side. Angled brackets with wire (or some other type of security device) will be installed on top of the wall. CorpYard_0405 000202 Corporation Yard: North Fence May 19, 2004 Page 2 D. Graffiti The down side of installing a block wall is that it becomes a target for graffiti. The options available to cope with this problem include: • installation of landscaping along the north side of the wall (this would require placing the wall a few feet south of the property line); • applying a graffiti resistant epoxy coating to the wall to discourage application and to ease removal; and • administration of very proactive graffiti abatement efforts (continue to remove the graffiti as soon as it is applied). Unless otherwise directed, it would be the intent of staff to include in the wall design the application of graffiti resistant epoxy coating. It will also be the intent of staff to monitor the wall and to abate graffiti as it occurs. E. Fiscal Impact The anticipated added cost to upgrade the north fence to a block wall summarized as follows: Description Cost ($) Wroght Iron for North Fence (Current Design) 44,000 Cost Increase to Upgrade to a Block Wall 26,000 Cost of Block Walls for the North Fence 70,000 The above described cost increase is within the contingencies provided for the project. No additional appropriations are required. STAFF RECO14MNDATIONS Approve a change to the project design to include a block wall along the northerly property line.
